HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT TUSTINAREAYOUTHISSUESCOMMITTEE~TOMEMO~OF UNDERSTANDING RECOMMENDATION: Adopt amendment to the Tustin Youth Issues Committee Memorandum of Understanding that changes the membership of the Committee. BACKGROUND: In January 1995, the City Council approved in principle changes to the Memorandum of Understanding which established the Tustin Area Youth Issues Committee. The proposed changes alter membership from two to three community representatives per agency and from two to one member each from the City Council and School Board. Staff proposes amending Section 1. The specific changes are bolded and are as follows:' · There shall be eight members of the Committee. One (1) member shall be a Council member selected by the City Council. One (1) me-~her shall be aboard member selected by the School Board. The City Council and the School Board shall each select three (3) additional persons who shall serve as community representatives. The Council shall select one (1) mem~her as a Council Alternate. The School Board shall select one (1) member as a Board Alternate. At the February 1, 1995 Joint Meeting, both .the Tustin Unified School Board of Trustees and the Tustin City Council agreed to make these changes to the composition of the Youth Issues Committee. The City Attorney has reviewed and approved the amendment to change section 1 and recommend that the City Council formally adopt the changes by motion. Jones, Recreation Superintendent attachment MEMORANDUM OF UNDERSTANDING REGARDING THE FORMATION OF THE TUSTIN AREA YOUTH ISSUES COMMITTEE The Memorandum of Understanding is made and entered into by and between the CITY OF TUSTIN ("City") and the TUSTIN UNIFIED SCHOOL DISTRICT ("District") . RECITALS ae The City and the District recognize that the welfare of Tustin's youth is critical to maintaining a stable and progressive community. Be Ce The City and the District plan and organize educational, recreational, cultural and other programs that target K-12 youth. The City and the- District have individually and jointly sponsored successful youth programs and have placed a high priority on identifying new opPortunities'for Programs. The Cit~ and the District underStand the benefits to' be derived from coordinating their efforts to provide programs that respond to the needs of the community's youth. De The City and the District intend to enhance the responsiveness and effectiveness of current and future youth programs through mutual cooperation and communication. NOW, THEREFORE, the City and the District agree to create an advisory committee, the name of which is the Tustin Area Youth Issues Committee ("Committee',) for the purpose of facilitating City and District cooperation in planning and evaluating youth programs that can be pr-vided jointly or individually as deemed appropriate'by the City and the District. The Committee will be organized as follows: There shall be eight (8) nembers of the Committee. Two (2) members shall be Council members selected by the City Council. - Two (2) members shall be Board members selected by the School Board. The City Council and the .School Board shall each select two (2) additional persons who'shall serve as community ~epresentatives. · The terms of office for the initial appointments to the Committee of one (1) Council member and one (1) Board member shall be one year from the date of appointment. The terms of office of the other Council member and Board member shall de ..... two years from the date of appointment. The term of appointments for each Council member and Board member shall thereafter be two years commencing on the expiration date of each of the appointments as prescribed herein above. Staff support for the Cor~ittee shall be provided by City and District staff as assigned by the City Manager and 5~ Superintendent of Schools. Representatives of other agencies may be invited to participate, as necessary.
