AWARD OF BID FOR THE FRONTIER PARK PLAYGROUND
RENOVATION (CIP NO. 20072)
SUMMARY:
The bid opening for the Frontier Park Playground Renovation project was held on
October 19, 2015. The Frontier Park Playground Renovation was identified by the
Community Services Commission as the next project to be completed on their seven-
year Capital Improvement Project priority list.
RECOMMENDATION:
1. Staff recommends that City Council award the construction contract to Cicero
Engineering of Fullerton, California, in the amount of $194,160.00 subject to the
approval of contract requirements by the City Attorney and final execution of the
contract.
2. Approve a supplemental appropriation of $44,000.00 in grant funds from future
State of California Housing and Community Development grant proceeds (Fund
200) to fully fund this project, including pre-existing, unforeseen site conditions.
FISCAL IMPACT:
Renovation of playground equipment at Frontier Park is included in the 2015-2017 Capital
Improvement Program as a Community Development Block Grant (CDBG) funded project.
The CDBG funding available for this project is of $159,639.00. The remaining funding will
come from a State of California Housing and Community Development grant.
CORRELATION TO THE STRATEGIC PLAN:
The project advances Goal A of the City of Tustin Strategic Plan regarding Economic
and Neighborhood Development by making improvements to existing parks to expand
recreational activities.
BACKGROUND:
The scope of work includes the replacement of the fifteen year old playground
equipment at Frontier Park (1400 Mitchell Avenue). The work to be completed consists
of the demolition and removal of existing play equipment and surfacing, installation of
new playground equipment, surfacing, and entry ramps.
The new playground's western -themed design will include areas for both 2-5 year olds
and 5-12 year olds. These areas will also include engineered wood fiber playground
surfacing and entry ramps as required for ADA compliance.
SUMMARY:
Sealed bids were opened on October 19, 2015. The eight (8) bids were as follows:

Reference checks of the contractor, review of the bid documents and required bonds
and a determination that the contractor possesses a valid contractor's license have
been completed. The City Attorney will complete a review of the contract and insurance
certificates. Construction is scheduled to begin in December and the project should be
completed by February 2016.
