HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION PARTICIPATION IN AN EXPERIMENTAL SPEED REDUCTION PROGRAM ON SUBJEC~ JAMBOREE ROAD BETWEEN IRVINE BOULEVARD AND THE NORTH CITY LIMITS RECOMMENDATION It is recommended that the City Council, at their meeting of January 16, 1995, direct staff to prepare and forward a letter to the California Traffic Control Devices Committee requesting authorization to participate in an experimental speed reduction program on Jamboree Road between Irvine Boulevard and the north City limits. FISCAL IMPACT It is anticipated that costs to participate in this program would be approximately $600.00. This would be absorbed in the current Public Works Department budget. BACKGROUND In July 1994, the Tustin Police Department requested the City's Public Works Department to review the possibility of installing special radar enforcement area signs along Jamboree Road north of Irvine Boulevard. The Police Department had become aware of an experimental sign program to reduce speeding that had been implemented in other cities by Mr. Jerry Crabill, of Hartzog-Crabill, Inc. The sign program involved the installation of the special warning signs shown in the attached exhibit. DISCUSSION The California Traffic Control Devices Committee (CTCDC) is comprised of various individuals from public and private organizations. Their function is to conduct public hearings, adopt rules and regulations, publish and present uniform standards and specifications for all official traffic control devices in consultation with the California Department of Transportation and local agencies. Authority for the CTCDC is derived from the California Vehicle Code. . The CTCDC was contacted by City of Tustin staff regarding the use of this special sign for speed control. The CTCDC indicated they had authorized an experimental program proposed by Mr. Crabill which included: installation of the proposed warning symbol sign, support of the sign with a radar trailer, and enforcement of speed limits by the Police Department. Mr. Crabill has reported that the proposed symbol sign was installed on a roadway in the City of Yorba Linda and together with the total program a speed reduction of 8 MPH was realized. Authorization of an Experimental Speed Reduction Program on Jamboree Road Between Irvine Boulevard and the NOrth City Limits January 16, 1995 Page 2 In November 1994, Mr, Crabill presented his program to the Tustin City Police Department and Public Works Department. It was indicated by Mr. Crabill that the signs would be donated by Traffic Control Services of Anaheim, California and that Newport Traffic Studies would provide the initial collection of data. Mr. Crabill would be donating his time to monitor and analyze results of the program. The City would be responsible for installation of the signs, providing the radar trailer, enforcement of the area and data collection at the conclusion of the program. The experimentation program would continue for a 12-month period. CONCLUSION While the CTCDC has not yet approved use of the proposed sign, they have authorized the experimental program utilizing the sign for possible speed reduction. If the City Council wishes to consider the implementation of the subject program, City staff will prepare the appropriate letter to the CTCDC indicating the City's desire to participate in the experimental speed reduction program.
