CALL TO ORDER The meeting was called to order at 7:30 p.m. by F~yor Saltarelli.

ANNOUNCEMENTS 1. APPOINTMENT OF FIRE CHIEF
Moved by Edgar, seconded by Sutclifft to appoint Lawrence
Holms as Fire Chief at a monthly salary of $1,750. Carried
unanimously, Councilman Sharp and~Welsh absent.
2. FLIGHT PATTERNS, ORANGE COUNTY AIRPORT
Mayor Saltarelli referred to correspondence from Supervisor
Clark and informed that the City is doing all it can to bring
a halt to the aircraft noise which is impacting the City of
Tustin. Copies of this correspondence are available upon
request from the City Clerk.

HEARINGS 1. SYCAMORE-RED HILL ANNEXATION NO. 85 EXCLUSION HEARING
~yor Saltarelli opened the public portion of the hearing at
7:35 p.m. Seeing and hearing no one, the hearing was closed
at 7:36 p.m.
City Attorney Rourke pointed out that the voting hours would
be from 7:00 a.m. to 7:00 p.m. rather than 8:00 p.m. as was
stated in Ordinance No. 660, page 2, line 18.
Moved by Sutcliff, seconded by Edgar, that Ordinance No. 660
have first reading by title only. Carried unanimously.

2. VACATION OF PEDESTRIAN EASEMENT - LOT 9, TRACT 7813
The public hearing was opened at 7:40 p.m. Seeing and hearing
no one, the hearing was closed at 7:41 p.m.

Moved by Edgar, seconded by Saltarelli, that a quitclaim of
the pedestrian easement across Lot 9, Tract 7813 be authorized
with a retention of the storm drain easement as recorded.
Carried unanimously, Councilmen Sharp and Welsh absent.

Authorization for execution of certification as recom-
mended by the City Engineer.
4. RESOLUTION N0. 75-55
A Resolution of the City CounCil of the City of Tustin,
California, SUPPORTING HOUSE OF REPRESENTATIVES BILL
HR 7666 TO INCREASE AMOUNT OF OUTSIDE EARNINGS LIMITA-
TIONS UNDER SOCIAL SECURITY.
5. AGREEMENT NO. 775-529 - NEWPORT AVENUE
Authorization for execution of Agreement for design and
construction of street improvements within unincorporated
areas along Newport Avenue between Irvine and McFadden
as recommended by the City Engineer.
6. RESOLUTION NO. 75-76
A Resolution of the City Council of the City of Tustin,
ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDA-
TION OF NOTICE OF COMPLETION.
Modification of traffic signals at the intersection of
Red Hill at Sycamore and Red Hill at Walnut. Adoption
as recommended by the City Engineer.
Moved by Edgar, seconded by Sutcliff, that item 6 be removed
from the Consent Calendar. Carried unanimously, Councilmen
Sharp and Welsh absent.
Moved by Sutcliff, seconded by Edgar that items 1 through 5
of the Consent Calendar be approved. Carried unanimously,
Councilmen Sharp and Welsh absent.
6. RESOLUTION NO. 75-76
In response to Councilman Edgar's concern regarding the left
turn pocket for this traffic signal located at Sycamore and
Red Hill, Mr. Ledendecker explained that the light is elec-
trically sensored and the left turn arrows appear only when
there is a demand for them, i~e., more than three cars in the
left turn pocket.
Moved by Edgar, seconded by Saltarelli, that Resolution No.
75-76 be passed and adopted. Carried. Ayes: Saltarelli,
Edgar, Sutcliff. Noes: none. Absent: Sharp, Welsh.

BUSINESS 1. EXTENSION OF NEWPORT AVENUE
Report was received and filed.
2. NUISANCE WATER DRAINAGE PROBLEMS - GREENMEADOW & ROYAL OAK
After some discussion, Council directed staff to correspond with
the Tustin Meadows Community Association regarding a temporary
solution for this problem.

NEW
BUSINESS 1. TRAFFIC COMMISSION RECOMMENDATIONS
a.Request for bike lane route from Peppertree subdivi-
sion to St. Jeanne de Lestonnac School.
MoVed by Saltarelli~ seconded by Sutcliff, that on-street
bicycle lanes as requested not be established from the
Peppertree subdivision to St. Jeanne de Lestonnac School.
Carried unanimously~ Councilmen Sharp and Welsh absent.
b.Tustin High School request for removal of
parking restrictions.
Moved by Edgar, seconded by Sutcliff, that the City COuncil
approve the plan dated July 10, 1975, with regard to parking
restriction revision and the restriping of Laguna Road.
Carried unanimously, Councilmen Sharp and Welsh absent.
4. SETTING OF TAX RATE, 1975-76
a. ORDINANCE NO. 661
An Ordinance of the City Council of the City of Tustin,
FIXING AND DETERMINING THE AMOUNT OF REVENUE NECESSARY
TO BE RAISED BY TAXATION UPON THE TAXABLE PROPERTY
WITHIN THE CITY OF TUSTIN AND THE AMOUNT OF REVENUE
NECESSARY TO CARRY ON THE VARIOUS DEPARTMENTS OF SAID
CITY FOR THE FISCAL YEAR 1975-76.
Councilman Edgar comented that the public had supported the
Park Bonds and the Civic Center Bonds, therefore the Council
should keep a constant total rate, and proposed Alternate III,
at a tax rate of $0.9955.

OF THE CITY OF TUSTIN AND FIXING THE RATE OF TAXES ON
THE TAXABLE PROPERTY WITHIN THE CITY OF TUSTIN TO CARRY
ON THE WORK OF THE CITY FOR THE FISCAL YEAR 1975-76.

OTHER
BUSINESS 1. EVALUATION OF STREET SWEEPER PROPOSALS
Mr. Bopf informed the Council that staff has determined that
the City purchase a vacuum street sweeper as opposed to a
mechanical and a diesel-fueled as opposed to a gasoline-fueled
sweeper. A demonstration of the diesel Elgin Whirlwind and
the Ecolotec Vacu-Sweep will take place on August 26 at 9:00
a.m., for Council and staff.
2. PUBLIC DISPLAY OF OBSCENE PUBLICATIONS
Council directed staff to correspond with owners of retail
stores and request them to keep obscene publications out of
public display of children.
(Councilman Sharp arrived at 8:10 p.m.)
3. ORDINANCE NO. 633 (BURGLAR ALARMS)
Moved by Saltarelli, seconded by Sutcliff, to direct staff to
revise Ordinance No. 633 to extend the penalty date and revise
the penalty fees regarding burglar alarms~ Carried unanimously,
Councilman Welsh absent.
4. MAINTENANCE YARD ARCHITECT
Council was informed that architects would be reviewed this
week and report would be prepared for the September 2nd meeting.
5. TRAFFIC CITATION REPORT
Councilman Sutcliff requested a monthly traffic citation report
from the Police Department breaking down the different citations.

ADJOURNMENT The meeting was adjourned at 8:30 p.m. to a Personnel Session
and then to Tuesday, September 2, 1975.
