After Planning Commission meeting, several residents provided comments in support of the project but expressed concern about 24-hour restaurant operations In response to these concerns, conditions have been added requiring restaurant businesses to close at 12:00 a.m. (midnight) daily. Environmental Review The City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. The FEIS/EIR along with its Addendum and Supplement is a program EIR under the California Environmental Quality Act (CEQA). Addendums and Supplemental FEIS/EIR adopted and certified. The FEIS/EIR, Addendums and Supplement considered the potential environmental impacts associated with development on the former MCAS Tustin. An Environmental Checklist (Initial Study) has been prepared and concluded that the proposed actions do not result in any new significant environmental impacts or a substantial increase in the severity of any previously identified significant impacts in the FEIS/EIR. Moreover, no new information of substantial importance has surfaced since certification of the FEIS/EIR. 1 Planning Commission Action On August 25, 2015, the Planning Commission adopted Resolution Nos. 4285 and 4286 through 4293: Determining that the location, purpose, and extent of the proposed disposition of the project site is in conformance with the approved general plan; and, Recommending that the City Council approve the project. Recommendation That the City Council adopt Resolution No. 15-57, determining that the project is in compliance with the FEIS/EIR, addenda and supplemental EIR. That the City Council hold the 1St reading of Ordinance Nos. 1460 and 1461, regarding the Specific Plan Amendment and Development Agreement That the City Council adopt Resolution Nos. 15-58 through 15-66, approving the development of The Village at Tustin Legacy commercial center and associated uses.
