HUSTON, CITY MANAGER GANG SUPPRESSION GRANT RECOMMENDATION: That the City Council adopt the attached Resolution authorizing participation in a joint School District, County Probation Department, District Attorney's Office and City application for grant funds through the California Office of Criminal Justice Planning. BACKGROUND: The Tustin Unified School District, through its TAFFY Program, has requested the above agencies to cooperate in development of a program designed to suppress gang activity. The grant to be applied for provides funding for one year during which the City would be committed to "in-kind" services and up to a $15,000 cash match. The application requests funding for two police officers who would be assigned to the program. If the grant is approved, it is likely the City would assume the full cost of the two police officers after one year. After the funding period is over, the City could decide to continue with the program if 'it proves effective or reassign the officers to other police activities. 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 95-42 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE CITY'S PARTICIPATION IN AN APPLICATION FOR FUNDING OF A GANG VIOLENCE/SUPPRESSION PROGRAM The City Council of the City of Tustin hereby resolves as follows: WHEREAS, the City of Tustin is committed to participation in the coordinated efforts to reduce gang violence.and to divert potentially dangerous gang activity into more positive and constructive behavior through participation in a Local Coordinatinq Committee; and WHEREAS, the City of Tustin believes in the need for law enforcement to be part of a targeted effort to swiftly identify, prosecute and remove gang violence perpetrators from the community; and WHEREAS, the City of Tustin acknowledges that it is essential that intervention, education, and prevention programs need to be strongly linked to suppression and prosecution .efforts; and WHEREAS, the City is attempting to establish a youth center to serve as a site for teen programs, community education and counseling programs, and confidential offices for meetings between probation and law enforcement representatives and clients, NOW, THEREFORE, BE IT RESOLVED, the City of Tustin will commit necessary resources as indicated in the application for funding of the operational portion of the Gang Violence Suppression Multi-Component Model program.
