PARKER, CITY MANAGER AND EXECUTIVE DIRECTOR FROM: SUCCESSOR AGENCY SUBJECT: TRANSFER TWO SUCCESSOR AGENCY PROPERTIES TO THE CITY SUMMARY: Successor Agency to the Tustin Community Redevelopment Agency ("Successor Agency") approval is requested to transfer the following two Successor Agency properties to the City of Tustin: 1. 345 E. Main Street: Tustin Library (401-592-19) 2. 200 S "C Street: Tustin Senior Center (401-574-04) RECOMMENDATION: It is recommended the City Council, acting as the Successor Agency, approve the transfer of the two (2) Successor Agency properties to the City and authorize submission of the transfer request to the Department of Finance ("DoF"), subject to review and approval by the Oversight Board of the Successor Agency. FISCAL IMPACT: There is no fiscal impact. CORRELATION TO THE STRATEGIC PLAN: The transfer of Successor Agency properties addresses Goal B — Public Safety and Protection of Assets, protecting the City's public assets. BACKGROUND: In accordance with Health and Safety Code ("HSC') Section 34191.5(b), the Successor Agency prepared a Long Range Property Management Plan ("LRPMP") that addressed the disposition and use of the real properties of the former Redevelopment Agency and, on January 27, 2015, the Oversight Board to the Successor Agency approved the LRPMP. On February 3, 2015, the LRPMP was then submitted to DoF for approval. On December 10, 2015, DoF approved the LRPMP. 977579.1 Agenda Report January 19, 2016 Page 2 During DoF's review of the LRPMP, it came to staff's attention the former Redevelopment Agency still holds title to the Library and Senior Center. HSC Section 34181(a) allows properties owned by the former Redevelopment Agency and used for governmental purposes to be transferred to the City. In accordance with HSC Section 34177(e), staff is recommending the Successor Agency approve the transfer of the properties. Upon Successor Agency approval, the action to transfer the two properties will be submitted on January 26, 2016, to the Oversight Board for their consideration. Pursuant to HSC Section 34181(a) and 34191.5(b), the Oversight Board is required to approve the transfer prior to the Successor Agency submitting the request to DoF for final approval.
