FISCAL IMPACT: There is no fiscal impact to the City in conjunction with the preparation of this report. BACKGROUND: At the January 3, 1995, City Council Meeting a concern was raised regarding the possible over watering of the median islands in the vicinity of Jamboree and the Tustin Market Place. DISCUSSION: The center islands on Jamboree Road between Iryine Boulevard and Bryan Avenue were recently under construction. At that time the water was turned off to facilitate said construction. Upon completion of the median renovation the xvater was turned back on and chemical treatments were made that require excessive watering for a period of time. On Jamboree Road in frOnt of the Tustin Market Place the medians were fertilized in December and water applications increased. The timing coincides with the seasonally best rate for water costs and seasonal rainfall. California Landscape Maintenance, our landscape contractor, has been directed to program the automatic sprinkler controllers as follows' Whenever possible, automatic irrigation shall be programmed to operate between the hours of 9:00 p.m. and 6:00 a.m. The Contractor shall be responsible for re-programming controllers during inclement weather to conserve water. In areas where wind creates problems of spraying water onto private property or road rights-ofx~ ay, the controllers shall be set to operate during the period of lowest wind velocity that would normally occur at night between the hours of 12:00 a.m. and 6:00 a.m. ADMN/MF_.M()S/HU S TON/JAMI S L 2.DOC California Landscape Maintenance is monitored by the Field Services Division to insure that consideration is given to the soil conditions; seasonal temperatures; wind conditions; humidity; run off and erosion potential. The Islands on El Camino Real between Myford Road and Jamboree Road are not the responsibility of the City. They are maintained by the Tustin Market Place but any adverse effect on the City's street or circulation is immediately reported to the owner and monitored until remedied. Tim D.
