U, Aw lif _. 10 q2-- �1 �-- Mitch Il` ',�. ; " off ' �° `-r v` , T INN CD 1p COT cr Io - `c Sandfield '. :?�;�i � - yam• t e ±� a' � � � � Elernen c = r Av1 Walnut = f ■ October 7, 2008 - "Policy and Procedures fo r Preferential Permit Parking on Public Streets" adopted by the City Council 2:00 AM and 6:00 AM -Hours permit parking only applies, enforced seven days a week ■One resident request -Only takes one resident living in a single family detached home to make a request and initiate the permit parking process ■Permit Parking Zone -City Engineer determines exact limits of the general area and streets to include in the zone ■Early August 2015 -Request for permit parking by resident on Shadybrook Drive thus initiating the process set forth in the 2008 policy ■Mid August 2015 -City Engineer determines importance of the inclusion of Fernbrook Drive as it would potentially be impacted if permit parking only implemented on Shadybrook Drive ■Late August 2015 -Parking evaluation conducted on Shadybrook Drive and Fernbrook Drive ■October 2015 -Because August results shows just below 50% of vehicles parking on Shadybrook Drive by non-residents both streets recounted ■Daily occurrence of trash left for residents to dispose ■Late night/early morning noise disturbance ■ Diminished quality of life ■Public Works surveyed the parking on subject streets between 5:00 AM and 6:00 AM for four (4) consecutive mornings, Thursday through Sunday ■With the assistance of the Police Department, Public Works reviewed the survey results to determine the vehicles registered to homes on the subject streets Thursday, August 27 - Sunday, August 30, 2015 Shadybrook Dr 38 42 47.5% 52.5% Fernbrook Dr 24 35 40.7% 59.3% Thursday, October 8 -Sunday, October 11, 2015 Shadybrook Dr 40 43 48.2% Fernbrook Dr 13 38 25.5% 51.8% 74.5% Shadybrook Dr Fernbrook Dr Illegally Parked Vehicle Abandoned Vehicle Suspicious Vehicle (Occupied or Non -Occupied) Miscellaneous (i.e., Burglary, Vandalism) K 2 K 2 2 C 1 1 17 I N 2 5 E 7 1 WA 'r_; E W: Based on resident complaints and Police Department calls for service incidents, Staff recommends that Ordinance No. 1464 be adopted to implement Preferential Permit Parking on: Shadybrook Drive Fernbrook Drive ■Police Department -handles applications and issues permits at no cost for qualified residents ■Application - in person or online (check Police Department or City website) ■ Garage and driveway - parking space required the Police Department full utilization and subject to before permit of off-street verification by s issued ■ Registration - cars registered with address in proposed Permit Parking street only considered ■ Guest Permits - qualified or not for a permit each household receives a pack of 25 per year ■ Renewal - permit renewal required each year ■First reading of Ordinance 1464 is introduced to City Council ■Second reading and final adoption of Ordinance 1464 at the next City Council meeting (December 15t) ■ Permit parking signs are installed and covered ■ 31 days after second reading of ordinance, permit parking signs are uncovered and enforced QUESTIONS
