RECO~ATION:
Appoint Carol Schroeder and Ileana Lopez to the Board of Directors
of the Tustin Community.Foundation. The nomination was unanimously
supported by the Tustin Community Foundation Board of Directors at
the Regular Meeting in january 1995,
BACKGROUND:
The Tustin Community Foundation was established in 1994 by the City
Council. As the Foundation Board of Directors prepared for the
first year of operation and the inaugural event, it became apparent
that it was necessary to expand the size of the Board and provide
more volunteer leadership to accomplish everything the Board wanted
and needed to do. The City Council approved the resolution, to
amend the bylaws to expand the Board membership to "up to fifteen
members" at the January 3, 1995 Meeting.
Carol Schroeder, of Schroeder Consulting, has been working with the
Foundation Board on the organization of the Foundation's Inaugural
Event planned for February 22. As a consultant for The Irvine
Company, Ms. Schroeder continues to work with homeowner
associations, local business groups and other community groups in
Tustin. In addition to the financial support given to the
Foundation by The Irvine Company, the Company has donated Carol's
experience and expertise.
Ileana Lopez also has been working with the Board. Ms. Lopez
serves as the Public Affairs Manager for Great Western Reclamation.
With her she brings a wealth of experience in public and media
relations and has provided valuable assistance to the Board as they
embark upon their inaugural year.

Attached are summaries of experience for both candidates. Both Ms.
Schroeder and Ms. Lopez will be in attendance at the February 21,
1995, City Cogncil Meeting.

A native of Orange County, Carol Schroeder is a public affairs consultant with over 20
years of diversified management experience within corporate, political and non-profit
settings. The principal of Schroeder Consulting since 1992, Carol works with clients
in the areas of issue management, consensus building and market research.
In 1985, Carol was hired by The Irvine Company as their first Director of Community
Issues. For nearly seven years, she was responsible for identifying and resolving
community issues which directly affected development of the company's projects in the
cities of Anaheim, Irvine, Orange and Tustin. In addition, she worked extensively with
homeowner associations, coalitions, business and community groups. Carol continues
to work with the Tustin community on a consulting basis for The Irvine Company.
Prior to joining The Irvine Company, Carol was the founding executive director of the
Irvine Chamber of Commerce fi.om 1979-1985. She was responsible for developing
all aspects of the newly formed chamber which included extensive interfacing with
local merchants and business owners in addition to analyzing and monitoring business
-legislation at all levels. The organization grew to 900 members under her leadership.
Active in the community, Carol is a founder of the Orange County Public Affairs
Association, is vice president of the Irvine Senior Foundation and a member of the
Industrial League of Orange County. In addition, she is a past president and a member
of the Board of Trustees of Concordia University, Irvine. She previously served on
the Board of Directors of the Orange Chamber of Commerce where, as vice president,
she initiated and helped implement Leadership Orange in 1991. Most recently she is
serving as campaign chairman for a $1.2 million fund raising effort at St. John's
Lutheran Church in Orange.
Carol received a Bachelor of Arts in political science from Humboldt State University
and aMaster of Arts in Management from the University of Redlands.
