HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION FROM: AUTHORIZATION FOR THE TRANSPORTATION CORRIDOR AGENCIES (TCA) SUSJEC~ TO ACQUIRE RIGHT-OF-WAY FOR THE JAMBOREE ROAD/EDINGER AVENUE INTERCHANGE IMPROVEMENTS ASSOCIATED WITH THE EASTERN TRANSPORTATION CORRIDOR (ETC) WEST LEG TRANSITION AREA RECOMMENDATION It is recommended that the City Council, at their meeting of April 3, 1995, authorize the TCA to acquire right-of-way for the subject interchange at Jamboree Road/Edinger Avenue. FISCAL IMPACT Acquisition of the needed right-of-way will be initially funded by the TCA subject to future fair share reimbursement from the cities of Tustin and Irvine as part of a yet to be finalized comprehensive funding agreement between the three parties. BACKGROUND On September 6, 1994, the City Council approved a Memorandum of Understanding (MOU) with the TCA and the City of Irvine regarding Jamboree Road improvements south of the terminus of the west leg of the ETC. The MOU designated the TCA as lead agency for the project. Additionally, the MOU stipulated that the interchange (grade separation) of Jamboree Road/Edinger Avenue shall be constructed prior to the opening of the west leg of the ETC. DISCUSSION As part of the Jamboree Road/Edinger Avenue interchange improvement, it is necessary to acquire a portion of the property at the northwest corner of the Jamboree Road/Edinger Avenue intersection (Jamboree Plaza). This portion of the property was previously reserved for future acquisition as a condition of the deVelopment review process, by the Jamboree Plaza developer, for the future widening/interchange improvements at Jamboree Road/Edinger Avenue. The interchange design process is currently underway by Greiner Engineering under a contract with the County of Orange which is acting as an administrator on this phase of the project on behalf of the TCA. To expedite the interchange project the TCA has agreed to acquire the needed right-of-way on behalf of the City of Tustin along the eastern side of the Jamboree Plaza site adjacent to Jamboree Road. It is therefore recommended that the City Council authorize the TCA to perform the needed right-of-way acquisition services. Tim D. Serl~t Director of Public Works/ City Engineer Dana R.
