PARKER, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT SUMMARY OF PROJECTS Agenda Item 4 Reviewed: City Manager Finance DirectorN/A The following report provides a summary of projects and activities from the Community Development Department to the Tustin City Council. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the City Council receive and file this item. FISCAL IMPACT: No fiscal impact. CORRELATION TO THE STRATEGIC PLAN: This summary of projects report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. DISCUSSION: Below are updates from the Community Development Department related to: the Old Town area; Tustin Legacy; recent actions taken by the Zoning Administrator; other planning and building project updates throughout Tustin; recent Certificate of Appropriateness documentation; and, updates related to Code Enforcement. Summary of Projects December 1, 2015 Page 2 T usUn GrMe (405 0 Cam no Rea0)o A new restaurant has completed tenant improvements and is now open for business in the former Quinn's location. New Restaurant (2117 E Carnorno ReaO)o An application has been submitted to expand the building, which is currently an office, into an approximately 3,500 square -foot restaurant with outdoor seating. IF in restaurant is being developed by the owner of Gabbi's Mexican Kitchen in Orange, and the architectural plans are currently under review by staff. Zama Tea (434 E Cam no ReaO)o A new tea shop has opened in November in the Jabberwocky building in Old Town. This tea shop will feature brewed iced tea and hot tea, 120 varieties of loose-leaf tea for sale, as well as kombucha tea on tap. Qrneftan Grub Burgers & Sandwuches (365 E0 (('- morn® Mum RV A new restaurant is proposed to open next to The Swinging Door at the former Fred & Daffy's Antiques location. This restaurant anticipates incorporating outdoor seating, as well as a "pass-through„ window to provide food for patrons in The Swinging Door. On October 27, 2015, the Planning Commission approved an ADC license, outdoor seating, and a parking exception for the restaurant. The restaurant is anticipated to be open by the end of 2015. Permits for a new music and instrument repair store have been issued and interior tenant improvements are underway at the existing location. T usUn Legacy Updates Greenwood ori Tustin Legacy (250 Downs Road): A total of 375 detached homes will be built at Disposition Parcels 1B and 6 by Standard Pacific. Construction of the homes contn�es to progress, and Standard Pacific anticipates residents moving into the new homes as soon as the end of 2015 to early 2016. • Corners2one I (Barranca Parkway/Red HM Avenue): On dune 2, 2015, the City Council approved an Exclusive Agreement to Negotiate with Lincoln Property Company for the development of a creative office complex. The development proposed includes a variety of uses such as: research and development; professional office; specialized employment; retail; a food hall; and, restaurant uses. Lincoln Property Company will be submitting entitlement applications for this project in November. o VMage ®V Hope (l slope Druve)o On October 27, 2015, the Planning Commission approved a request for the Village of Hope to increase their transitional housing facility capacity to 387 beds, construct a new parking lot, and establish an ancillary church use at the Village of Cope transitional housing facility. Summary of Projects December 1, 2015 Page 4 The Village at Tustin Legacy (Kensington Park Ore / Edinger Avenue). On October 20, 2015, the City Council approved a request by Regency Center to develop The Village at Tustin Legacy, which includes 248,292 square feet of non-residential uses comprised of two (2) major components including: A retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and (Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. The Village at Tustin Legacy Veterans Sports Park (Valencia Avenue)- This approximately 30 -acre park is designed as a community/sports park and will accommodate large group activities and offer a wide variety of facilities including. Four (4) lighted soccer fields; three (3) lighted ball fields; four (4) lighted tennis courts; two (2) lighted basketball courts; two (2) lighted sand volleyball courts; eight (8) lighted pickleball courts; a skate park; and, a veterans memorial. The veteran's plaza and memorial area, designed as a place of honor, will be located at the west side of the park. The park is currently in the final stages of design and construction is scheduled to begin in 2016. Tustin Legacy Lonear Park (Barranca Parkway/Red MH Avenue): This 26 - acre portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin l=egacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan. This park is also in the final stages of design with construction anticipated to begin in 2016. Tustin Legacy Specific Plan Amendment: The Specific Plan Amendment will incorporate mixed-use. transportation oriented development, and a main -street concept. City Staff continues to work with PIaceWorks on the plan for the area. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments which have been collected. Staff and PlaceWorks are currently working on technical documents along with the Supplemental FEIR/EIS. o Army/ Reserve Land ENchange/Re�ocationo The U.S. Army will be relocating from their current Army Reserve Center located on Barranca Parkway adjacent Summary of Projects December 1, 2015 Page 5 0 Army Reserve Land Exchan e/Relloc,-nidi .- The D.S. Army will be relocating from their current Array Reserve Center located on Barranca Parkway adjacent to The District shopping center, to the future location at the north east corner of Red Hill Avenue and Warner Avenue. The relocation would benefit both the U.S. Array and the City of Tustin. Currently, grading has commenced at the site, and construction of the new Reserve Center is anticipated to be complete in approximately two (2) years. 0 Caffe Yoga (2433 Park Avenue): A new yoga studio opened in The District in �eptei u b)er X0105. 0 Whope Fouls (2847 Park avenue): Whole Foods is currently undergoing tenant improvements to reorganize their store and relocate the prepared - food services and wine tasting areas within the store. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. oW1i(OJAc•�i»i«istr, for Actic1��� 7 t°' Door Haunted House (21056 E CamMo Rea0)o On July 6, 2015, the Caffe Yoge Zoning Administrator approved a request to establish a temporary haunted house within an existing tenant space in The Market Place (next to Pavy City). The haunted house completed its operations, and ran from September 29, 2015 through November 1, 2015, attracting approximately 800 guests each night that it was open. 0 Wayback S urgers (1631 Edi nger Avenue Stye. #108)o A new restaurant is proposed to locate in the existing tenant space. Building permits for tenant improvements have been issued, and the applicant has received approval by the Zoning Administrator for an ABC license at the location. 0 0 oke2theSeat (2779 E� CamMo ReM)- On October 5, 2015 the Zoning Administrator approved a request to establish a new cycling studio within an existing tenant space in The Market Place. In October 2013, the Zoning Administrator approved a request to establish and operate an adult daycare facility with joint -use parking at the subject location. Construction is currently in progress on the new facility. Veterans Housing (14741 & 14751 Newport avenue)© The City of Tustin recently sold two (2) city -owned fourplexes to the Orange County fescue Mission which will provide 32 homeless veterans with housing at the site. Each fourplex has two (2) three-bedroom units, one (1) two-bedroom, and one (1) one - bedroom unit. Renovations at the fourplexes are currently underway. Orange County Stand Down and Veterans Resource Exp® (15700 Voet®ry [Diad): On October 23-25, 2015, the OC Rescue Mission hosted the Orange County Stand Down and Veterans Resource Expo within the South Hangar. This event is set up similar to a military base camp and provides basic social services and resources to homeless and at -risk veterans. Summary of Projects December 1, 2015 Page 7 o Teta�ly Tustun Food and VVI ne FesVvaa (300 Centennual Way): The First Annual Totally Tustin Food and Wine Festival occurred this past Sunday. The event was a joint effort between the City of Tustin and the Chamber of Commerce, with the goal of fundraising in order to keep the ficus trees along Main and El Camino Deal in Old Town lit all -year long, not just during the Holidays. The event was very successful with 23 local restaurants participating and over 500 guests. The fundraising goal was met, and there was a special ribbon cutting ceremony to kick off lighting the trees in Old Town year -around on November 30th. Wllraless I acMty (3002 Dow avenue): In January 2014, the Planning Commission approved a request to establish a wireless facility consisting of a faux eucalyptus tree. The faux eucalyptus is nearly complete, pending testing of the facility. Trader Joss (1190' prvr�ne •'�vd.): Trader Joes has submitted plans for demo work to begin as part of their relocation from their existing location to the former Longs Drugstore location in the Tustin Heights Shopping Center. Condornonourn Devepop rnent ( 1872 San Juan Wireless Facility Street): In October 2014, the Planning lip Commission approved a request to subdivide an approximately 2.25 acre site for condominium purposes and to construct 26 single-family residences. Currently, permits have been issued for grading at the site. Xpress Urgent Care (176 12 17Th Street): Permits for tenant improvements have been issued and construction is in progress for a new urgent care facility to locate in the existing tenant space. Xpress Urgent Care is anticipated to open in Fall/Winter 2015. Office Rsrnodlep (15771 Red HM Avenue): Permits have been issued to remodel an existing 70,424 square -foot industrial office building. The remodel will include: New parking spaces; exterior modifications; skylights; interior partitions; and, the addition of a mezzanine area. Xpress Urgent Care Summary of Projects December 1, 2015 Page 8 Avid : ooscuence (14191 Mylord Road): A pharmaceutical manufacturer is working on two (2) phases of tenant improvements to the office at the subject location. The first phase, including a clean room and storage, is complete. They are currently in plan check for build -out of the offices and labs. o New CreaVve Office (14201 & 14717 Frankfln avenue): An application has been submitted to remodel the existing industrial/laboratory building converting it to creative offices at subject location. Plans for the interior and exterior improvements, which includes improvement of the existing adjacent vacant parcel ii eto r'i0w par king iot, are under ider review by staff. Wokcano (3015 ED Camr no Rea0)o Wokcano is a new sushi/fusion restaurant which will be opening in The Market Place in December, adjacent to ,dared Jewelers. They are currently under construction, with the shell of the building nearly complete. o PoM Monster (13771 Newport Avenue, Ste. #10): A new Japanese/Hawaiian restaurant has opened in the Tustin Plaza offering "build your own" poki bowls. A traditional poki bowl includes ahi tuna over rice. The �fli M2 (29433 0 Carnono Real): A new restaurant has recently opened in The Market Place which specializes in grilled cheese, burger melts, fresh chicken melts, and more. 0 Orchard SuppOy Hardware (1091 OW Irvine o �vd.)o Plans for a new OSH Hardware store in the former Tustin Lanes tenant space are currently in plan check. o TaqueHa De Anda (14232 Newport avenue): On September 8, 2 10, the Planning 0 Commission approved a request to construct a new family owned Mexican food restaurant which will include indoor seating, a drive thru, walk-up window, and ancillary outdoor seating. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o DndustHal NPDES �nspec Vons: During the 2015-16 fiscal year, Code Enforcement Officers are focusing on high and medium priority inspections. They are aiming to complete 50 such inspections by the end of the fiscal year, and are anticipating completing 25 of those inspections by the end of the 2015 calendar year. o Coonrnercua� N PUES �nspecUonso This year, Code Enforcement Officers are focusing on high and medium priority inspections. 'They are aiming to complete 63 inspections for the current fiscal year, and are anticipating completing 35 of those inspections by the end of the 2015 calendar year. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WOMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The Summary of Projects December 1, 2015 Page 11 WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are 120 properties that have a WQMP in place. Tustin Legacy Park 1 I— — — — — — — — — — — — TUSTIN LEGACY PROJECTS - UPDATED 10-1-15 Map Project Description and Status Number 1 Heritage School Heritage School is currently being utilized to serve the students of Hillview High and Sycamore High School on an interim basis. 2 Veterans Sports Park The Veterans Sports Park is a plan for a 31.5 -acre park which will serve the recreational needs of the surrounding community. It will offer a wide variety of facilities including lighted soccer fields, ballfields, tennis courts, basketball courts, sand volleyball courts, and pickelball courts. A children's play environment, splash pad, and picnic areas are also proposed, as well as a Veterans Memorial Plaza. The park is currently in the final stages of design, and bids for construction of the park are currently being collected. 3 OC Social Services The Tustin Family Campus for Abused and Neglected Children involves a multi - treatment campus which includes residential buildings and stand-alone homes, and a campus service center with a total capacity to serve 90 beds for abused and neglected children and their parents as well as emancipated youth. This project is complete. 4 Future City of Tustin Facility The City of Tustin acquired this property through a recent land exchange with the South Orange County Community College District. The future use of this building is yet to be determined. 5 Orange County Rescue The Village of Hope facility is a 387 -bed transitional home for the homeless which is Mission operated by the Orange County Rescue Mission. This project is complete. 6 ATEP Campus The South Orange County Community College District has been approved for an amendment to the MCAS Tustin Specific plan which will add educational private uses supportive to the Educational Village in this area. 7 OC Sheriffs Training A future County of Orange Sheriffs Training Center is proposed in this location. Center 8 Rancho Santiago This Sheriffs Training Facility/Academy is now complete. College District Sheriffs Training Facility 9a Cornerstone 1 An Exclusive Agreement to Negotiate with Lincoln Property Company for the development of the area has been executed. The development proposed includes a variety of uses such as research and development, professional office, specialized employment, retail, a food hall, and restaurant uses. Lincoln Property Company will be submitting entitlement applications for this project in November. 9b Cornerstone 2 Phase two of the Cornerstone development will consist of a variety of uses including research and development, office, and specialized employment uses. 10 Columbus Square 1,075 residential units are now complete within this neighborhood. 11 Fire Station #37 Orange County Fire Authority Station #37 moved from its old location off of Red Hill Avenue to this new location at Edinger/Kensington Park Dr. The Fire Station is now open. 12 The Village at Tustin On October 20, 2015, the City Council approved a request by Regency Center to Legacy develop The Village at Tustin Legacy, which includes 248,292 square feet of non- residential uses comprised of two (2) major components including: a retail center with grocery store, pharmacy, childcare, food service, and general retail uses along Valencia Avenue and Kensington Drive; and, a medical plaza with a medical center, an acute care hospital/rehabilitation facility, and medical office/retail buildings fronting Kensington Park Drive and Edinger Avenue. 13 Orange County The County of Orange has future plans for an 84.5 -acre regional park to be located Regional Park surrounding the North Hangar. A concept plan has been approved by the OC Board of Supervisors . Please visit ocparks.com for further details on this proposed project. 14 Future High School The master plan for the Tustin Legacy Area indicates that there are plans to establish a high school in the future at this location. 15 Neighborhood D This community core area is proposed to integrate a variety of activities including Community Core living, working, shopping, and entertainment. It totals 262.3 acres and includes 891 dwelling units. 16 Amalfi Apartments The Irvine Company has constructed a new apartment community consisting of 533 units adjacent to The District at Tustin Legacy. 17 Neighborhood G This residential core consists of 251.8 acres with 58.1 acres of open space, 15 acres of public/institutional uses, and a total of 614 residential units ranging from low to high density as well as neighborhood commercial uses. 18 Greenwood in Tustin Standard Pacific was approved to begin development of 375 single family residential Legacy & Greenwood units. The model homes, park, and clubhouse have been completed, and Park construction of the for -sale homes continues to progress. 19 Anton Legacy St. Anton Partners has completed construction of their 225 unit affordable Apartments & Victory apartments. Anton Legacy Apartments celebrated their grand opening on April 30, Park 2015, and residents have begun to move into the new community. Victory Park is now open. 20 The District at Tustin This Class -A Retail Development project has been completed. The District at Tustin Legacy Legacy offers a variety of retail services, restaurants, and entertainment venues. 21 Tustin Field 1 376 residential units are now complete. 22 Tustin Field 11 189 residential units are now complete. 23 Columbus Grove 465 residential units are now complete. 24 Tustin Legacy Park The Ci of Tustin is proposing to construct and maintain a 26 acre City p p g park and stormwater detention basin. The park is currently in the final stages of design, and bids for construction of the park are currently being collected.
