HUSTON, CITY MANAGER PERSONNEL SERVICES RESOLUTION TO ADD SENIOR ACCOUNTANT TO CLASSIFICATION PlAN RECOMMENDATION: That the ~City Council approve Resolution No. 95-30 to add the position of Senior Accountant to the Classification Plan and to the salary schedule with the following salary range' A $3496 B 3671 C 3854 D 4047' E 4250 FISCAL IMPACT: The new position of Senior Accountant will replace the existing budgeted position of Administrative Assistant II which was recently vacated. Although the new position is proposed to be a management position, it is expected to be filled mid-range which is lower than the E-step of the Administrative Assistant II range'at which the position was filled. For the current fiscal year, this will result in a savings of $861.00. Cost of benefits for this position will be slightly higher, up to $930 for the fiscal year, depending on benefits selected. The fiscal impact for the remainder of the fiscal year, therefore will not be significant. WILLIAM A. HUSTON RE: RESOLUTION NO. 95-30 Page 2 DISCUSSION- Ron Nault, Finance Director, is reorganizing his operation to provide more accounting expertise and supervisory oversight to his department. Many of the duties provided by the Administrative Assistant II will remain with the new position but knowledge and skills required in accounting principles and practices have been increased as well as supervisory responsibility over day-to-day operations and accounting staff in Finance and Water Divisions. Bettie Correa Senior Personnel Analyst BMC3:SRACCTCN.RPT 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 RESOLUTION NO. 95-30 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN WHEREAS, the City adopted a Classification Plan in 1984, by adopting Resolution No. 84-63; and WHEREAS, it is desirable to revise and update the Classification Plan when appropriate; NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve that the Classification Plan of the City of Tustin, dated August 20, 1984, is hereby amended to include the classification of Senior Accountant, as outlined in the attached job description. Passed and adopted at a regular meeting of the Tustin City Council held on the 6th day of March, 1995. MAYOR ATTEST: CITY CLERK LIMC3: RES95-30.S CITY OF TUSTIN SENIOR ACCOUNTANT DEFINITION To supervise and participate in a wide variety of accounting and fiscal management activities; to provide technical and administrative staff assistance to management level Finance staff; to participate in audits; review and develop accounting procedures; assist in development of City Budget and budget administration. SUPERVISION RECEIVED AND EXERCISED Receives general direction from either the Department Director or Assistant Director. Exercises direct supervision over accounting clerical staff. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES Important .responsibilities and duties may include, but are not limited to, the following: Plan, assign and monitor the work of accounting staff engaged in a variety of fiscal activities. Participate in recommending the appointment of personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; recommend employee terminations. Participate in the development and implementation of goals, objectives, policies and priorities related to activities for the Finance Department; assist in planning, organizing, evaluating and participating in the functions and' activities of the Finance Department. Assume significant responsibility in City Budget preparation and administration. Assist in resolving work problems and interpret administrative policies and technical procedures to subordinates, other departments and the public; resolve difficult accounting problems. Assist in coordinating accounting activities and functions with those of other divisions, departments and outside agencies .and organizations. Supervise the posting balancing and reconciliation of the general ledger and subsidiary accounts; examine all accounting transactions to ensure accuracy; correct financial records as necessary. Page 2 Senior Accountant Maintain detailed financial records of all City financial~ transactions. Monitor various accounts, verifying availability of funds and classification of'expenditures; research and analyze transactions to resolve budget problems. Supervise the preparation of bank statement reconciliations; resolve account balance discrepancies and problems. EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES Perform special research and analysis for staff; perform comprehensive financial activity studies as directed. Prepare a wide variety of financial reports and statements. Provide information to the publiC; respond to and resolve staff, citizen or business inquiries and complaints. Coordinate with outside' auditors and financial consultants. Perform related duties as assigned. OUALIFICATIONS Knowledge of: Generally accepted accounting principles and procedures and their applications to a variety of complex accounting transactions and problems. Advanced governmental accounting principles and practices. Advanced auditing principles and practices. Principles of financial administration including budgeting and reporting. Federal and state grant regulations and guidelines. Modern office procedures, methods and computer systems and applications. Page 3 Senior Accountant Ability to: Supervise the activities of assigned accounting staff. Apply advanced accounting principles to the maintenance of financial and accounting transactions. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Assist in developing and administering policies and procedures. Interpret and apply City policies, procedures, rules and regulations. Select, supervise, train and evaluate personnel. P~epare, examine and verify financial documents and reports. Prepare a variety of complex audits, financial statements, reports and analyses. communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. Experience and Trai'ninq Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: ,Experience: Three years of professional governmental accounting experience.
