HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT UPDATE ON MCAS, EL TORO REUSE EFFORTS RECOMMENDATION Pleasure of Council. FISCAL IMPACT No direct fiscal impacts. However, participation in the ETRPA and E1 Toro Redevelopment Authority will involve a significant commitment of staff time and resources. BACKGROUND This report is prepared to apprise the City Council of some of the most recent developments involving the reuse planning effort for Marine Corp Air Station (MCAS), E1 Toro. E1 Toro Reuse Planning Authority (ETRPA) As Council is aware, the County of Orange, City of Irvine and City of Lake Forest created the seven member ETRPA in 1993 to prepare a reuse plan for closing MCAS E1 Toro. ETRPA had established an E1 Toro Planning Authority Executive COuncil comprised of approximately 60 members representing the interest of cities, home owners, industry, and others located within the region. Council member Jeff Thomas was officially designated to represent the City of Tustin's interest in this process and actively participated on the ETRPA Economics Advisory Sub-Committee. In December 1994, the Orange County Board of Supervisors officially voted to withdraw from the E1 Toro Reuse Planning Authority and create its own planning authority without the Cities of Irvine and Lake Forest being given a voting authority in the matter. The Cities of Irvine and Lake Forest have threatened to sue the County over their decision to exclude them and have moved to continue ETRPA as a functioning planning authority with the hope that the County would eventually support or participate in that process once again. City Council Report Update on MCAS, E1 Toro Reuse Efforts May 1, 1995 Page 2 ETRPA has recently been expanded to include all south County cities except San Juan Capistrano, Laguna Beach and San Clemente. An RFP is being advertised to secure the planning services of a consultant team to continue the effort. It is their belief that the Measure A mandate was not- a groundswell (being passed by a 51% to 49% margin) and that a fair assessment of alternative uses should be prepared and evaluated. It is their understanding that the County will not adequately evaluate alternatives because of their belief that Measure A mandates an airport use for the base. ETRPA will be requesting federal Department of Defense, Office of Economic Adjustment (OEA) funding support for these planning efforts. .El Toro Local Redevelopment Authority As noted above, the County Board of Supervisors has adopted a new reuse planning structure and process for MCAS E1 Toro in response to the "requirements of Measure A" which has been formally recognized by OEA. The new structure is called the E1 Toro Redevelopment Authority (no relation to California Redevelopment Law). The Authority is comprised of the Board of SuperVisors, the 13-member E1 Toro Airport Citizens Advisory Commission established by Measure A and five Sub-Committees (Land Use, Economic Development, Aviation, Transportation and Environmental). Membership on the Sub-Committees is open to representatives of all Orange County cities, unincorporated communities near the base, business organizations and local colleges and universities. On March 30, 1995, the City of Tustin was offered the opportunity to participate on one of the Sub-Committees to "ensure that the views of Tustin are considered in the reuse planning process." In light of the County's pre-disposition toward the use of the property as an airport, staff believed'that the greatest threat of impact to the community concerned potential future departure and arrival overflights. Due to the fact that a response was required by April 14, 1995, staff requested that Council member Jeff Thomas be allowed to serve as the primary representative to the Aviation Sub- Committee with Mr. Dana Ogdon of staff serVing as a secondary representative. The County Board of SuperVisors will consider all requests for potential future assignment to a Sub-Committee. CONCLUSION Two MCAS E1 Toro reuse planning efforts are currently underway. It is anticipated that participation in both efforts could involve a significant commitment of staff time and resources. Council should consider the level of participation which the City should pursue and direct staff accordingly. Council should also determine City Council Report Update on MCAS, E1 Toro Reuse Efforts May 1, 1995 Page 3 whether the City should participate in the County's effort, ETRPA's effort, both or neither of these efforts.
