REHABILITATION BETWEEN NEWPORT AVENUE AND RED HILL
AVENUE (CIP NO. 7166), MAIN STREET REHABILITATION BETVVEEN
NEWPORT AVENUE AND BRYAN AVENUE (CIP NO. 7167), AND
JAMBOREE ROAD REHABILITATION FROM I-5 TO IRVINE
BOULEVARD (ClP NO. 7174)
SUMMARY
Bids for the Main Street Rehabilitation between Stoneglass and SR-55 Freeway (ClP No. 7163),
Bryan Avenue Rehabilitation between Red Hill Avenue and Browning Avenue (CIP No. 7164), Bryan
Avenue Rehabilitation between Newport Avenue and Red Hill Avenue (CIP No. 7166), Main Street
Rehabilitation between Newport Avenue and Bryan Avenue (CIP No. 7167), and Jamboree Road
Rehabilitation from I-5 to Irvine Boulevard (CIP No. 7174) have been received and a construction
contract is ready to be awarded.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Main Street
Rehabilitation between Stoneglass and SR-55 Freeway (CIP No. 7163), Bryan Avenue Rehabilitation
between Red Hill Avenue and Browning Avenue (CIP No. 7164), Bryan Avenue Rehabilitation
between Newport Avenue and Red Hill Avenue (CIP No. 7166), Main Street Rehabilitation between
Newport Avenue and Bryan Avenue (CIP No. 7167), and Jamboree Road Rehabilitation from I-5 to
Irvine Boulevard (CIP No. 7174) to All American Asphalt, the Iow bidder in the amount of
$1,920,495.30, and authorize the Mayor and the City Clerk to execute the contract documents on
behalf of the City.
FISCAL IMPACT
The City's FY 2002-2003 Capital Improvement Program (CIP) budget provides sufficient funding for
the construction of the subject pavement rehabilitation projects.

Rehabilitation between Red Hill Avenue and Browning Avenue (CIP NO. 7164), Bryan Avenue
Rehabilitation between Newport Avenue and Red Hill Avenue (CIP NO.
7166), Main Street Rehabilitation between Newport Avenue and Bryan Avenue (CIP NO. 7167), and
Jamboree Road Rehabilitation from I-5 to Irvine Boulevard (CIP NO. 7174)

The City has secured grant funding for portions of these projects from the State Traffic Congestion
Relief Fund (AB2928) in the amount of $157,327.00, and the Orange County Transportation
Authority's (OCTA) Combined Transportation Funding Program (CTFP) under the Arterial Highway
Rehabilitation Program (AHRP). The AHRP matching fund reimbursement, in the amount of
$948,485.00, covers eligible construction expenses through the Federal Local Surface Transportation
Program (LSTP), which is administered by Caltrans. Funds for construction will also be provided by a
combination of Measure M Turnback funds, Gas Tax funds, and the City's CIP budget.
BACKGROUND
Bids were opened on May 7, 2003, and the four (4) bids received are summarized as follows:
· All American Asphalt, Corona ..................................................... $1,920,495.30
· R.J. Noble Company, Orange .................................................... $1,940,535.50
· Sequel Contractors, Inc., Santa Fe Springs ............................... $2,010,620.75
· Palp, Inc., dba Excel Paving Co., Long Beach ............................ $2,169,261.45
All American Asphalt's bid for the combined projects is 11% below the engineer's estimate of
$2,170,000.00. The references and the contractor's State License for All American Asphalt have been
checked and are appropriate for the subject project.
