FISCAL IMPACT: · $53,100 from Water CaPital Improvement Program BACKGROUND: In conjunction with the widening of the State Route 55 Freeway, Caltrans will be demolishing and reconstructing bridge crossings at the subject streets. It will be necessary for the City to install replacement water mains during construction of the new bridge structures within a narrow time frame allocated by Caltrans. Proceeding with the design will allow for bidding the project in a timely manner so as not to interfere with or delay the Caltrans project. DISCUSSION: The existing water mains within the 17th Street and Santa Clara Avenue Bridge right-of-ways are not of desirable size. These pipelines will be upgraded to meet current and future needs. Caitrans will reimburse the City for replacement, of the water mains in kind, but will not pay for upgrades. It is estimated that the total project cost will be $490,000, of which $420,000 will be reimbursable to the City by Caltrans. Tim Serlet Director of Public Works/City Engineer Gary R. Ve~h Water Service Manager TS:GRV:cmc Attachment pROFF~$SIONAL SERVICES AGREEMENT THIS AGREEMENT, made and entered into this . day of December, 1994, by and between CITY OF TUSTIN, a municipal corporation (hereinafter referred to as "City") and IWA Engineers, 17390 Brookhurst Street, Suite 100, Fountain Valley, CA 92708, (hereinafter referred to as "Consultant"). WITNESSETH; WHEREAS, City desires to employ Consultant to furnish the necessary engineering services for design of relocation of water mains at 17th Street, Santa Clara Avenue, and Fairhaven Avenue necessitated by widening of the State Route 55 Freeway, hereinafter referred to as 'Project"; and WHEREAS, Consultant is qualified to provide the necessary services in connection with said Project and has agreed to provide the necessary services; and WHEREAS, Consultant has submitted to City a proposal dated August 16, 1994, which includes the following parts, attached hereto, marked as indicated and incorporated herein as though set forth in the Proposal: Scope of Work; Related Experience; Project Management; and Project Schedule (Exhibit "A"); Fee Schedule (Exhibit "B"); and Schedule of Hourly Rates (Exhibit "C"). NOW, THEREFORE, City agrees to employ and does hereby employ Consultant to provide the professional services for the Project, and city and Consultant, for the consideration hereinafter set forth, agree as follows: ~;ecti0n 1: Scope of Consultant's Services. Consultant agrees to furnish to City consulting services for the Project. These services shall include all of the services solicited in City's Request for Proposal dated July 14, 1994, a copy of which is attached hereto, marked Exhibit "D", and all the services included within the Consultant's proposal. -1- Section 2; Time for Completion~ It is hereby understood and mutually agreed that the time for completion of the work to be performed by Consultant is an essential condition of thi~greement. Consultant agrees that it shall prosecute regularly and diligently the work of this agreement accordingly to reasonable schedules established by City for the various items described and as outlined within Consultant's proposal. Consultant shall not be accountable for delays in the progress of its work caused by any 'condition beyond its control and without the fault or negligence of Consultant. Any delays shall not entitle Consultant to any additional compensation, regardless of the party responsible for the delay. ~ection 3; Comoensation, The compensation to be paid under this agreement shall be as set forth in the Consultant's proposal with a total cost not to exceed $ 53,100. Progress payments for work completed will be paid as the work progresses, within thirty (30) days of the date of Consultant's invoice. These payments will be based upon submittal of detailed invOices and based upon the actual work performed for each individual task not exceeding that provided in the Consultant's proposal. Section 4: Statement of Costs, Pursuant to the provisions of California Government Code Section 7550, the total amount expended by City relating to the preparation of the report and documents prescribed herein shall be set forth within the final edition thereof, in a separate section, in a statement substantially as follows: "Pursuant to California Government Code Section 7550, the City of Tustin expended 'the total amount of $ for the preparation of this report and/or documents." Section 5: ,lob Site Conditions.. The City agrees that in accordance with generally accepted construction practices, the construction contractor will be required to assume sole and complete responsibility for job site conditions during the course of construction of this project, including safety of all persons and property and that this requirement shall be made to apply continuously and not be limited to normal working .hours. -2- Section 6: Miscellaneous Provisions, , A. City and Consultant further agree to the following conditions: (1) City, by notifying Consultant in writing, shall have the fight to terminate any or all of the services covered by this agreement .at any time. In the event of such termination, Consultant shall be paid for services rendered to the effective date of the termination. · Consultant agrees that it shall proceed immediately and diligently to (2) perform the services provided for in this Agreement upon rece{pt of notice from City to proceed therewith. (3) The terms and provisions of this agreement shall extend to and be binding .. upon and inure to the benefit of heirs, executors, administrators, successors and assigns of the .. respective parties thereto. (4) Consultant shall perform the services hereunder as an independent contractor and under no circumstances or conditions shall Consultant or any of its agents, servants and employees, be considered as an employee or agent of the City. (5) Consultant shall perform all services required under this agreement using that degree of care and skill ordinarily exercised under similar conditions in similar localities, and shall be responsible for all errors and omissions for services performed by Consultant under the terms of this Agreement. Consultant agrees to indemnify, defend and hold City, its agents, employees, successors and assigns harmless from any loss, damage, injury, sickness, death, or other claim made by other persons and from costs, expenses and charges, including attorney's fees, arising from Consultant's negligent performance of this agreement. In addition, Consultant shall maintain in full force and effect during the term of this agreement policies of comprehensive general liability, personal injury and liability insurance with limits of at least -3- $1,000,000 combined single limit coverage per occurrence, and professional liability insurance coverage with limits of at least $250,000 combined single limit coverage per claim or per occurrence for which certificates of insurance or endorsements in form satisfactory to the City have heretofore been delivered to City. If Consultant provides claims made professional liability insurance, Consultant shall also agree in writing either (1) to purchase tail insurance in the amount required by this agreement to cover claims made within three [up to fiVe] years of the completion of Consultant's services under this agreement, or (2) to maintain professional liability insurance coverage with the same carrier in the amount required by this agreement for at least three [up to five] years after completion of Consultant's services under this agreement. The Consultant shall also be required to provide evidence to City of the purchase of the required tail insurance or continuation of the professional liability policy. (6) Consultant shall carry and pay for such compensation insurance as is necessary to fully protect Consultant and its employees under CalifOrnia Worker's Compensation Insurance and Safety Laws, to relieve City from all responsibility under said laws in connection with the performance of this agreement, and upon execution of this agreement, to file with City a certificate certifying to said protection. (7) Consultant certifies that there shall be no discrimination against any employee who is employed in the work covered by this agreement, or against any application for such employment,~ because of race, religion, color, sex or national origin including, but not limited to, the following: a. Employment, upgrading, demotion or transfer, recruitment, or recruitment advertising, lay-off or termination, rates of pay or other forms of compensation, and selection for training, including apprenticeship. -4- (8) Consultant shall provide City monthly with a detailed itemization of all work performed, and the fees accrued thereon, in complete and sufficient detail to fully apprise City thereof. (9) Upon termination of this Agreement or completion of the Project, all documents relating to the Project shall become the sole property of City. Should City terminate this Agreement pursuant to subparagraph (1) of this Section, Consultant shill, ~ ten (10) business days of receipt of notice of termination, provide City with all documents within Consultant's possession relating to this Agreement and the Project, including but not limited to all completed documents and all drafts of uncompleted documents. BA CKGR 0 UND As a result of the SR-55 State highway widening improvements, a joint OCTA/Caltrans pwject, three water mains for the City of Tustin are impacted and require relocation. All 'three mains currently operate through or near street overcrossings of SR-55 at the 17th Street crossing, Santa Clara Avenue, and Fairhaven Avenue bridges. A detailed discussion of the existing conditions follows: Existing Water Mains: The 17th Street facility is'an active 8" ACP water line located along the northerly side of the street of which approximately 210 feet is through the existing bridge. Other utilities such as sewer, gas and jet fuel lines are also located in 17th Street and are generally parallel with the $" ACP line. The Santa Clara Avenue facility is an active 12" wa~er line located along the northerly side of the street of which approximately 190 feet is through the existing bridge. In addition, an inactive 6" ACP water line crosses under the SR-55 roadbed, just north and parallel to the north edge of the existing bridge. Preliminary investigation indicates there are no other utilities in the vicinity of this line. The Fairhaven Avenue facility includes an active 10" ACP water line located south and generally parallel to the existing street. 'The active line crosses under the existing freeway roadbed via circumferential casing. East of the bridge, the active 10" line tees with a 6" waterline from the south, then continues and eventually aligns within the existing Fairhaven wadbed east of Ethlebee Way. West of the bridge, a portion of the 10" line is inactive, running 'southerly of the existing road, then eventually aligns within existing Fairhaven Avenue approximately 700' from the existing bridge. Many other utilities exist within or parallel to · Falrhaven Avenue in the vicinity of the 10" water line, including: -20" Water (EOCW) - 1 $" Water (SCW) - 10" Water (City of Orange) - 2" (sca) - $" Sewer (City of Orange) II. ' PR OffECT UNDERSTANDING Water Main Replacement: The City of Tustin has provided the basic replacement schemes and/or options in the RFP. The proposed replacements are outlined below, each with a commentary on related issues and design concepts. A general issue affecting the bridge-related pipeline design is whether steel casings are required throughout the entire length of the new bridges or whether they will be required ordy at the abutments and end diaphragms, the latter being the more typical method for water lines. In discussions with Caltrans District 12 staff, it has been determined their design criteria requires the use of casings in all bridge crossings and are aware of special consideration, s which will be required to place pipeline facilities in their bridge ~tructures. Project No. 1 - The 8-inch ACP Water Line in 17th Street Overcrossing: Basic RFP Concept: This line will be replaced with approximately 630 feet of 12-inch Ductile Iron Pipe (DIP), encased in approximately 300 feet of 20-inch steel casing through the bridge structure. Issues': The extent of casing required, as discussed above, is a potential issue and will be addressed.and confirmed with Caltrans immediately. Close coordination with bridge and roadway designers is critical. Traffic control and staging by roadway engineers needs to be reviewed for compatibility with waterline work and traffic control. Roadway profile gravies will be compatible with joint flexibility for DIP use. Significant utility coordination is required. Project No. 2 = The Inactive 6-inch ACP Water Line at Santa Clara Avenue: Basic RFP Concept: This line will be replaced with approximately 1200 feet of 12-inch DIP, encased in approximately 300 feet of 20-inch steel casing through the bridge structure. Alternatively, the line may be placed adjacent to and south of the proposed new overcrossing in a boring under freeway approximately 250 feet in length. Issues: The casing requirement, .as discussed above, is a potential issue and will be addressed and.confirmed with Caltrans immediately. Constructability of full length casing wi.th significant opposing roadway grades (crest vertical curve) is a key issue. Close coordination with bridge and roadway designers is critical. Traffic control and staging by roadway engineers needs to be reviewed for compatibility with waterline work and related traffic control. Roadway profile grades will not be compatible with DIP use. Pipe material selection is a key issue and, under the circumstances (full casing and extreme grades), consideration should be given to the use of Polyethylene Pipe (as opposed to Steel Pipe) for economic and constructability benefits. The flexibility, durability and "continuous" features highlight the constructability and economic advantages of Polyethylene Pipe. Water Main Replacement for 17th Street, Santa Clara Avenue and Fairhaven Avenue at SR-55 Page 2 The alternate to bore under freeway with steel casing has some advantages. The roadway grade issue and bridge designer coordination are eliminated. The disadvantage to this alternate is cosg the relative cost may be as much as 3 or 4 times for cased Steel Pipe ,within the bridge. Project No. :5 The Active/Inactive 10-inch ACP Water Line at Fairhaven Avenue: Basic RFP Concept: This line will be replaced with approximately 1095 feet of 1 O-inch DIP. The existing bored casing and carrier pipe under freeway will be extended to acco~~te the SR-55 widening. The new alignment, east and west of the freeway, will be designed to avoid proposed retaining walls supporting the Fairhaven approach fills. The replacement work will extend approximately equal distances east and west of the freeway. '- Issues: Salvaging the existing pipe under the freeway should be evaluated and discussed with the City. Close coordination with roadway designers is critical. Traffic control and construction staging by roadway designers should be reviewed for compatibility with waterline work and related. traffic control. Significant utility coordination is required. Alternatively, the City may want to consider replacing the line via the new bridge. The bridge designers have provided a 20" opening for "...Furore 10" Waterline (City of Tustin)..." This approach would improve the alignment from a maintenance standpoint and the existing pipe under freeway abandoned. The cost impacts and long-term maintenance considerations should be evaluated. Polyethylene Pipe may be the preferred pipe material through the bridge option under this scenario. In General: Issue: ,. Coordination with Caltrans and Local Agencies. Coordination with Caltrans is a critical concern. Developing and maintaining good working relationships among the City of Tustin, the · Consultant, and Caltrans is important in determining the current criteria and/or policies as they apply to this project. Additionally, since portions of the replacement work will be within, or adjacent to, the Cities of Santa Aaa and Orange, as well as the County of Orange, dose coordination will aid in streamlining the review by these agencies and resolving issues, in order to adhere to the project schedule and budget. The following is a brief listing of those goals specifically tailored to your project: Provide personal service and thorough communication to the City throughout project.. Pro-active leadership by project manager. Provide full service agency coordination for the City. Identify all affected agencies which will be involved in review, fight-of-way, easements, and existing utilities. Proactive communication with affected agencies and Caltrans to minimize conflicts and coordinate design criteria. Arrange and chair meetings with City, Caltrans and local agencies, as necessary. Identify Issues and formulate action plans for resolution. Identify and coordinate with SR-55 improvement project engineering firms (roadway and bridge designers).. . Close monitoring and maintenance of design budget. Integrate value engineering into design process to minimize construction costs. Provide thorough design and attention to detail to streamline review by agencies. Develop and advocate aggressive design schedule. IV. SCOPE OF WORK The purpose of the work plan outlined below is to set forth the tasks and activities to be performed by IWA for the design of this Water Main Replacement Project. The approach to the Scope of Work follows: TaSk I- Data Collection and Survey Services A. Data Collection A kickoff meeting will be held with City staff; at which time all existing information regarding the project areas will be determined and arrangements made for delivery to 1WA. Basic design parameters and options for materials and methods of construe'don will be discussed and decisions made relative thereto. Input fi.om the Water Service Division's Operations staff will be solicited relative to types of materials and manufacturer preferences for pipeline and valve materials and desired operation characteristics. Information relative to existing and planned utilities within the project area will be obtained at this time as further described in Task VII following. Geotechnical information of record from Caltrans will be requested for information relative to bdow ground conditions within the Fairhaven and Santa Clara Avenue crossings. Should this information be found to be insufficient for design purposes, then additional ge0teehnieal investigations will need to be conducted. Costs for such additional investigations are not a part of this proposal. I! Water' Main Replaoememt for 17th Street, Santa Clara Avenue and Fairhaven Avenue at SR-55 Page 4 B. Topographic and Control Surveys Work under this task will entail the establishment of horizontal and vertical control for the project areas using the Orange County Environmental Management Agency's (State Plane Coordinate System) and Orange County Surveyor Benchmarks. A minimum of two (2) benchmarks will be used to bring vertical control to the project areas. Base maps at a ~'cale of 1" -- 20', including 1' contours where appropriate, will be prepared from the survey data collected along with existing and proposed utility information and Caltrans bridge and approach plans at each site. The maps will also include property, Caltrans R/W and easement lines. This map will delineate all existing and planned features, objects and obstructions, including but not limited to: walkways, sidewalks,' driveways, curb and gutter, retaining walls, trees, fire hydrants, water meters, signs, street lights, power poles and underground utilities within the project areas. This information will be compiled in compliance with the City's mapping, documentation and preparation requirements. The compilation will be made using Autocad R12 and design software. IWA will pursue acquisition of ~e aerial m~pping topography from the SR-55 widening project engineers to expedite base map preparation. Deliverable: Base Map C~ Construction Surveys Field surveys for the control of construction will be provided under the following parameters: le One (1) set of stakes/marks for the construction of water mains and. appurtenances as required by the City and Contractor. 2. Staking shall be at 100-foot intervals. The location staking/marking of proposed fire hydrants, valves, fitting, blow-off assemblies and air release valves shall be made. Deliverable: Construction Staldng Task H- Preparation ofhnprovement Plans After the City's approval of IWA's proposed methodology for the construction of the water main improvements, preparation of improvement plans for the project will commence. During the plan preparation phase, submittals will be made at 65%, 100 % and Final 100% to streamline the review. Coordination and meetings with City, Caltrans and local agencies is critical to the review process. Construction Plans A complete set ofwater main improvement plans will be prepared and submitted to the City on ink on mylar 24~x36N plan sheets (4 mil.thickness, minimum) at a scale of 1' =,20'. The plans will include. all pertinent base map information as described above and will provide profile views of all pipeline construction. The drawings will be 100% Autocad 11.12. Deliverable: Estimate of Probable Construction Cost Task VII- Utility Coordination Based upon initial information and data provided by the City, IWA will verify all existing utility locations within the project areas, and as noted above, denote them on the base maps for the project. If during fidd investigation for verification, utilities are discovered which do not reflect record information, IWA will request the appropriate agency to pothole these utilities to confirm locations. A thorough research and delineation of existing utility locations on the project plans. e e 5~ Preparation and processing of preliminary and final utility notices, including plans to all affected utility company in compliance with City of Tustin procedures.. A full and complete record will be kept of all utility company contacts and responses to notices, both written and verbal, and all documentation will be provided to the City. Utility coordination will also include the processing of any permits, if required, for the construction of the project. PR OJECT SCHED ULE Project design can be completed for all three projects within 60 calendar days of the City's Notice to Proceed for Project No. 1 at 17th Street, and within 120 calendar days for Project Nos. 2 & 3 at Santa Clara Avenue and Fairhaven Avenue, respectively. A detailed Visual Project Schedule is attached on the following page. Also included is a schedule of manhours per task by individual, which corresponds to the Scope of Work tasks presented in the schedule. I~l. The Principals serve on a Senior Technical Advisory support level to provide' executive level contact to the client; this assures the project is developed utilizing the full resources of the company. Our Project Manager is responsible for day to day direction of all project activities including quality of product, cost control and adherence to schedule parameters. Our Project Team includes specialists in all of the disciplines required for the project. The team is organized into an efficient project staff committed to delivering a successful design effort. The team members have the resources and experience to perform their respective roles in the project. The Project Manages time will be at least 10% of the overall manhours for the project; the Project Engineer's time will be at least 23% of the overall manhours for the project. Following are a brief d. escriptions of our team members and 'their respective roles in this project: Mark Bogh, P.E. - Project Manager. Mr. Bogh has over 8 years of civil engineering experience in the design and project management of water system facilities. His recent pipeline experience includes: a 10" reclaimed water line for the Orange County Water District, a domestic water pipeline in Talbert Avenue for the City of Fountain Valley, the Zone L Phase V water line project for the County of San Bernardino which include over 50 miles of water transmission and distribution mains, the Mesa Consolidated Water District's Bristol/Clinton transmission main project, a 16" pipeline project, and the project management and design of several thousand feet of water pipelines for Universal City Studios in HollyWood, California. Kelly Nolan, P.E. - Project Engineer. Bringing to the team over 8 years of professional experience, Mr. Nolan has recent specifically-related experience to this type of project. He was responsible for the design of domestic and reclaimed waterlines in relocated Ford Road in conjunction with the consm~ction of the SR-73 (San Joaquin I-Y_dls Transportation Corridor) tollway. These projects included the design of 16" domestic and 8" Reclaimed waterlines (as well as two sewer lines) through two box girder bridges on the relocated Ford Road alignment in the City of Ir vine. The facilities are those of the lrvine Ranch Water District. He has also managed the design of an 12" waterline for the City of Newport Beach on Ford Road near MacArthur Blvd., and the design ofthe relocation Of 1800' of 18" CML&C steel transmission main for the Irvine Ranch Water District in conjunction with the realignment of Bonita Canyon Road where it crosses the San Joaquin Hills Transportation Corridor. Mr. Doering has over 20 years experience in the design of waterline projects which have both distribution and transmission main facilities. His recent experience includes the design of waterlines through bridges on the Ford Road project for the Irvine Ranch Water District facilities and for the relocation of an 18" CMLC transmission main in conjunction with the construction of the San Joaquin Hills Transportation Corridor. C. Stephen Bucknam Jr., P.E. - Quality Control. Providing overall quality control for the project is Mr. Bucknam, a Principal of IWA who has over 26 years experience in the planning, design and construction of waterline facilities. He has extensive experience in the design of thousands of feet of domestic waterline facilities for the Cities of Los Angeles, Newport Beach, Santa Aha, Norwalk, Tustin and Mesa Consolidated Water District, and for Moulton Niguel Water District and the Santa Margarita Water District while Manager of Engineering for the Mission Viejo Company. He is the former Chief Engineer of Utilities and Director of Water Resources for the City of Santa Ana where he directed the redesign and coordination with Caltrans for the relocation of water facilities crossing SR-55 in 1987. Jerry R. Wood, P.E. - Caltrans Liaison. As one of the Principals of IW& Mr. Wood has extensive experience in coordinating utility, designs with Caltrans and is currently representing the Cities of Anaheim, Orange and Buena Park as Lead Consultant for Utility Coordination activities for the Widening of I-5 through those cities. He has a strong track record of pro-actively and successfully negotiating with Caltrans for favorable and timely permitting of construction activities in their right-of- way. He will provide assistance to Mr. Bogh and Mr. Nolan on an as needed basis during this project. Rusty Francis -Survey. Mr. Francis will provide topographic, control and construction survey services for the project, and has over 20 years experience in all aspects of surveying for design and construction projects including waterlines, utility potholing, freeways, R/W and aerial topographic surveys. He is an expert in the use ofcomputers for boundary calculations, setting coordinates, etc. He is also proficient in boundary and aerial topographic surveys and in providing survey information for the design of waterline projects. He has worked with IWA on all of its recent water projects. Selection of IWA's Project Team for this work will provide the following benefits: Recent similar experience and proven record of performance working with local agencies, Caltrans, and other clients. The experienced leadership of Mark Bogh and Kelly Nolan working closely together as Project Manager and Project Engineer, respectively. Both Mark and Kelly have managed many similar projects with multiple agency involvement against demanding timelines with exceptional results and delivery of quality products. Local experience and expertise in the water pipeline engineering field assures the City and Caltrans of an increased project understanding from the start, high technicel quality, and appropriate attention to details. The city currently owns active and inactive facilities within the existing bridge structures and/or rights-of-way, and intends to replace and/or upgrade those facilities. The consultant will coordinate with Caltrans and/or its consultants, County of Orange Environmental Management Agency, City of Santa Aha Public Works Agency, for the purpose of preparing plans and specifications for the water main replacement projects listed as follows: Project No, I - 17th Street Bridge - Replace 630 feet of 8-inch ACP with 630 feet of 12-inch Ductile Iron Pipe, encased in 300 feet of 20-inch diameter mild steel casing within bridge structure. Project No, 2- Santa Clara Brid~ Replace 1,200 feet of inactive 6-inch ACP with 1,200 feet of 12-inch .Ductile Iron Pipe, encased, in 300 feet of 20 - 24-inch mild steel casing within bridge structure or, alternately, place adjacent to and southerly of exiSting bridge structure and bore under freeway. Extend existing casing on existing 10-inch ACP under freeway and connect to each end. Project No. 1 will be prepared as a separate construction bid package. Projects Nos; 2 and 3 may be bid together or separately, depending upon the pace of the Caltrans project. The consultant will be responsible for obtaining encroachment permits from the applicable agencies. : Selection of a firm to provide the; requested services will be based on demonstrated competence, professional qualifications necessary for the satisfactory performance of the services required, and :familiarity and prior experience with providing this type of service, including the consulting firms to be used to provide the necessary services. Upon our selection of the most highly qualified firm to provide the required services, we will negotiate the price for the work to be done. If we can reach a price we deem fair and reasonable, the contract will be awarded and a Professional Services Agreement will be executed. If we are not able to negotiate a price we deem to be fair and reasonable to the city, we will proceed to the next most highly qualified firm to provide the request service and will seek to reach a negotiated price with that company, and SO on. _SCOPE OF WORK The consultant is to submit his proposal based on providing the following services to the City for the subject project. The proposal to be submitted shall be separated into the following tasks: I. SURVEY he Topographic Survey A detailed topographic survey at a scale of 1" =20' shall be made of the project limits including contours where appropriate. This survey along with Caltrans utility and structural plans, shall be utilized in the preparation of all project 'plans. All existing and planned features, objects and obstructions, including, but not limited to: walkways, sidewalks, driveways, curb and gutter, retaining walls,' trees, fire hydrants, water meters, signs, street lights, power poles, etc. shall be clearly located within the roadway rights-of-way. Bo Field Construction Surveying Provide field construction surveying as follows: Provide one set of stakes/marks for the cOnstruction of water mains and appurtenances for this project as required by City and contractor. 1. Stake/mark mainline at 100 foot intervals. 2. Stake/mark future fire hydrants, .valves, fittings, blow-off assemblies, and air release valves. IMPROVEMENT PLANS Construction Complete water main improvement plans shall be prepared' in ink on 24"x36" standard plan mylar (4 mil thick minimum) at a scale of 1"--20'. The plans shall include the identification of all topographic features, proposed water main, necessary inter-connections, and all .future appurtenant water facilities. All residential property lines, including addresses, shall be shown. Profile details will be necessary. B, Traffic Control Prepare construction traffic control plans as required per Caltrans, City and County of Orange'Environmental Management Agency (OCEMA) and city of Santa Aha standards. III. Ce Record Drawings Provide the City with Record Drawings ("As Constructed" Plans) based upon available data at the end of construction. Consultant shall make "Aa Constructed" changes to original mylar plans by hand "in-house" at the City of Tustin Engineering Division. SPECIFICATIONS The consultant shall prepare the project specifications including general and special provisions for bidding and construction purposes in accordance with the standards of Caltrans, the city of Tustin, OCEMA and the city of Santa Ana, where applicable, using the City's format. PLAN AND SPECIFICATION REQUIREMENTS Plans shall be prepared using an acceptable CADD program as per the attached "CITY OF TUSTIN- MAPPING, DOCUMENTATION, & PLAN PREPARATION REQUIREMENTS". CADD coordinates are to be based on the OCEMA System. PLAN APPROVAL AND PERMITS Consultant shall be responsible for submitting all plans and specifications to Caltrans, the City, OCEMA and the City of Santa Ana, when required, for approval, and shall obtain all necessary permits from same, including those associated with any plan modifications or change orders throughout the project. L ESTIMATES The consultant shall prepare preliminary and final detailed Cost estimates for the various bid items and submit them to the City when 'complete. UTILITY COORDINATION A. Consultant shall thoroughly research and delineate existing utility facilities on the plans. B. Consultant shall send preliminary and final project notices, including plans, to all affected utilities in accordance with city of Tustin procedures. De Consultant shall maintain a complete record of all utility contacts and responses with all documentation copied to the City. This work shall also include the processing of any permits, if required for construction of the project. VIII. MEETINGS Consultant shall provide for a minimum of three (3) meetings with the City throughout the entire project. Your firm's qualifications for performing this work, including your related experience in the preparation of water main plans. Provide a brief list of similar types of projects (submit as Exhibit A) which your firm has previously performed, including scope, cost and agency for whom completed, including contact person and phone number. B. Identification,. titles"and qualifications of individuals who will supervise and perform the necessary services as discussed in the Scope of Work. The experience and technical qualifications of the project manager will be a significant factor in the evaluation process, and the percentage of his time that will be dedicated to the project should be provided. C. A visual project time schedule, broken down according to the tasks listed in the Scope of Work for accomplishing the 17th Street project through to completion within sixty (60) days and the Santa Clara and Fairhaven projects within one hundred and twenty (120) working days after notice to proceed. Schedule shall include a projection of man hours broken down by major tasks, and the various individuals who will be assigned to each.
