HomeMy WebLinkAbout12 PROJECT 600094 12-05-94AGENDA_ DATE' DECEMBER 5, 1994 Inter-Com NO. 12 12-5-94 TO' FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER DIVISION AWARD OF CONTRACT FOR RAWLINGS RESERVOIR RETAINING WALL REPAIR (PROJECT NO. 600094) .RECOMMENDATION: That the Tustin City Council, at its regularly scheduled meeting of December 5, 1994: 1. . Terminate award of the subject contract to Calex Engineering Company and; Award the subject contract to Mallcraft Incorporated and William L. Murdoch, a joint venture, Pasadena, in the amount of $415,847. _,FISCAL IMPA CT: $415,847- Funded from Certificates of Participation (Bond Proceeds) and Water Capital Improvement Program. There is currently $620,000 budgeted for completion of this project in the FY 94/95 Tustin Water Service Capital Improvement Program.- BACKGROUND: Bids for the subject project were opened on September 21, 1994. Two bids were received as follows: 1. Calex Engineering Company - $390,150.38 2. Mallcraft Incorporated and William L Murdoch, - $415,847.00 a Joint Venture On October 3, 1994, City Council awarded the contract for the project to the low bidder, Calex Corporation. Due to the inability of the Contractor to meet the standard insurance requirements of the City, the Water Division recommends that the contract be awarded to the second low bidder. Calex Corporation has been unable to meet the contract specifications requiring that its insurance carrier be rated Grade "A" or better in the Best's Key Rating Guide. DISCUSSION: The project includes demolition and reconstructiOn of a structurally deficient retaining wall at Rawlings Reservoir. In order to ac.c~mmodate the repair, the adjoining, vacant, single family residence which AWARD OF CONTRACT FOR RAWLINGS RESERVOIR RETAINING WALL REPAIR (PROJECT NO. 600094) December 5, 1994, ,, , Page 2 was previously purchased by the city with City Council Approval, will be demolished. The private drive access will be reconstructed. This project has been determined to be categorically exempt, Class II under Section 15302 of the California Environmental Quality Act. Following is a tentative schedule for completion of the project. Award Construction Contract Begin Construction Complete Construction 12-05-94 01-03-95 04-28-95 During construction it will be necessary to drain the reservoir and remove it from service. It will be important to adhere to the above schedule so that the reservoir can be placed back in service in time to accommodate increasing water usage in late spring/summer.
