SUBJECT: FINAL MAP 14883 (JOHN LAING HOMES)
RECOMMENDATION
It is recommended that the City Council approve Final Tract Map
14883 by adopting Resolution No. 94-134 as submitted or revised.
FISCAL IMPACTS
,
There 'are no fiscal impacts to the City associated with this
project as the tract map was initiated by the applicant and no
financial assistance is being requested.
BACKGROUND
On May 23, 1994, the Planning Commission adopted Resolution No.
3263 recommending to the City Council approval of Vesting Tentative
Tract Map 14883. The City Council approved Vesting Tentative Tract
Map 14883 on June 6, 1994, by adopting Resolution No. 94-67. These
approvals inCluded numerous conditions to be met prior to approval
of the final map, with which the applicant has complied.
On November 14, 1994, the Planning Commission adopted Resolution
No. 3308, recommending to the City Council approval of Final Map
14883. The Final Map is now ready for recordation with the Orange
Countyi. Recorder's Office. Prior to recordation, the Final Map must
be reviewed and approved by the City Council.
Final Map 14883 includes one numbered lot and four lettered lots,
accommodating 223 attached condominium units, landscaping and
private streets. Final Map 14883 is bounded by Tract 14110
(Ventana) across Greenway Drive to the north, Tustin Ranch Golf
Course to the east and south and Tract 13990 (Alicante) across
Tustin Ranch Road to the west.

CONCLUSION
The resolutions approving the tentative tract map for this project
included numerous conditions which were required to be satisfied
prior to recordation. All required conditions have been met.
Staff has determined that Final Map 14883 is in conformance with
the Vesting Tentative Tract Map approval, requirements of the East
Tustin Specific Plan, Development Agreement, the City's Subdivision
Code, the East Tustin EIR and the State Subdivision Map Act. Based
upon this conformance, it is recommended that the City Council
approve Final Tract Map 14883 by adopting Resolution No. 94-134, as
submitted or revised.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP 14883
The City Council of the City of Tustin does hereby resolve as
follows:
: I. The City Council finds and determines as follows:

That Final Tract Map 14883 has been submitted by
John Laing Homes.

That a public hearing was held by the Planning
Commission on May 23, 1994. At this hearing the
Planning Commission recommended approval of Vesting
Tentative Tract Map 14883 to the City Council.
Subsequently, the City Council approved Vesting
Tentative Tract Map 14883 on June 6, 1994.
That following tentative map approval,
applicant filed Final Tract Map 14883.

The Final Map is considered ministerially exempt
pursuant to Section 15268(b) of the California
Environmental Quality Act.

That the proposed subdivision is in conformance
with the Tustin Area General Plan, adopted East
Tustin Specific Plan, the Development Agreement and
Subdivision Map Act as it pertains to the
development of residential units.

The 1.8732 acres of parkland required for this
development was previously dedicated with
recordation of Tract 12870.

That the City has reviewed the status of the School
Facilities Agreement between the Irvine Company and
the Tustin Unified School District, the East Tustin
Specific Plan, EIR 85-2, the impacts of Vesting
Tentative Tract Map 14883 on School District
facilities, and reviewed changes in State law, and
finds and determines that the impacts on School
District facilities by approval of this map are
adequately addressed.

with the Vesting Tentative Tract Map 14883.
II. The City Council hereby approves Final Tract Map 14883,
subject to final approval by the City Engineer.
PASSED AND ADOPTED at a regular meeting of the Tustin City
Council, held on the 21st day of November, 1994.
