SUBJECT: HUD CONSOLIDATED' PLAN
RECOMMENDATION
It' is recommended that the City Council adopt the Consolidated
Plan, authorizing its submittal to the U.S. Department of Housing
and Urban Development (HUD) for review and approval.
FISCAL IMPACT
The adoption of the proposed Consolidated Plan will not, in itself,
have a fiscal impact on the City. However, its adoption and
ultimate approval by HUD will enable the city to receive federal
Community Development Block Grant (CDBG) funds. The receipt of
those monies would reduce the expenditure of City funds for
projects (e.g. public improvements, commercial rehabilitation,
public services etc.) that benefit low- and moderate-income
households throughout the City. As the five-year Consolidated Plan
is implemented'; each fiscal year's CDBG expenditures will be
required to be reviewed and approved by the City Council.
BACKGROUND

On April 3, 1995, the City Council held a public hearing to obtain
citizen input and comments on the draft Consolidated Plan, a
planning document intended to identify a jurisdiction's overall
need for affordable and.supportive housing, community development
programs, social services and economic opportunities. A section of
the Plan serves as the application to HUD for CDBG funds.
Prior to the development of the Plan, a public hearing was held to
identify Tustin's housing and community needs. On March 31, 1995,
a summary of the proposed Consolidated Plan was published in a
local newspaper of general circulation, thereby initiating a 30-day
comment period on the document. The public comment period closed

April 30, 1995. Staff received one letter from Shelter for the
Homeless commenting on the~ Consolidated Plan. The letter
encouraged Tustin to "take a direct roll in helping non-profit
organizations provide the needed services to their clients."
Homeless services provided by that organization were also
described. Staff responded that the Consolidated Plan describes
Tustin's needs for services and programs for the homeless and
details how CDBG monies will be used to address them.
The correction of minor typographical errors was the only change
made to the draft Consolidated Plan·
CONCLUSION
Staff has prepared the Consolidated Plan in accordance with HUD
regulations, including those 'detailing required citizen
participation. On or before May 17, 1995, 45 days prior to the
starting'of the funding year,.the adopted Consolidated Plan will be
submitted to HUD. The 1995-96 Fiscal Year for the CDBG program
will begin July 1, 1995.
