HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT ANNUAL HEATING, VENTILATING, REFRIGERATION CONDITIONING SYSTEMS MAINTENANCE CONTRACT AND AIR RECOMIVlENDATION That the City Council, at their regular meeting of April 3, 1995, authorize staff to solicit bids for a new Annual Heating, Ventilating, Refrigeration and Air Conditioning Systems Maintenance Contract. FISCAL IMPACT Estimated contract price $75,000. BACKGROUND The Tustin City Council, at their meeting of April 2, 1984, awarded a one (1) year Heating Ventilating and Air Conditioning contract to Dial One Air-Ex Air Conditioning, Inc., for an annual cost of $38,621.00. The purpose was to provide an energy conservation system and total maintenance for the City's HVAC system at the Civic Center Complex and the Maintenance Facility. This contract has been renewed on a yearly basis since 1984 with the service level being acceptable. The original scope of services has changed considerably. New facilities have come on line with different demands and requirements for upkeep and long term maintenance. The additional new facilities include the Senior Center, Water Operations office, the renovated Civic Center, Police Department, and Community Building; the Columbus Tustin Gymnasium and the Sports Park. The present contract does not adequately address major repairs in the annual maintenance program. It would be possible for the contractor to terminate the contract after one year without penalty or culpability if a major repair is required. DISCUSSION The current agreement has reached expiration and the public bidding process will enable a cost effective maintenance program to be established. Tim D.
