PUBLIC INPUT- At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you
wish to address the City Council on any matter, please fill out one of the blue forms located
on the speaker's podium and submit to the city Clerk so that your remarks on the tape
recording of the meeting can be attributed to you. When you start to address the City
Council, please state your full name and address for the record. A Public Input portion is
provided both at the beginning and end of the meeting.

CONSENT CALENDAR ( ITEMS I THROUGH 12 )
All matters listed under Consent Calendar are considered routine and will be enacted by one
motion. There will be no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request specific items be
discussed and/or removed from the Consent Calendar for separate action.

APPROVAL OF MINUTES- APRIL 3, 1995 REGULAR MEETING
Recommendation: Approve City Council Minutes of April 3, 1995.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,139,149.87 and ratify
Payroll in the amount of $315,234.60.

MASTER ·PLAN DESIGN CONTRACT - TUSTIN RANCH TREE PARK
Recommendetion: (1) Appropriate $192,160.00 from the Park Development Fund
into the Capital Projects Fund; (2) Approve the consultant services agreement with
RJM Design Group in the amount of $31,500.00 for the development of a Master
Plan for the Tustin Ranch Tree Park and authorize the City Manager to execute
subject agreement; and (3) In the event services of RJM are ~atisfactory, authorize

REJECTION OF CLAIM NO. 95-8 - CLAIMANT, GREGORY VAUGHAN; DATE OF
LOSS, 3/11/95; DATE FILED WITH CITY, 3/17/95
Recommendation: Reject subject claim for property damages of an undetermined
amount as recommended by the City Attorney.
REJECTION OF CLAIM NO. 95-5- CLAIMANT, DWIGHT AVERY; DATE OF LOSS,
1/27/95; DATE FILED WITH CITY, 2/21/95
Recommendation: Reject subject claim for general damages in the amount of $39.00
as recommended by the City Attorney.
RESOLUTION NO. 95-40 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING DESTRUCTION OF CERTAIN RECORDS
Recommendation: Adopt Resolution No. 95-40 allowing for destruction of
applications and testing materials for recruitments which have been closed for over
two years as recommended by Personnel Services.
PLANNING COMMISSION ACTION AGENDA- APRIL 10, 1995
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify Planning Commission Action Agenda of April 10, 1995.
ENTRY PERMIT FOR JAMBOREE SOILS REMEDIATION SITE
Recommendation: Approve subject entry permit with The Irvine Company subject
to approval by the City Attorney as to form and substance as recommended by the
City Attorney.
RESOLUTION NO. 95-41 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 14914
Recommendation: Adopt Resolution No. 95-41 approving Final Tract Map 14914 as
recommended by the Community Development Department.
INVESTMENT SCHEDULE AS OF FEBRUARY 28, 1995
Recommendation: Receive and file subject report as recommended by the Finance
Department.
NOTICE OF SALE OF SURPLUS STREET SWEEPERS
Recommendation: Receive and file notice of sale of surplus street sweepers as
recommended by the Public Works Department/Field Services.
AWARD OF CONTRACT FOR COLUMBUS TUSTIN WELL EMERGENCY POWER
RETROFIT - CITY PROJECT NO. 600112
Recommendation: Award contract for subject project to American Electric Company,
Orange, California, in the amount of $122,640.00 as recommended by the Public
Works Department/Water Division.

13. GANG VIOLENCE SUPPRESSION PROGRAM RESOLUTION
A verbal presentation will be given to the City Council regarding the Gang Violence
Suppression Program.
Recommendal;ion: Pleasure of the City Council.
14.
GRAD NITE 1995 REQUEST FOR CONTRIBUTION, FOOTHILL HIGH SCHOOL
The Foothill High School Grad Night '95 Committee has requested a donation from
the City of Tustin in the amount of $3,000.00.
Recommendation: Pleasure of the City Council.
15. ORANGE COUNTY BANKRUPTCY STATUS
Mayor Saltarelli and the City Manager will give verbal presentations on the status of
the Orange County bankruptcy and its impact on the City.
Recommendation: Pleasure of the City Council.
16. SELECTION OF MAYOR AND MAYOR PRO TEM
At the second meeting in April of each year, the City Council selects those members
of the Council who will serve as Mayor and Mayor Pro Tem for the following year.
