CALL TO ORDER The meeting was called to order at 4:00 p.m. II. ROLL CALL Present: Councilmen: Saltarelli, Edgar, Sharp, Welsh, Sutcliff. Absent: Councilmen: None Others present: City Administrator William Bop~ City Clerk Ruth Poe 1. 1965 Seagraves Engine Mr. Bopf and Chief HOlmes reported on the breakdown of the 1965 Fire Engine due to a cracked block. Chief Holmes presented a report showing the cost of repair vs. replacement with a diesel engine. Report included over-all cash savings of running a diesel vs. a gas powered engine. Moved by Welsh, seconded by Edgar that the 1965 Fire Engine be repowered with a diesel engine at a cost not to exceed $13,000. Motion carried. 2. TEN YEAR OPERATING BUDGET Mr. Bopf presented report including Personnel Labor Loading, Expenditures vs. Revenues, Departmental Summaries, Revenue Projections and Ten Year Recap and explained that this 10 Year P~an is not a legal document, but would be used for planning purposes. After Council discussions of the above report it was moved by Sharp, seconded by Edgar that this form of Ten Year Operating Budget be adopted in principle, with needs to be prioritiz~d, and be utilized for planning purposes..and that the comparision 10 Year Capital Improvement Budget be updated to go with the operating budge~. Carried unanimously. 3. Redevelopment Agency Tool Coumcilman Sharp explained a new redevelopment tool which does have good princip~s. It allows a City that wants to improve a situation to create a project area and could then legally establish a redevelopment area and redevelopment agency which could be the ~ouncil. This would freeze the property tax at that point, the tax money continues to go where it has always gone - all new revenue produced through new buildings or raised assessed valuation never leaves the City. The City then has more revenue to use within the City. It is a means for Cities who see the need to keep up with capital improvements or Cities who see a need to check and balance things, that regional legislation is doing to them and keep some of the Revenue at home. It was the concensus of the Council that this ~edevelopment tool be investigated. 4. AB - 1 - Annexation Moved by Saltarelli, seconded by Edgar that the Council take a strong position of support of AB-1 which provides for annexation of contiguous county territory by resolution, provided that the annexation was agreed to by LAFC and other regulating agencies. Motion carried unanimously. 5. CHRISTMAS TREE LOTS Council discussed Ordinance concerning Christmas Tree Sales. Moved by Edgar, seconded by Saltarelli that the City Attorney be directed tO draft an ordinance for December lmeeting amending section KK-27.206 of Ord. 637 by deleting this section other than the requirement for clean. up fees and that a report be presented as to the background for this section.
