HUSTON, CITY MA~NAGER COMMUNITY SERVICES DEPARTMENT CHANGES TO THE TUSTIN AREA YOUTH ISSUES COMMITTEE MEMORANDUM OF UNDERSTANDING (MOU) RECOMMENDATION: Pleasure of the City Council. FISCAL IMPACT: None BACKGROUND: The City of Tustin and Tustin Unified School District signed a Memorandum of Understanding which establishes the Tustin Area Youth Issues Committee. This document says that the City Council and School Board will each appoint two members and two community representatives to serve on the Committee. The terms of all City Council and School Board appointees expire in April of 1995. DISCUSSION: At the August 9, 1994 meeting, the Tustin Area Youth Issues Committee considered a change to the MOU which increase the number of community representatives from two to three. At that meeting, the committee decided that a change in representation was not advisable. The Committee was satisfied that current representation provided a good working group. Therefore, the Committee made no recommendation to the City Council or' the School Board to change the MOU. At the December 15, 1994 Tustin Area Youth Issues Committee/Parks and Recreation Commission meeting, Mayor Pro Tem Potts said that he would like to see the representation altered to allow more community participation. It has been suggested that a method of increasing community participation might be to reduce the City Council and School Board representatives to one each and increase the appointed community representatives to three each. The Committee agendized this issue for the January 10, 1995 meeting. The Committee intended to review the issue and make recommendations to the City Council and School Board for amending the MOU. RECITALS ke The City and the District recognize that the welfare of Tustin's youth is critical to maintaining a stable and progressive community. Be Ce The City and the District plan and organize educational, recreational, cultural and other programs that target K-12 youth. The City and the District have individually and jointly sponsored successful youth programs and have placed a high priority on identifying new opportunities for programs. The Cit~ and the District understand the benefits to' be derived from coordinating their efforts to provide programs that respond to the needs of the comm~nity,s youth. De The City and the District intend to enhance the responsiveness and effectiveness of current and future youth programs through mutual cooperation and communication. _NOW, THEREFORE, the City and the District agree to create an advisory ~mmittee, the name of which is the Tustin Area Youth Issues Committee ("Committee,,) for the purpose of facilitating City and District cooperation in planning and evaluating youth programs that can be provided jointly or individually as deemed appropriate by the City and the District. The Committee will be organized as follows: There shall be eight ~(8) nembers of the Committee. ~o (2) members shall be Council members selected by the City Council. Two,-(2) members shall be Board members selected by the School Board. The City. Council and the ,School Board shall each select two (2) additional persons who shall serve as community representatives. · The terms of office for the initial appointments to the Com~±ttee of one (1) Council member and one (1) Board member shall be one year from the date of appointment. The terms of office of the other Council member and Board member shall two years from the date of appointment. The term of appointments for each Council member and Board member shall thereafter,~be two years commencing on the expiration date of each of the appointments as prescribed herein above. The terms of office of the co.unity representatives shall be two years. The Committee shall review K-12 youth programs and make recommendations to the City Council and School Board concerning: so be ce Whether a proposed program addresses an identified need and serves a sufficient number of the targeted youth. The cost-effectiveness of the program. The extent to which the program achieves the goal of maximizing coordination between the City- and the District. de Any other youth-related issues. · Staff support for the Committee shall be provided by City and District staff as assigned by the City Manager and Se Superintendent of Schools. Representatives of other agencies may be invited to participate, as necessary. Minutes of the Committee,s meetings shall be provided to the City Council and the School Board.
