FISCAL IMPACT:
It is estimated that the cost to install the two-hour parking
. restriction signs would be $300.00. Funds are currently available
in the Field Services Division budget to accommodate this sign
installation.
BACKGROUND:
The City has recently received concerns from residents regarding
long-term parked vehicles in the "B" Street parking bay at
Peppertree Park. The bay is intended for park users.
DISCUSSION:
In response to these concerns, the City's Engineering Division has
prepared the attached Traffic Report investigating the parking
concerns at this location.
As indicated in the Traffic Report, there are a substantial number
of long-term parked vehicles within the parking bay that is
intended to service park users. The Report concluded that the City
should install two-hour parking restrictions at the northerly five
parking spaces of the middle bay.
This item has been routed to the City's Police Department and the
Community Services Department for their review and comment. The
attached responses indicate their support for the Traffic Report
recommendation. Residents and businesses adjacent to this area
were also mailed copies of the Traffic Report.
This item was presented to the City's Parks and Recreation
Commission at their regular meeting of November 17, 1994. At that
meeting, it was suggested by the Commission that staff perform
follow-up study approximately six months after the installation of
the two-hour parking signs and analyze any impacts associated with
the sign installation.
CONCLUSION:
The City's Public Works'Department will be installing two-hour
parking restriction signs at the northerly five parking spaces of
the middle parking bay on "B" Street adjacent to Peppertree Park.
As suggested by the Parks and Recreation Commission, staff will
prepare a follow-up study in six months identifying and analyzing
any impacts associated with installation of the subject parking
restrictions.

SUBJECT
The City has received a request from Mr. Dean Thomas dated
September 16, 1994, requesting that the City preserve parking
along the west side of Peppertree Park for users of the park
rather than long-term parkers who possibly are not visiting
the park.

RECOMMENDED ACTION
It is recommended that the City install two (2) hour parking
restrictions at the northerly five parking spaces of the
middle bay on the west side of Peppertree Park (same as the
eastside of "B" Street south of First Street}, and notify the
Tustin Police Department of the action for future enforcement.
STATEMENT OF THE IBS~ES OR PROBLEMB
Parking bays for angled parking were constructed on the west
side ofthe park (east side of "B" Street) with improvement of
the park at least twenty years ago. It is likely that the
reason for constructing of the parking bays was to supply the
park with additional parking. Today, parking in the parking
bays appears to be dominated by long term parkers who work
near-by in five commercial buildings centered around the
southwest corner of "B" Street and First Street. Long-term
parking has also been noted on the west side of "B" Street.
The basic problem is that there are two conflicting uses -
short term park use and long term off-site employee parking -
for the parking spaces on "B" Street south of First Street.
INTRODUCTION AND BACKGROUND
Peppertree Park is located south of First Street between "B"
Street and "C" Street and north of the Senior Center. Where
parking is allowed on First Street and "C" Street it is
restricted to two hours.
A parking bay is constructed on the east side of "B" Street
from about 100 feet south of First Street to 475 feet south.
This bay is located on the west side of the park and is in
public street right-of-way. The bay is divided into three
parts. The part closest to First Street contains three
parking spaces, a ramp, and red curb where park maintenance
vehicles appear to use. The middle part contains 14 parking
spaces. The most southerly part is not striped for parking;
it appears to be used by passenger vans for the Senior Center.
The land use around the southwest corner of "B" Street and
First Street is commercial and is located at the following
addresses: 140 South "B" Street, 130 South "B" Street (Kelly
and Co. - Public Certified Accountants), 120 South "B" Street
(R. Steven Peters, Attorneys), 310 West First Street (Medix
Ambulance), and 312 West First Street (Bond Medical Building).
Each one of these businesses appear to have some on-site
parking which appears to be inadequate to accommodate current
employee and customer parking.
Peppertree Park has a baseball diamond, benches and tab~es
where park visitors sit, eat, and/or talk, grass areas, paths,
and rest rooms. The rest rooms and some of the tables are
near "B" Street. The baseball diamond islocated between "B"
Street and "C" Street near First Street. ..
DISCUSSION ANDANALYSIS
A field investigation was conducted to determine the amount of
lOng-term parking occurring on' "B" Street adjacent to the
park. On the afternoon of September 19, 1994, seven of
thirteen vehicles parked in the bay were parked at 2 p.m. and
again at 4 p.m. On September 21, 1994, twelve of thirteen
vehicles parked at 9:35 a.m. were parked at 11:15 a.m., nine
were still parked at 2 p.m. and six still were parked at 4
p.m. At the 11:15 a.m. observation, sixteen of seventeen
spaces were occupied. At 2 and 4 p.m., there were four vacant
parking spaces observed. The .parking spaces near the rest
rooms were usually occupied by long-termparkers.
On the west side of "B" Street there is space for about twelve
to thirteen vehicles. On September 21, 1994, seven of the
nine vehicles parked at 9:15 a.m. were still parked at 4 p.m.
and eight out of nine were still parked at 2 p.m.
A resident, Ray Madrid, who has lived at 170 South "B" Street
for sixteen years was interviewed in the field on September
21, 1994. He stated that there are a lot of long-term parkers
from the businesses identified above and that he likes to also
park on the street but usually looses his space in front of
his house if he uses his truck during, the day and comes back
before 5 p.m.
CONCLUSION
There are conflicting needs for the parking on "B" Street. If
parking is restricted on the east side of "B" Street, it is
likely that the long-termparkers will relocate their parking
into the residential areas near the park on Second Street and
"B" Street south of Second Street.
There may be park parking demand for the parking bay.
However, park visitors may park in the 2 hour parking zones
along First Street and "C" Street.
Upon review, both demands for parking can be accommodated by
restricting parking in a limited amount of parking bay spaces
located at the northerly end of the middle part of the parking
bay.
RECOMMENDATION
It is recommended that the City install two (2) hour parking'
restrictions at the northerly five parking spaces of the
middle parking bay on the west side of Peppertree Park ('same
as the east side of "B" Street south of First Street), and
notify the Tustin Police Department of the action for future
enforcement.

Staff has reviewed the parking report for Peppertree Park and is in
agreement for the solutions provided. This is consistent with
current practice as some of the City's parks have time limited
parking for the same reasons cited in the report.
Please send me a copy of the staff report to the city Council so I
may forward a to the' Parks and Recreation Commission as an
information item. Thanks!
