PARKER, CITY MANAGER AND EXECUTIVE DIRECTOR FROM: SUCCESSOR AGENCY SUBJECT: CONVEYANCE OF SUCCESSOR AGENCY PROPERTIES BY QUITCLAIM DEED TO THE CITY OF TUSTIN SUMMARY: Successor Agency to the Tustin Community Redevelopment Agency ("Successor Agency") approval is requested to convey title to three (3) properties by Quitclaim Deed to the City of Tustin. The properties are identified as follows: 1. 450 EI Camino Real (APN: 401-622-10): Old Town Respite Park 2. 445 C Street, #1 (APN: 933-761-04): Stevens Square Parking Structure 3. 1021 Edinger Avenue (APN: 430-252-05) and 15012 Newport Avenue (APN: 430-252-06): future Newport Avenue Extension RECOMMENDATION: 1. It is recommended the City Council, acting as the Successor Agency, authorize the conveyance of title to three (3) properties by Quitclaim Deed to the City and authorize the Executive Director to execute the Deeds; and 2. It is recommended the City Council accept the Quitclaim Deeds and authorize the City Manager to execute the Certificate of Acceptances. FISCAL IMPACT: The billboard on the 1021 Edinger Avenue parcel generates $1,250/month, which could be used to offset any expenses associated with maintaining the three properties. CORRELATION TO THE STRATEGIC PLAN: The conveyance of the properties to the City of Tustin addresses Goal B — Public Safety and Protection of Assets, protecting the City's public assets. BACKGROUND: In accordance with Health and Safety Code ("HSC') Section 34191.5(b), the Successor Agency prepared a Long Range Property Management Plan ("LRPMP") that addressed 977579.1 Agenda Report January 19, 2016 Page 2 the disposition and use of the real properties of the former Redevelopment Agency and, on January 27, 2015, the Oversight Board to the Successor Agency approved the LRPMP. On February 3, 2015, the LRPMP was submitted to the Department of Finance ("DoF") for approval. On December 10, 2015, DoF approved the LRPMP. HSC Section 34181(a) allows properties owned by the former Redevelopment Agency and used for governmental purposes to be transferred to the City. The properties are described as follows: one property serving as a Respite Park in Old Town; one property — the Stevens Square Parking Structure — providing public parking in Old Town; and two (2) parcels dedicated for future public right-of-way for the Newport Avenue extension project. The former Redevelopment Agency does not own any properties designated for private development and the Successor Agency prepared the LRPMP accordingly.
