STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE ONE AERIAL TRUCK, ONE VALVE TRUCK AND DECLARATION OF SURPLUS EQUIPMENT FOR PUBLIC AUCTION SUMMARY Staff is requesting City Council authorization to purchase one aerial truck and one valve maintenance truck for Public Works. In addition, the City Council is requested to declare certain City equipment no longer required for public use in accordance with Section 1630a (2) of the Tustin City Code (TCC) and authorize their sale at public auction. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 15-76 authorizing the State of California Department of General Services to purchase one valve truck cab and chassis, from Winner Chevrolet Elk Grove, Ca. in the amount of $29,638.81. 2. Authorize staff to purchase one aerial truck cab and chassis from McPeek's Dodge Anaheim, CA in the amount of $36,376.93. 3. Authorize staff to purchase one aerial lift from Terex Utilities White House, TN in the amount of $69,091.52. 4. Declare, in accordance with the Tustin City Code — Section 1630a (2), the attached itemized list of equipment as surplus and not required for public use and authorize the sale of the equipment at the next available public auction, crediting net proceeds to applicable City revenue fund. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Fiscal Year 2014-2015 Operating Budget for the Vehicle Replacement Fund (Account #184-80-00-9710) to purchase one aerial truck with accessories and one valve truck with accessories at a combined cost of $167,248.32. This amount includes the repair and remanufacture of one truck mounted valve/vacuum unit by Pacific Tek of Anaheim in the amount of $32,141.06. CORRELATION TO THE STRATEGIC PLAN The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public Safety and Protection of Assets, ensuring that Tustin is an attractive, safe and well maintained community in which people feel pride. Authorize Vehicle Purchase & Declare Surplus November 3, 2015 Page 2 DISCUSSION The replacement of the City's aerial truck is needed because a lift has a state mandated service life of 25 years. The new aerial truck will be smaller, more versatile and user friendly. The purchase of the cab and chassis will be thru a non -contract dealer as their pricing was less than State Contract. The aerial lift will be purchased thru Terex Utilities Inc. White House, TN. The replacement of the valve truck will increase flexibility and create a safer work condition. This truck will have the valve tool and the vacuum unit restored to a like new condition to keep costs of replacement to a minimum. The cab and chassis will be purchased through the State Contract dealer, Winner Chevrolet in Elk Grove, CA. The valve unit and body will be restored by Pacific -Tek located in Anaheim, CA. Pacific -Tek is a sole source dealer and no competitive bids were available. Vehicles and Equipment can be purchased through the State Contract in accordance with the City's purchasing policy due to the volume discounts received by the State Department of General Services. Staff did contact local dealers to obtain pricing for the like equipped trucks. However, only one local dealer returned pricing that was competitive with State Contract rates. Section 1625c of the TCC allows for the purchase of vehicles and equipment through the California Department of General Services when pricing is less than that of the local market. Staff contacted local dealers to obtain pricing for like equipment and found the local pricing was competitive, in one case, when compared to the State Contract. The prices listed below include all taxes, applicable fees, rebates, delivery, state tire fees, and optional equipment. Section 1630a (2) of the Tustin City Code requires the City Council to find that these surplus items are not required for public use. Parker, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
