ROLL CALL Members Present: Thomas R. Saltarelli, Chairperson Jim Potts, Chairperson Pro Tem Mike Doyle Jeffery M. Thomas Tracy A. Worley Members Absent: None Recording Secretary: Mary E. Development Rick Zimmer, Redevelopment Program Manager Dana Kasdan, Engineerin~ Services Manager Dana Ogdon, Senior Planner Susan Jones, Recreation Superintendent Gary Magill, Recreation SuPervisor Katie Pitcher, Administrative Assistant Valerie Crabill, Chief Deputy City Clerk Approximately 15 in the audience REGULAR BUSINESS (ITEMS I THROUGH 3) 1. APPROVAL OF MINUTES - NOVEMBER 7, 1994 REGULAR MEETING It was moved by Thomas, seconded by Worley, to approve the Redevelopment Agency Minutes of November 7, 1994. Motion carried 5-0. 2. APPROVAL OF DEMANDS It was moved by Thomas, seconded by Worley, to approve Demands in the amount.of $486,701.75, Motion carried 5-0. TOWN CENTER AND SOUTH CENTRAL REDEVELOPMENT PLAN AMENDMENTS - TIME LIMITS Rick Zimmer, Redevelopment Program Manager, reported that Assembly Bill 1290 (AB 1290), adopted in 1993, made major revisions to the California Community Redevelopment Law to eliminate abuse of the Law. He stated revisions included the effective life of Redevelopment plans; the time in which an Agency could incur debt; and the time in which the Agency could collect tax increment. AB 1290 required Council approve amendments of the Town Center and South Central Redevelopment Plans to conform to the time limits, REDEVELOPMENT AGENCY MINUTES Page 2, 11-21-94 but before Council could act, the Redevelopment Agency must recommend approval of these amendments. It was moved by Potts~ seQ0nded by Worley, to adopt the following Resolution Nos. RDA 94-14 and RDA 94-15 recommending to the City Council adoption of Ordinance Nos. 1141 and 1142: RESOLUTION NO. RDA 94-14 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, RECOM/~ENDING THE CITY COUNCIL ADOPT ORDINANCE NO. 1141 AMENDING CERTAIN TIME LIMITATIONS WITH RESPECT TO THE TOWN CENTER REDEVELOPMENT PLAN RESOLUTION NO. RDA 94-15 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, RECOMMENDING THE CITY COUNCIL ADOPT ORDINANCE NO. 1142 AMENDING CERTAIN TIME LIMITATIONS WITH RESPECT TO THE SOUTH CENTRAL REDEVELOPMENT PLAN Motion carried 5-0. OTHER BUSINESS - None CLOSED SESSION - None ADJOUP/~MENT Chairperson Saltarelli adjourned the 'meeting at 7:25 p.m. The next regular meeting of the Redevelopment Agency was scheduled for Monday, December 5, 1994, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
