PLEDGE OF ALLEGIANCE Led by Councilman Saltarelti. III. INVOCATION Given by Councilman Edgar. IV. ROLL CALL Present: Councilmen: Langley, Edgar, Saltarelli, Sharp, Welsh. Absent: Councilmen: None. PUBLIC HEARINGS NONE. VII. PUBLIC CONCERNS 1. LETTER OF PRAISE READ AND PRESENTED TO COUNCIL Mr. Jim Kinder, 1941~Hampshire Road, praised Council and read and presented a letter written by him on behalf of the members of the Citizens for Quality Living and himself, thanking the Council for taking positive action in regards to requests made by many residents of ~ustin~ relative ~,to~Watnut Avenue. He agreed with Councilman Saltarelli, expressing his feelings that he too thought 25 m.p.h. was most difficult. He had re- ceived a letter from Ken Fleagle on an E.I.R. for Tract 8490 for review by the Citizens for Quality Living. The CQL concurs with the Staff's findings. Mayor Langley advised Mr. Kinder that the City had contacted the Irvine Company. They are going to move ahead to commence work, if possible, around May 1 to construct an alternate route in the area off Myford Road. VIII. CONSENT CALENDAR 1. APPROVAL OF MINUTES Of April 1, 1974. 2. RATIFICATION OF DEMANDS in amount of $234,187.03. 3. ORANGE COUNTY CONSOLIDATED RECORDS PROJECT Agreement to participate in first year of grant application as recommended by staff. 4. RESOLUTION NO. 74-23 A Resolution of the City Council of the City of Tustin ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDA- TION OF NOTICE OF COMPLETION. Adoption of Resolution No. 74-23 as recommended by the City Engineer. City Council Minutes 4/15/74 Page 2 5. RESOLUTION NO. 74-24 A Resolution of the City Council of the City of Tustin ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING RECORDA- TION OF NOTICE OF COMPLETION. (Pinetree Park) Adoption of Resolution 74-24 as recommended by the City Engineer. 6. PROVISIONS FOR INTERIM BUS SERVICE Authorization for continuation of service as recor~nended by Assistant City Administrator, Dan Blankenship. 7. REPLACEMENT OF EMERGENCY VEHICLES FOR 1974-75 Authorization to order replacement vehicles as recom- mended by Assistant City Administrator, Dan Blankenship. Mr. Blankenship, in answer to Councilman Saltarelli's questions, advised the Council that the contractor's rates for interim bus service were based on a minimum of a 90 day contract. The problem that faces the contractor is that the existing bus would have to be returned and they would have to repaint a new bus. This would create a capitaLsoutlay that is unwanted for a month to month basis contract. Mr. Blankenship advised Councilman Saltarelli that vandalism that occurred on the tennis courts at Tustin High did not affect the cost to the City for the~lighting. Moved by Saltarelli, seconded by Welsh, that all items on the Consent Calendar be approved. Carried unanimously. IX. ORDINANCES FOR ADOPTION NONE. X. ORDINANCES FOR INTRODUCTION NONE. XI. NEW BUSINESS NONE. XII. OLD BUSINESS NONE. XIII. OTHER BUSINESS 1. LEASE FOR NEW TUSTIN BRANCH OF ORANGE COUNTY LIBRARY Mr. Blankenship advised Council that the City Attorney had reviewed the new lease and finds it to be acceptable at this time. Mr. Rourke, in answer to Councilman Saltarelli's questions, advised Council there is provision in paragraph six for review by the City for the aesthetic compatibility with the Civic Center site. City Council Minutes 4/15/74 iPage 3 Moved by Welsh, seconded by Edgar, that Council approve adoption of execution of contract, subject to final approval of the City Attorney. Carried unanimously. 2. SUPPLEMENTAL APPROPRIATIONS DURING CURRENT YEAR Mr. Blankenship briefly reviewed his written report to the Council and asked if there were any questions. Councilman Saltarelli requested a copy of the report be given to Mr. Parry of the Tustin News. Mr. Blankenship confirmed to Councilman Edgar that all of the potential items listed in the report are not presently budgeted. He also confirmed that the different elements of the Civic Center such as Council Chambers, carpeting, and telephones have been effectively delegated to next year's capital expenditures. 3. STATUS REPORT ON BOND FUNDS AND REVENUE SHARING Mr. Blankenship reviewed the written report given the Council advising them that this was an up-dated version of the status of the Park Bond Fund and Civic Center Bond Fund with a second sheet in each case where the staff has attempted to show, assuming a 5% assessed valuation increase, what will be the effect on the tax rate of the City. In answer to Coun~il's questions, Mr. Blankenship advised that the City has the option presumably to levy a tax rate and pay the bonds off at an earlier date. The City is, however, paying interest at a very low rate so it would not be an advantage to do thiS. The Park Bond Fund has an average interest rate of 5.4673 and the Civic Center Bond has an average of 5.4958. 4. CIVIC CENTER DEDICATION/TILLER DAYS Mr. Blankenship reviewed the written report to Council, advising them this was an information report by the City Administrator ex- pressing some thoughts that might be given some consideration. 5. CROSSWALKWARNINGMARKERE - BRYAN STREET Mr. Blankenship reviewed the report received from Mr. Ledendecker, City Engineer, and advised Council that progress is taking place on the project. Engineering has, however, run into some concerns and prior to moving into this program with potential of liability to the City, it is recommended that additional study and contact with other agencies be made to determine the ultimate effects on this proposed installation. Mayor Langley mentioned a suit he believed was pending in Superior Court against a city in northern California with respect to raised markings. He felt the City should look into installation of raised markings further and look for the results of the suit. 6. BOULEVARD STOP SIGNS - ALDER IANE Mr. Blankenship reviewed the written report given to Council and acknowledged the cormments from some of the Councilmen that there seems to be a problem with the location or locations of one or more of the signs. He advised Council the staff would take a look at these locationS. He asked the Council's pleasure. Mayor Langley advised the the primary concern of the City is to try to slow traffic down and expressed his feelings that Alder Lane -Sycamore Avenue was the ideal location for stop signs. He fet~ there was a definite need to slow traffic in this area and asked'~ that the question be given the City F~gineer as to what the solu- tion would be. City Council Minutes 4/15/74 Page 4 7. BOULEVARD STOP SIGNS - WALNUT AVENUE Mr. Blankenship advised Council that boulevard stops had been installed at the intersections of Walnut and Oxford and the recommendation of the City Engineer was that the present situation be reviewed periodically to determine the driving habits of motor- ists and accident records before any additional stop sign instal- lation ismade. Mayor Langley expressed his feelings that it would be better for the Chief of Police to respond. He felt the people seemed to be satisfied with the action that has been taken by the City and the fact that it was taken immediately. Police surveillance cannot be underestimated. Councilman Saltarelli requested that an additional 25 m,p.h. speed limit sign be installed between Red Hill and Oxford as the one presently installed at the beginning of Walnut cannot be seen by m any motorists as they immediately turn off Red Hill. 8. OUTDOOR AREA USE APPLICATION - PARK CONCERT Mr. Blankenship advised that this presented the staff with mixed feelings because they felt this is something that could very well be worked into the City's~summer concert. Mayor Langley directed the staff to refer the matter to the Parks and Recreation Commission for their recommendations and referral back to Council. 9. PLANS FOR PEPPERTREE SUBDIVISION PARK In answer to Councilman Edgar's questions, Mr. Blankenship advised that the general conceptual plans for the Peppertree sub- division park had been~ approved by Council several months ago, were very specific, and were what the detailed designs should produce. Staff will have the set of plans available for Council- man Edgar at the next Council meeting for his review. 10. PARKS AND RECREATION COMMISSION ACTIONS A. Bike Trails Mr. Blankenship, in answer to Councilman Edgar's questions, recalled that in reviewing the bicycle plan by the. County, that the Southern Pacific right-of-way section was not desirable !. for the bicycle plan because of the widening of the street. He advised Council that staff would prepare ~ report on this subject to have available at the next Council meeting. B. Council Concerns - City Parks Councilman Saltarelli made the following requests for refer- ral to the Parks and Recreation Commission: 1. Metal merry-go-round at Oxford entrance of the children's playground in Centennial Park should be removed immediately as itis a hazardous piece of equipment for young children. 2. There is a tremendous demand for swings in Centennial Park. He felt ~he body building equipment should be replaced with swings. ~_~MayOr Langte~ recommended tha~t if swings are put in at this spot, some trees be placed along the fence to block the view since this is~so close to property lines. City Council Minutes 4/15/74 Page 5 Councilman Welsh mentioned the Cement On the edge of the playing 'area of the sand volleyball courts in Pine Tree Park. He felt this was a danger factor and that perhaps a safety zone should be expanded around it. Mayor Langley expressed his feelings that the layout of the sprinkler system in Pine Tree Park is very hazardous and dangerous situation around every play area. C. Sand Volleyball Court at Centennial Park Mayor Langley requested that the Parks and Recreation Com- mission present information to Council as to specifics of location, their ability to solicit volunteers, and their 1.ooking into the sand volleyball courts at Pine Tree Park to eliminate dangers noted. D. Center Islands - Red Hill Avenue Mr. Blankenship advised Council the work is scheduled to be completed within the next two weeks. E. Park Naming (Peppertree Subdivision Park) Mayor Langley directed staff to advise Parks and Recreation that Council is in agreement with having a naming contest for residents of Peppertree subdivision, keeping in mind the written Policy No. 50-3 of the Council with respects to naming of the parks. F. Summer Recreation Program Council was in agreement with Parks and Recreation Con~nission motion that was in agreement with the concept of the Surm~er 1974 recreation program as proposed by Brent Marchetti, Parks and Recreation Director. G, Landscape Plans for Triangle at Main and Bryan In answer to Councilman Edgar's questions, Mr. Blankenship advised Council that the Engineering Department is preparing a report that will be put out monthly. The first report will be out next week and a time table for a decision on the design of Main and Bryan will be included. H. Cast-Bronze Plaque - Youth Grove at Pine Tree Park Mr. Blankenship, in answer to Mayor Langley's questions, advised Council that~ there is no appropriation for the plaque. Part of the funds that were contributed would be used. Mayor Langley directed staff to express Council's concern to Parks and Recreation as to having a plaque that would be vandal resistant. 11. LETTER TO SOUTHERN PACIFIC TRANSPORTATION COMPANY Mr. Blankenship briefly reviewed Mr. Ledendecker's letter to Southern Pacific. He advised Council that item 2 of work to be accomplished by Southern Pacific was requested in this fashion as the City of Tustin would be tearing out this portion of Newport to repave within two years. RESULTS OF CITY SELECTION COMMITTEE MEETING Councilman Saltarelli advised Council that with a great deal of sadness he was informing themlthat he was not seated as a member of LAFCO due to the efforts of one of the supervisors. He elected not to take the matter to court but rather to submit once again to the scrutiny ,of the vote of the City Selection Committee. The City Selection Committee will be meeting again on May 2 and that Council could see the results at that time. 13. STAFF COMPLIMENT Councilman Saltarelli complimented the City Engineer and the staff for the excellent work they have done on First Street. 14. TURN SIGNALS - RED HILL AND SYCAMORE - RED HILL AND WALNUT Councilman Saltarelli requested that staff look into requirements for le~t tunq signals on Red Bill and Sycamore and Red Hill and Walnut. 15. ADVERTISING FOR PLANNING COMMISSION APPLICATIONS Councilman Saltarelli recommended that the City place an ad in the Tustin News if necessary for applications for membership on the Planning Commission and that staff contact the recent past members and ask if they are interested in reappointment to the Commission. 16. POSSIBLE ANNEXATION Councilman Saltarelli advised Council he had talked to business- man on Irvine Boulevard who is willing to annex his property to the City of Tustin. 17. LIGHTING FACILITIES FOR LITTLE LEAGUE AND FOOTBALL PROGRAM Councilman Sharp advised Council that he attended~opening cere- monies at the Little League organization Saturday. While he was there he was lobbied by approximately half a dozen people in that organization for lighting facilities not only for the Little League but also for the football program that takes place in the fall. He proposed that Council ask the staff to check into this with some of the other cities and organizations in this area as to how they have handled the situation regarding lighting successfully. When confronted by these people the City will then be provided with good information. 18. LIGHTING AT INTERSECTION OF FIRST AND NEWPORT Councilman Welsh advised Council that the intersection of First and Newport is often unlit. Be requested staff to check into this. 19. COMPLIMENT ON PRESENTATION OF FUNDING Councilman Edgar complimented the staff on its presentation of the status of the funds and future expected status. He felt the presentation was very excellent data material. 20. LIGHTING - PEPPERTREE PARK In going along with Councilman Sharp's comments, Councilman Edgar suggested the possibility of lighting the baseball field at Peppertree Park. He felt there is an interest on the part of a lot of softhall fans for use in the evening. City Council Minutes 4/15/74 Page 7 21. ANNEXATION OF COUNTY ISLANDS Councilman Edgar requested a tabulation of plots of vacant la~d with zoning in County islands - primarily south of I~vine Boule- vard - so it can be at the fingertips of the Councilmen. 22. DAN BLANKENSHIP , ACTING CITY ADMINISTRATOR Mayor Langley advised Council that for the.next two weeks Mr. Gill will be on military leave and Dan Blankenship will be the Acting City Administrator. XIV. ADJOURNMENT Moved by Welsh, seconded by Sharp, that the meeting be adjourned to the next regular meeting of May 6, 1974. Carried. (8:55 p.m.) MAYOR
