HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE RED HILL AVENUE WIDENING PROJECT AT THE I-5 FREEWAY (CIP NO. 7133) SUMMARY The plans and specifications for the Red Hill Avenue Widening Project at the I-5 Freeway have been prepared and the project is now ready to be bid. The project proposes to widen Red Hill Avenue between El Camino Real and Nisson Road to meet six (6) lane Major Arterial standards and relieve traffic congestion. The final Mitigated Negative Declaration for this project was approved by the City Council and the Notice of Determination was filed with the County of Orange. RECOMMENDATION It is recommended that the City Council adopt Resolution 03-10, approving the plans and specifications for the Red Hill Avenue Widening Project at the I-5 Freeway (CIP No. 7133) and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2002-2003 Capital Improvement Project (CIP) Budget provides funding for the construction and contract administration of the Red Hill Avenue Widening Project at the I-5 Freeway (CIP No. 7133). The engineer's construction cost estimate to complete this work is $960,000. Project funding for the construction and contract administration phases is comprised of Measure "M" Turnback funds, Measure "M" Competitive funds, Santa Ana-Tustin Transportation System Improvement Authority funds, and Capital Improvement Program funds. BACKGROUND The proposed project will include three (3) through lanes in each direction on Red Hill Avenue, separate right-turn lanes to both freeway on-ramps and bicycle lanes on Red Hill Avenue within the project limits. The dual left-turn lanes from northbound Red Hill Avenue to westbound El Camino Real will remain in place. The Notice of Determination was filed on October 9, 1997 and was recorded with the County of Orange on October 10, 1997. Right-of-way is required from four properties in the form of acquisitions and/or Temporary Construction Easements (TCE). The City has completed the necessary right-of-way transactions for three of the properties and is currently in escrow for the right-of-way for the remaining property. Escrow is anticipated to close before construction commences. An encroachment permit from Caltrans is also required to construct the project. The City received the encroachment permit from Caltrans on May 2, 2003. Ka~d~n ' ~ Engineering Services Manager TDS:DRK:ccg:Approval of P&S Red Hill Widening at 1-5.doc Attachments: Resolution No. 03-10 Location Map RESOLUTION NO. 03-10 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE RED HILL AVENUE WIDENING PROJECT AT THE I-5 FREEWAY (CIP NO. 7133) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin California to contract for the construction of the Red Hill Avenue Widening Project at the I-5 Freeway (CIP No. 7133); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on October 6, 1997, the Tustin City Council adopted Resolution No. 97-100 which approved the Final Mitigated Negative Declaration for the Red Hill Avenue Widening project at the I-5 Freeway (CIP No. 7133) pursuant to the California Environmental Quality Act (CEQA); and WHEREAS, On October 9, 1997 pursuant to Public Resources Code Section 21000, et seq., CEQA, the City filed a Notice of Determination under CEQA with the County Clerk of the County of Orange, California; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Red Hill Avenue Widening Project at the I-5 Freeway (CIP No. 7133) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 19th day of May 2003.
