PARKER, CITY MANAGER Agenda Item Reviewed. City Manager Finance Director FROM: DOUGLAS S. STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 15-83 TO APPROVE THE SUBMITTAL OF TWO REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM (PROJECT P) PROJECT APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY SUMMARY City Council adoption of Resolution No. 15-83 will approve the submittal of two (2) applications prepared by the City of Irvine for the Tustin Ranch Road/Von Karman Avenue and Edinger Avenue/Irvine Center Drive Traffic Signal Synchronization Projects to the Orange County Transportation Authority (OCTA). Participation by all agencies maintaining traffic signals along these corridors is needed for approval of project applications under the 2016 Call for Projects for the Competitive Measure M2 Traffic Signal Synchronization Program (Project P). RECOMMENDATION It is recommended that the City Council adopt Resolution No. 15-83 approving the submittal of two (2) applications to the Orange County Transportation Authority for funding of the Tustin Ranch Road/Von Karman Avenue and Edinger Avenue/Irvine Center Drive Traffic Signal Synchronization Projects under the 2016 Call for Projects for the Renewed Measure M Regional Traffic Signal Synchronization Program (Project P). FISCAL IMPACT The City is required to provide minimum match funding of twenty percent (20%) for each project. If both projects are selected, the City's estimated matching cost plus administration will total approximately $350,000. Funding for City's match will be requested through the Measure M2 Local Fair Share Program (Project Q) in the City's Fiscal Year 2016-2017 Capital Improvement Budget. CORRELATION TO THE STRATEGIC PLAN Traffic signal synchronization contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the projects implement or foster the implementation of strategy #3, which among other items, is to ensure continuous maintenance and improvement of traffic control and transportation facilities. DISCUSSION/BACKGROUND Renewed Measure M (Measure M2) is a 30 -year, multi -billion dollar program extension of the original Measure M (approved in 1990) with a new slate of planned projects and programs. Measure M2 is comprised of a number of components such as Project O (Regional Capacity Program), Project P (Regional Traffic Signal Synchronization Program), Project Q (Local Fair Share Program), and the Transit Program (Projects S, T, V, and W). Traffic Signal Synchronization Application to OCTA November 17, 2015 Page 2 On July 26, 2010, the OCTA adopted the countywide Traffic Signal Synchronization Master Plan. From this Master Plan, the Regional Traffic Signal Synchronization Program (Project P) was developed. To maintain City eligibility for funding under Project P, the City Council adopted the Local Signal Synchronization Plan (LSSP) on December 7, 2010, in compliance with the OCTA Master Plan. Project P synchronization projects will be selected for the 2016 Call for Projects on a competitive basis. Projects with the most regional significance will be ranked highest, with higher points applied toward multi -jurisdictional corridors. The City of Irvine has taken the lead in submitting applications for the Tustin Ranch RoadNon Karman Avenue and Edinger Avenue/Irvine Center Drive Traffic Signal Synchronization Projects to OCTA in collaboration with the City of Tustin. If the projects are selected, 80% of funding will be provided by OCTA under the Competitive Measure M2 Traffic Signal Synchronization Program. Local agencies along each corridor are required to provide minimum match funding of twenty percent (20%) for the projects. To maintain eligibility for Renewed Measure M funding the City Council must approve applications for this program. The applications for these projects were submitted to the OCTA by the City of Irvine prior to the OCTA deadline of October 23, 2015. Adoption of the City's resolution after that date is acceptable to OCTA and serves to complete the initial administrative process for receipt of the applications. Therefore, staff is requesting City Council adoption of Resolution No. 15-83 which designates the City of Irvine as the lead agency for submittal of these projects for the 2016 Call for Projects under the Regional Traffic Signal Synchronization Program, Stack, P.E.
