DOUGLAS FRANKS, POLICE DEPARTMENT STINGER SPIKE SYSTEM RECOMMENDATION Pleasure.of the City Council. FINANCIAL IMPACT Should the City Council elect to authorize the Police Department to purchase the Stinger Spike System, the cost for two devices will be $1,000 plus tax. BACKGROUND Mayor Jim Potts requested the Police Department examine the feasibility of purchasing a "spike" system that is designed to puncture the tires of a vehicle being pursued by police. The Stinger Spike System has been purchased by many police departments in the United States, including the California Highway Patrol. According to the Stinger Spike System Company, the California Highway Patrol Office of Research and Planning found the system to be the onlY one which measured up to its five critical performance factors- (1) size, (2) weight, (3) ease and safety of deployment and repacking, (4).stopping distance and vehicle control, and (5) spike replacement. After reviewing the video tape of the system, it was evident that the system appears' to perform as advertised; however, the test of the reliability was performed on a rural road. Our primary use may be on two or three streets that have long continuous drives. (See attachments for law enforcement user list and for specifications.) Should the City Council elect to purchase this system, I suggest that a maximum of two devices be purchased for utilization when the appropriate circumstances arise.
