CELANO, JR., CHIEF OF POLICE POLICE DEPARTMENT VEHICLE PURCHASE Five (5) Police Department patrol vehicles are in need of replacement. The Department has determined the need to purchase (5) Dodge Charger pursuit rated vehicles. Additionally, there will be a need to award a contract for police equipment conversion work for the newly purchased police units. RECOMMENDATION It is recommended the City Council authorize: 1. The purchase of five (5) 2016 Dodge Charger pursuit rated vehicles from McPeek Dodge in Anaheim, California, in the amount of $142,938.55 (including tax, license, fees and delivery). 2. The purchase of police equipment conversion packages for the conversion of five (5) 2016 Dodge Chargers from Hi -Standard Automotive in Orange, California, in the amount of $36,834.78. 3. The additional change -over costs for five (5) 2016 Dodge Chargers from one (1) additional vendor, in the amount of $2,077.60 (graphic signs). 4. Request Council to approve a supplemental appropriation from the Equipment replacement fund in the amount of $181,850.93. 5. The Public Works Department to dispose of the retired surplus vehicles at the next available public auction and credit net proceeds to the applicable City Revenue Fund. CORRELATION TO THE STRATEGIC PLAN The proposal supports the implementation of Goal B: Public Safety and Protection of Assets: Ensure Tustin is an attractive, safe and well maintained community in which people feel pride. BACKGROUND In fiscal year 2015 — 2016, it is necessary to replace the below listed vehicles due to age, mileage, and/or safety history. A breakdown of vehicle replacement is as follows: Marked Police Units Five (5) marked police units are scheduled for replacement in fiscal year 2015-2016 due to high mileage and scheduled rotation. These vehicles were selected by a consensus with field services staff (Field Services Manager Jason Churchill and Maintenance Supervisor Roger Bell). They will be replaced by five (5) pursuit-rated 2016 Dodge Chargers. A breakdown of vehicle replacement is as follows: • 3404 2010 Dodge Charger, Lic. 1220311, Mileage: 81,011 • 3407 2010 Dodge Charger, Lic. 1326942, Mileage: 71,047 • 3414 2010 Dodge Charger, Lic. 1326941, Mileage: 71,238 • 3418 2010 Dodge Charger, Lic. 1326939, Mileage: 46,778 • 3419 2010 Dodge Charger, Lic. 1326940, Mileage: 60,120 State Contract Vendor There is currently no State Contract pricing for Dodge Chargers. After contacting local Dodge dealerships for quotations as part of the bid process, McPeek Dodge in Anaheim, California was selected due to the lowest pricing obtained. Hi-Standard Automotive, LLC located in Orange, CA has been awarded the last few conversion contracts. They have provided the uniform installation consistency desired, and provide a 36-month warranty on all work and materials associated with the installation. They offer secure storage of the new units during the conversion process. The company's certified master installer provides invaluable expertise with over 30-years of experience in the field.
