SUBJECT: ADOPT RESOLUTION NO. 15-82 TO APPROVE THE SUBMITTAL OF THREE
REGIONAL CAPACITY PROGRAM (PROJECT O) PROJECT APPLICATIONS
TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
SUMMARY
City Council adoption of Resolution No. 15-82 will approve the submittal of three applications for
the following projects: the Red Hill Avenue Northbound Widening and Raised Median Construction,
Jamboree Road/EI Camino Real Modification to Add a Second Eastbound Left -Turn Lane and
Newport Avenue and SR -55 Freeway Northbound Ramps/Del Amo Avenue Modification to Add a
Second Southbound Right -Turn Lane, to the Orange County Transportation Authority (OCTA)
under the 2016 Call for Projects for the Competitive Measure M2 Regional Capacity Program
(Project O).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 15-82 approving the submittal of
three applications to the Orange County Transportation Authority for funding of the following
projects the Red Hill Avenue Northbound Widening and Raised Median Construction, Jamboree
Road/EI Camino Real Modification to Add a Second Eastbound Left -Turn Lane and Newport
Avenue and SR -55 Freeway Northbound Ramps/Del Amo Avenue Modification to Add a Second
Southbound Right -Turn Lane, under the 2016 Call for Projects for the Renewed Measure M
Regional Capacity Program (Project O).
FISCAL IMPACT
The City is required to provide minimum match funding of twenty percent (25%) for each project. If
all three projects are selected, Tustin's estimated matching cost plus administration will total
approximately $2,060,805. Funding for Tustin's match will be requested through the Measure M2
Local Fair Share Program (Project Q) in the City's Fiscal Year 2016-2017 and 2017-2018 Capital
Improvement Budget.
CORRELATION TO THE STRATEGIC PLAN
The projects contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets. Specifically, the projects implement or foster the implementation of strategy
#3, which among other items, is to ensure continuous maintenance and improvement of
transportation facilities.
DISCUSSION/BACKGROUND
Renewed Measure M (Measure M2) is a 30 -year, multi -billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as: Project 0 (Regional Capacity

Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share
Program), and the Transit Program (Projects S, T, V, and W).
Project O projects will be selected for the 2016 Call for Projects on a competitive basis. Projects
with the most regional significance will be ranked highest.
To maintain eligibility for Renewed Measure M funding the City Council must approve applications
for this program. The applications for these projects were submitted to the OCTA prior to the OCTA
deadline of October 23, 2015. Adoption of the City's resolution after that date is acceptable to
OCTA and serves to complete the initial administrative process for receipt of the applications.
Therefore, staff is requesting City Council adoption of Resolution No. 15-82 which designates the
City of Tustin as the lead agency for submittal of this project for the 2016 Call for Projects under
the Regional Capacity Program.

RESOLUTION NO. 15-82
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF THREE PROJECT
APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
FOR FUNDING UNDER THE 2016 COMPETITIVE MEASURE M2 REGIONAL
CAPACITY PROGRAM (PROJECT O)
WHEREAS, the City of Tustin desires to implement the transportation
improvements listed in attached Exhibit A; and
WHEREAS, the City of Tustin has been declared by the Orange County
Transportation Authority to meet the eligibility requirements to receive revenues as part
of Measure M2; and
WHEREAS, the City of Tustin Circulation Element is consistent with the
County of Orange Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as
required by the Comprehensive Transportation Funding Programs Procedures Manual;
and
WHEREAS, the City of Tustin will not use Measure M2 funds to supplant
Developer Fees or other commitments; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that it hereby requests the Orange County Transportation Authority allocate funds under
the 2016 Comprehensive Transportation Funding Programs Call for Projects from the
Regional Capacity Program (Project O) in the amounts specified in the applications for
the three projects listed in Exhibit A. Said funds shall be matched by funds from the City
of Tustin, as required, and shall be used as supplemental funding to aid the City in the
improvement of the streets listed in Exhibit A.

Tustin held on the 17th day of November 2015.
