PARKER, CITY MANAGER FROM: DERICK YASUDA, DIRECTOR OF HUMAN RESOURCES SUBJECT: AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS TO INCLUDE THE CLASSIFICATION OF ECONOMIC DEVELOPMENT PROJECT MANAGER SUMMARY Approval of the following action will amend the City's Classification Plan and Compensation Plan to include a position in the classification of Economic Development Project Manager. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Adopt City Council Resolution No. 15-84 to amend the City's Classification and Compensation Plans; and 2. Authorize a supplemental appropriation of $65,000 from the General Fund reserve for the last six months of Fiscal Year 2015-16, to be transferred to the Economic Development Division account in the General Fund (100-21-61-5000). FISCAL IMPACT On an annualized basis, the anticipated cost of the new position would be approximately $130,000, including salary and benefits. BACKGROUND AND DISCUSSION The City's Personnel Rules (Resolution No. 15-50) require City Council approval for any changes to the City's Classification Plan or Compensation Plan, which includes adding a new job classification or modifying the salary range of any job classification. The City's Classification and Compensation Plans are updated by the City Council upon the adoption of each fiscal year's operating budget and periodically during the year as modifications become necessary. City Council Agenda Report November 17, 2015 Amending the City's Classification and Compensation Plans Page 2 The Economic Development Division of the City Manager's office is currently staffed by five full-time employees. With the amount and complexity of projects that are ongoing or under development at Tustin Legacy, Old Town Tustin, and other areas of the City, staff has identified the need for an additional full-time position in this division. The proposed Economic Development Project Manager is an exempt mid -management position that would report to the Deputy Director of Economic Development. This classification is responsible for planning, preparing, implementing, and monitoring economic development program and project activities and providing professional expertise and staff support to the Deputy Director of Economic Development. The minimum qualifications for this position include a bachelor's degree in urban or regional planning, architecture, or a related field and four (4) years of professional experience in municipal planning or economic development or redevelopment program administration. The annual salary range for this position would be approximately $77,580 to $99,469, which is equivalent to the City's classification of Senior Planner. City Council Resolution No. 15-84 RESOLUTION NO. 15-84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION PLANS FOR THE CITY OF TUSTIN WHEREAS, the City Council of the City of Tustin, California (the "City") has authorized and directed, under the provisions of the City's Personnel Rules, Resolution No. 15-50, the preparation of a Classification and Compensation Plan for all employees in the City service; and WHEREAS, Resolution No. 15-50 requires that amendments or revisions to the Classification and Compensation Plan be approved by resolution of the City Council; and WHEREAS, the City Council has periodically amended the Classification and Compensation Plans when appropriate; and WHEREAS, the City has determined the need to amend the Classification and Compensation Plans by adding one (1) position in the classification with the corresponding salary range listed in Appendix A and hereby incorporated by reference. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin authorizes staff to implement the provisions of this Resolution and modify the City's Classification and Compensation Plans to reflect the changes approved in this Resolution.
