PUBLIC INPUT- At this time members of the public may address the City Council
regarding any items not on the agenda and within the subject matter jurisdiction of the City
Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you

APPROVAL OF MINUTES - JANUARY 3, 1995 REGULAR MEETING
Recommendation: Approve the City Council Minutes of January 3, 1995.

APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $2,327,539.41 and ratify
Payroll in the amount of $311,330.75.

Recommendation: Reject subject claim for personal injury and property damages of

RESOLUTION NO. 95-7 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PARCEL MAP NO. 93-176
Recommendation' Adopt Resolution No. 95-7 approving Final Parcel Map No. 93-
176 (Bart Duesler) as recommended by the Community Development Department.
RESOLUTION NO. 95-8 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER
MAIN REPLACEMENT PROJECTS (CITY PROJECT NO. 600117) AND AUTHORIZING
ADVERTISEMENT FOR BIDS
Recommendation: Adopt Resolution No. 95-8 approving plans and specifications and
authorizing advertisement for bids for subject project as recommended by the Public
Works Department/Water Division.
JAMBOREE ISLAND WATERING
Recommendation' Receive and file subject report as recommended by the Public
Works Department/Field Services.
STATUS REPORT: TRAFFIC SIGNAL INSTALLATION AT BRYAN AVENUE/
PARKCENTER LANE.
Recommendation. Receive and file subjeCt report as recommended by the Public
Works Department/Engineering Division.
PROFESSIONAL SERVICES AGREEMENT - DESIGN OF WATER MAIN
REPLACEMENTS AT THE 17TH STREET, SANTA CLARA AVENUE, AND FAIRHAVEN
AVENUE INTERSECTIONS OF STATE ROUTE 55 (CITY PROJECT 600127)
Recommendation: Authorize the Mayor and City Clerk to execute a Professional
Services Agreement with IWA Engineers for design of water main replacements at
17th Street, Santa Clara Avenue, and Fairhaven Avenue necessitated by the
widening of SR-55 Freeway as recommended by the Public Works Department/Water
Division.

PLANNING COMMISSION ACTION AGENDA - JANUARY 9, 1995
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of January 9,
1995.
PARTICIPATION IN AN EXPERIMENTAL SPEED REDUCTION PROGRAM ON
JAMBOREE ROAD BETWEEN IRVINE BOULEVARD AND THE NORTH CITY LIMITS
Recommendation: Direct staff to prepare and forward a letter to the California
Traffic Control Devices Committee requesting authorization to participate in an
experimental speed reduction program on Jamboree Road between Irvine Boulevard
and the north City limits as recommended by the Public Works Department/
Engineering Division.

AUTHORIZATION TO PURCHASE POLICE DEPARTMENT COMPUTERIZED RECORDS
AND DISPATCH SYSTEMS
Rec0mmendel;i0n' (1) Authorize expenditure of $323,476.00 to OCS Technologies,
Pleasanton, California, for computer software necessary to implement Police
Department Records Management System and Computer-Aided Dispatch System; (2)
Authorize the Police Department to execute a five-year lease with Hewlett Packard
Corporation for host computer hardware necessary for software implementation in
the amount of $103,338.00; and (3) Authorize the expenditure of $37,738.00 to
Cedar Computer, Torrance, California, for the purchase of personal computer
hardware and networking software for implementation of the Police Department's
computer system as recommended by the Police Department.
AWARD OF CONTRACT FOR INSTALLATION OF TRAFFIC SIGNAL AND SAFETY
LIGHTING AT TUSTIN RANCH ROAD/PIONEER WAY
Recommendation: Award contract for subject project to Signal Maintenance, Inc. in
the amount of $84,105.00 as recommended by the Public Works Department/
Engineering Division.
REGULAR BUSINESS (ITEMS 15 THROUGH 25 )
15. PRESENTATION OF ASSESSMENT DISTRICT REFUNDING
Staff has been working with the City's consultants on the proposed assessment
district refunding and is Prepared to make a presentation to the City Council outlining
the financing approach, process, and current schedule.
Recommendation: Authorize staff to proceed with the assessment district refunding
as presented by the members of the financing team and prepare final documents for
the formation of a Joint Powers Authority between the City and the Redevelopment
Agency to assist in providing financing for purposes which are authorized under the
Joint Powers Law as recommended by the Finance Department.
16. EAST TUSTIN DEVELOPERS REQUEST FOR SATURDAY WORK APPROVAL
The Irvine Company has requested consideration of allowing Saturday construction
during the hours between 9:00 a.m. and dusk.
Recommendation: Pleasure of the City Council.
17. ORANGE COUNTY BANKRUPTCY STATUS
The City Manager will give a verbal presentation on the status of the Orange County
bankruptcy and its impact on the City.
Recommendation: Pleasure of the City Council.

MONTHLY INVESTI' !T REPORT
At a previous City Council meeting, Councilmember Thomas suggested several
revisions to the monthly investment report.
Recommendation. Pleasure of the City Council.
ASSESSMENT DISTRICT DELINQUENCIES
Summary of outstanding assessment district delinquencies for the seven years
beginning fiscal year 1987-88 through fiscal year 1993-94.
Recommendation' Receive and file subject report as recommended by the Finance
Department.
SET MEETING DATE FOR JOINT MEETING WITH AUDIT COMMITTEE
The City Council and Audit Committee meet jointly on an annual basis to review the
prior year's audit, discuss other Audit Committee activity, and discuss issues that the
City Council may want the Committee to review for the following year.
Recommendation. Pleasure of the City Council.
AUTHORIZATION TO ENTER INTO NEGOTIATIONS FOR ADVERTISING BUS
SHELTERS PROGRAM
At their meeting of January 3, 1995, the City Council requested this item be
continued to the January 16, 1995 meeting. One of the proposing companies had
expressed concern regarding the proposal evaluation process.
.Recommendation. Authorize staff to enter into negotiations with Patrick-Target
Media for an exclusive advertising bus shelter franchise agreement as recommended
by the Public Works Department.
CHANGES TO THE TUSTIN AREA YOUTH ISSUES COMMITTEE MEMORANDUM OF
UNDERSTANDING
At the December 15, 1994 Tustin Area Youth Issues Committee/Parks and
Recreation Commission meeting, Mayor Pro Tern Potts expressed interest in altering
representation on the Youth Issues Committee to allow additional community
participation. ..

ANALYSIS OF RED LEFT-TURN ARROWS AT SIGNALIZED LOCATIONS
At the December 5, 1994 City Council meeting, Council requested a report
addressing the possible removal of red left-turn arrows at intersections.
Recommendation. Evaluate and confirm the current City policy regarding the

installation of protec ieft-turn phasing at signalized I~ ,ons on arterial roadways
as recommended by the Public works Department/Engineering Division.
24. COUNTY AUTO THEFT TASK FORCE
Mayor Pro Tern Potts has requested information regarding Tustin Police Department
attendance at Orange County Auto Theft Task Force meetings.
Recommendation: Continue this item to the February 6, 1995 City Council meeting
as recommended by the City Manager.

APPROVE TUSTIN COMMUNITY FOUNDATION BOARD OF DIRECTORS
RESOLUTION NO. 95-1 TO AMEND BYLAWS CONCERNING NUMBER OF MEMBERS
AND COMPOSITION OF MEMBERS TO THE BOARD OF DIRECTORS
The Tustin Community Foundation Board of Directors is recommending expansion of
Board membership from seven (7) members to not to exceed fifteen (15) members.
Recommendation' Approve Tustin Community Foundation Board of Directors
Resolution No. 95-1 to amend the Bylaws of the Tustin Community Foundation as
follows: (1) Change the number of City Councilmembers from two (2) members to
one (1) member on the Board of Directors, and (2) Increase the number of
Boardmembers to not to exceed fifteen (15) members. These Boardmembers would
serve three year terms and be elected by a four-fifths (4/5) vote of the City Council
as recommended by the Community Services Department.

OTHER BUSINESS- City Manager, City Attorney, City Council
CLOSED SESSION- The City Council Will convene in closed session: (1) to confer with
the City.Attorney regarding pending litigation entitled In Re: County of Orange, U.S.B.C.
Case No. SA 94-22272 JR, and In Re: Orange County Investment Pools, U.S.B.C. Case No.
SA 94-22273 JR; and (2) to confer with Nick Nichols, the City's labor negotiator. The
employee organizations involved in potential negotiations are Tustin Municipal Employees
Association and Tustin Police Officers Association. Unrepresented employees are
management and confidential units.
ADJOURNMENT - The City Council has scheduled a joint meeting with the Tustin
Unified School District Board of Education on Wednesday, February 1, 1995, at 7:00 p.m.
in the Council Chambers; and the next regular meeting of the City Council is scheduled for
Monday, February 6, 1995, at 7'00 p.m. in the Council Chambers at 300 Centennial Way.
