INVOCATION ROLL CALL PROCLAMATION- World AIDS Day, December 1 PUBLIC INPUT- At this time members of the public may address the City Council regarding any items not on the agenda and within the subject matter jurisdiction of the City Council (NO ACTION can be taken on off-agenda items unless authorized by law). If you wish to address the City Council on any matter, please fill out one of the blue forms located on the speaker's podium and submit to the City Clerk so that your remarks on the tape recording of the meeting can be attributed to you. PUBLIC HEARING ( ITEM I ) 1 REDEVELOPMENT PLAN AMENDMENTS (URGENCY ORDINANCE NOS. 1141 AND 1142), TIME LIMITS AB 1290, adopted as part of the 1993 State legislative session, made major revisions to the California Community Redevelopment Law in order to eliminate what the Legislature perceived to be abuses of the California Redevelopment Law. Recommendation: Adopt the following Urgency Ordinance Nos. 1141 and 1142 bringing the Town Center and South Central Redevelopment Plans into compliance with State-mandated time limits as recommended by the Community Development Department: a. Have first reading by title only and introduction of Ordinance Nos. 1141 and 1142. b. Adopt the following Ordinance Nos. 1141 and 1142 (4/5ths vote required; roll call vote): ORDINANCE NO. 1141 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CERTAIN TIME LIMITATIONS WITH RESPECT TO THE TOWN CENTER REDEVELOPMENT PLAN ORDINANCE NO. 1142 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING CERTAIN TIME LIMITATIONS WITH RESPECT TO THE SOUTH CENTRAL REDEVELOPMENT PLAN Council Agenda I November 21, 1994 CONSENT CALENDAR~ TEMS 2 THROUGH 1~.' " All matters listed under Consent Calendar are considered routin~ and will be enacted by one motion, There will be no separate discussion of these items prior to the time of the voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. e APPROVAL OF MINUTES- NOVEMBER 7, 1994 REGULAR MEETING Recommendation: Approve the City Council Minutes of November 7, 1994. 1 APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $579,702.68 and ratify Payroll in the amount of $318,168.19. 4. REJECTION OF.CLAIM NO. 94-42- CLAIMANT, LISA SENEFSKY; DATE OF LOSS, 4/25/94; DATE FILED WITH CITY, 10/25/94 Recommendation: Reject subject claim for personal injury damages of an undetermined amount as recommended by the City Attorney. , AUTHORIZATION FOR EXECUTION OF A GRANT DEED FOR THE EL MODENA- IRVINE F07 CHANNEL BETWEEN MICHELLE DRIVE AND INTERSTATE 5 Recommendation: Authorize the Mayor and City Clerk to execute subject Grant Deed for conveyance of El Modena-lrvine F07 Channel right, of-way from the City of Tustin to the Orange County Flood Control District as recommended by the Public Works Department/Engineering Division. , RESOLUTION NO. 94-131 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR INSTALLATION OF TRAFFIC SIGNAL AND SAFETY LIGHTING AT TUSTIN RANCH ROAD AND PIONEER WAY Recommendation: Adopt Resolution No. 94-131 approving the plans and specifications for the installation of a traffic signal and safety lighting at the intersection of Tustin Ranch Road and Pioneer Way and authorizing advertisement for bids as recommended by the Public Works Department/Engineering Division. . RESOLUTION NO. 94-132 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR INSTALLATION OF TRAFFIC SIGNAL AND SAFETY LIGHTING AT BRYAN AVENUE AND PARKCENTER LANE Recommendation: Adopt Resolution No. 94-132 approving the. plans and specifications for the installation of a traffic signal and safety lighting at the intersection of Bryan Avenue and Parkcenter Lane and authorizing the advertisement for bids as recommended by the Public Works Department/Engineering Division. Si RESOLUTION NO. 94-133 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE JAMBOREE ROAD NORTHBOUND WIDENING FROM I-5 FREEWAY TO 1700 FEET NORTH OF IRVINE BOULEVARD Recommendation: Adopt Resolution No. 94-133 approving plans and specifications and authorizing advertisement for bids for subject project as recommended by the Public Works Department/Engineering Division. AWARD OF COl~~ \CT FOR ANNUAL SIDEWALK ~ ~, CURB AND GUTTER REPAIR PROJECT, 1994-, ~ ,._ t Recommendation: Award a contract to West Coast Construction in the amount of $215,132.20 as recommended by the Public Works Department/Engineering Division. PROFESSIONAL SERVICES AGREEMENT FOR PRELIMINARY ENGINEERING STUDIES/ENVIRONMENTAL DOCUMENTATION FOR RED HILL AVENUE WIDENING AT I-5 Recommendation: Approve selection of IWA Engineers, Fountain Valley, for consulting engineering services to provide Preliminary Engineering and Environmental Documentation for the widening of Red Hill Avenue at the I-5 Freeway area in the amount of $76,983.00 and authorize execution of the Professional Services Agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS, REMEDIAL GRADING FOR JAMBOREE ROAD DISPOSAL SITE NO. 2 Recommendation: Approve the plans and specifications for the Remedial Grading for the Jamboree Road Disposal Site No. 2 and authorize the advertisement of bids for subject project as recommended by the Public Works Department/Engineering Division. 12. 14. 15. RESOLUTION NO. 94-129 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING' WORKS OF IMPROVEMENT AND AUTHORIZING RECORDATION OF NOTICE OF COMPLETION FOR THE JAMBOREE ROAD WIDENING BETWEEN I-5 FREEWAY AND EL CAMINO REAL Recommendation: Adopt Resolution No. 94-129 accepting the works of improvement and authorizing recordation of the Notice of Completion for subject project as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 94-126 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE APPLICATION FOR DISABILITY RETIREMENT BY RUSSELL WHITEHEAD Recommendation: Adopt Resolution No. 94-126 as recommended by Personnel Services. RESOLUTION NO. 94-134- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 14883~ Recommendation: Approve Final Tract Map. No. 14883 by adopting Resolution No. 94-134 as submitted or revised as recommended by the Community Development Department. PLANNING COMMISSION ACTION AGENDA - NOVEMBER 14, 1994 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of November 14, 1994. Council Agenda 3 November 21, 1994 REGULAR BUSINESS ' ,, iEMS 16 THROUGH 23~" ,, 16. FUNDING FOR TUSTIN NATIONAL LITTLE LEAGUE The Tustin National Little League Board of Directors has requested the City provide funding in the amount of $7,000-$8,000 to assist with the replacement of the backstop and fencing at Cur~ie Middle Schbol. ~ Recommendation: Pleasure of the City Council. 17. CHRISTMAS TREE RECYCLING PROGRAM This year the curbside collection Christmas Tree Recycling Program will be expanded to include a drop-off location. Recommendation: Receive and file subject report as recommended by the Public Works Department/Engineering Division. 18. REQUEST FOR QUALIFICATIONS, CONTRACT LEGAL SERVICES Staff was directed to submit guidelines for the Request for Qualifications process for contract legal services. Recommendation: Pleasure of the City Council. 19. ORANGE COUNTY SANITATION DISTRICT MEMBERSHIP There will be a verbal presentation by Mayor Saltarelli on Orange County Sanitation District membership. Recommendation: Pleasure of the City Council. 20. UPDATE ON MCAS, EL TORO REUSE EFFORTS Report prepared to apprise the City Council of some of the most recent developments involving the reuse planning effort for Marine Corps Air Station, El Toro. Recommendation: Pleasure of the City Council. 21. COLUMBUS TUSTIN GYMNASIUM OPERATING PLAN The final Columbus Tustin Gymnasium Operating Plan is being submitted to the City Council for approval. Recommendation by the Community Services Department: 1. Adopt the Gymnasium Operating Plan in concept. e Adopt Gym Rental Fees in the fee schedule as recommended by the Parks and Recreation Commission. The schedule will be reviewed by the Commission after one year of operation. Appropriate $1,000.00 for telephone, $1,000.00 for floor care and $22,000.00 for utilities and miscellaneous services (i.e. electricity, water, trash, security) for the remaining 1994-95 fiscal year. , 22. POLITICAL CAMPAIGN SIGNS Mayor Pro Tem Potts has requested that the City Council consider an amendment to the City's sign regulations which would require that political campaign signs be removed by a time certain after an election. Recommendation: Pleasure of the City Council. 23. YOUTH RECREATIONAL FACILITIES At the City Council meeting of November 7th, Mayor Pro Tem Potts requested that staff return with a report examining possible alternatives in the southwest area of Tustin that might be utilized to provide additional recreation facilities for youth. Recommendation: Pleasure of the City Council. OTHER BUSINESS- City Manager, City Attorney, City Council CLOSED SESSION- The City Council will convene in closed session to confer with the 'City Attorney pursuant to Government Code Section 54956.9(b)(3)(C) regarding threatened litigation against the City: (1) Claim of Kimberly Gunderson and (2) Claim of Heritage Engineering Construction, Inc. regarding Differing Site Conditions (Claim No. 94-47). Copies of each claim may be obtained from the City Clerk. Action taken and final documents will be reported in accordance with the Brown Act.
