AWARD OF CONTRACT FOR REMOVAL AND REPLACEMENT OF UNDERLYING
ALLUVIUM AND EXISTING FILL IN LOT NOS. 10 AND 18 OF TRACT NO.
13627 (PROJECT NO. '700077, A.D. 86-2)
RECOMMENDATION
It is recommended that the City Council, at their meeting of March
20, 1995, award the contract for the subject project to Cash
Grading Contractors in the amount of $190,430.40.
FISCAL IMPACT
No impacts to the City General Fund. Ail costs will be initially
borne by the City of Tustin Assessment. District No. 86-2 with the
reimbursement for the remedial grading being sought through
litigation against the responsible parties. The iow bid is
approximately. 34% below the Engineer's estimate of $290,130.00.

The references and the State Contractors License of Cash Grading
Contractors have been checked and verified and are appropriate for
the subject project.
During the Jamboree Road construction, excess material from the
roadway grading operation was placed within the limits of Disposal
Site No. 2, which lies within portions of Lots 8, 10, 11, 16, 17
and 18 of Tract No. 13627. The initial grading operations have
been completed by the City's contractor. However, as a result of
the Irvine Company's final plan preparation for the final grading,
it was discovered that certain areas within Disposal site No. 2
still contained unsuitable material identified as alluvial
deposits, which have the potential for consolidation/collapse when
subjected to excessive moisture. This project will provide for the
excavation of the alluvial deposits and recompaction of the future
building sites.
A Professional Services Agreement to provide geotechnical services
during.this grading operation is scheduled as a separate item at
this City Council meeting.
