JUNE 3, 1991
The City Council meets the first and third Monday of each month at 7: b0 p.m.
in the City Council Chamber at 300 Centennial Way.
This agenda contains a brief general description of each item to be
considered. Any person having a question concerning an item may call the
City * Clerk for clarification. -Except - as otherwise. provided: 'by. law, - no
action shall be taken on any item.not*appearing in" -the following agenda:
Copies of staff reports pertaining to this agenda are available for public
use in the City Council agenda books located in the Police Department and
the Tustin Public Library. These same books are also provided for public
use in the Council' Chamber during the Council meeting. Listening devices
for the hearing impaired are available upon request from the City Clerk.
Smoking is prohibited in the Council Chamber; however, if you desire to
smoke, an outside speaker has been provided.

MAP 90-293 (JAMBOREE PLAZA)
Applicant proposes to develop a 19.1 acre site at the northwest
corner of Edinger Street and.Jamboree Road which would include
retail, auto service, office and industrial uses.
Recommendation by the Community Development Department:
a. Certify the Negative Declaration as adequate for the projects
by adoption of the following Resolution No. 91-75:

VI. CONSENT CALENDAR - All matters listed under Consent Calendar are
considered routine and will be enacted by one motion. There will be
no separate discussion of these items prior to the time of the voting
on the motion unless members of the Council, staff or public request
specific items be discussed and/.or removed from the Consent Calendar
for separate -action.
1. APPROVAL OF MINUTES - MAY 20, 1991 REGULAR MEETING
Recommendation: Approve the City Council Minutes of May 20,
1991.
2. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation: Approve Demands in the amount of $1,579,141.74
and ratify Payroll in the amount of $289,508.39.
3. DONATED SPACE AGREEMENT, TUSTIN AREA SENIOR CENTER
Recommendation: Approve donated space agreement with the County
of Orange, and authorize the Director of Community and
Administrative Services to execute the same as recommended by
the Community Services Department.
4. REJECTION OF CLAIM NO. 91-17 - CLAIMANT, CESARIO MONTOYA; DATE
OF LOSS, 2/26/91; DATE FILED WITH CITY, 4/11/91
Recommendation: Reject subject claim for property loss damages
in the amount of $620.00 as recommended by the City Attorney.
S. REJECTION OF CLAIM NO. 91-19 - CLAIMANT, GARY M. SNYDER; DATE OF

Recommendation: Reject subject claim for property damages in
the amount of $125.00 as recommended by the City Attorney.

Recommendation: Reject subject claim for property damages in
the amount of $254.62 as recommended by the City Attorney.
7. AUTHORIZATION TO ADVERTISE FOR BIDS FOR COLUMBUS TUSTIN PARK,
PHASE 2A IMPROVEMENTS
Recommendation: Approve plans and specifications; and authorize
advertisement for bids for construction of Columbus Tustin Phase
2A Improvements as recommended by the Community Services
Department.
S. REJECTION OF CLAIM NO. 91-22 - CLAIMANT, AMANDA SPURLOCK; DATE
OF LOSS, 11/30/90; DATE FILED WITH CITY, 5/10/91
Recommendation: Reject subject claim for personal injury
damages in an amount that exceeds $20,000 as recommended by the
City Attorney.
9. RESOLUTION NO. 91-80 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING A MODIFICATION TO THE MASTER
PROPERTY TAX TRANSFER AGREEMENT ON THE PROPOSED ESPLANADE/HOLT

Recommenc 'on: Approve the Maste Property Tax Transfer
Agreement i the Proposed Esplanade/L Annexation No. 151 by
the adoption of Resolution No. 91-80, as submitted or revised,
as recommended by the Community Development Department.
10. DECLARATION OF SURPLUS VEHICLES AND WORK EQUIPMENT
Recommendation: Declare specified equipment "surplus" and not
required for public use and authorize the Public Works
Department to dispose of equipment in accordance with Ordinance
No. 871 as recommended by the Public Works Department/Field
Services Division..
11. PROFESSIONAL SERVICES: AGREEMENT FOR -IIEVELOPMENT AM 2MPLEMENTATION
OF HAZARD COMMUNICATIONS PROGRAM
Recommendation: Authorize staff to enter into a professional
services agreement with Cardinal Environmental Consultants,
Tustin, to develop and implement a CAL/OSHA mandated Hazard
Communications Program in an amount not to exceed $15,400.00 and
authorize execution of the agreement by the Mayor and City Clerk
as recommended by the Public Works Department/Field Services
Division.
12. SALE OF SURPLUS VEHICLES
Recommendation: Receive and file notice of sale of surplus
vehicles as recommended by the Public Works Department/Field
Services -Division.
13. EL MODENA-IRVINE CHANNEL IMPROVEMENTS AGREEMENT NO. D90-097
Recommendation: Approve the El Modena -Irvine Channel
Cooperative Agreement No. D90-097 and authorize the Mayor to
execute said agreement as recommended by the Public Works
Department/Engineering Division.
14. RESOLUTION NO. 91-82 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING THE DEFINITION OF, AND
PROCESS FOR, DETERMINING THE CONSISTENCY OF A LOCAL JURISDICTION'S
CIRCULATION PLAN WITH THE COUNTY MASTER PLAN OF ARTERIAL HIGHWAYS
FOR MEASURE "M" PURPOSES
Recommendation: Adopt Resolution No. 91-82 approving the
definition of, and process for, determining the consistency of
a local jurisdiction's circulation plan with the County Master
Plan of Arterial Highway for Measure "M" purposes as recommended
by the Public Works Department/Engineering Division.
15. RESOLUTION NO. 91-92 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, DETERMINING AND ADOPTING AN
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1990-91 IN ACCORDANCE
WITH ARTICLE XIIIB OF THE CONSTITUTION OF THE STATE OF CALIFORNIA
AND SECTION 7910 OF THE GOVERNMENT CODE
Recommendation: Adopt Resolution No. 91-92 setting the
appropriations limit for fiscal 1990-91 at $18,955,979 as
recommended by the Finance Department.

1. ORDINANCE NO. 1069 - LOITERING
The following Ordinance No. 1069 had first reading by title only
and introduction at the May 20, 1991 City Council meeting:

Recommendation: Have second reading by title only and adoption of
Ordinance No. 1069 (roll call vote).
2. ORDINANCE NO. 1070 - HAZARDOUS WASTE MANAGEMENT PLAN
The following Ordinance No. 1070 had first reading by title only
and introduction at the May 20, 1991 City Council meeting:

Recommendation: Have second reading by title only and adoption of
Ordinance No. 1070 (roll call vote).
IX. OLD BUSINESS
1. STATUS REPORT ON OLD TOWN CHARETTE
The results of the charette exercise, along with the ideas and
goals of the downtown revitalization presented by the
participants, are discussed in detail in the Old Town Charette
Summary Report.
Recommendation: Receive and file Old Town Charette Summary Report
as recommended by the Community Development Department.

2. SOIL REMEDIATION UPDATE, 1011 EL CAMINO REAL
The City Council, at their meeting on May 20, 1991, requested an
update on soil remediation on the subject property.
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
3. AIRPORT STATUS REPORT
This report summarizes the most significant local airport
activities that have occurred during the past two months.
Recommendation: Receive and file subject report as recommended by
the Community Development Department.
4. WORKSHOP - 1991/92 DRAFT BUDGET
At their meeting of May 20, 1991, the City Council agendized the
scheduling of a workshop for the 1991-92 draft budget. The draft
budget will be submitted to the City Council the week of June 3,
1991.
Recommendation: Hold a budget workshop on June 17, 1991, at 5:30
p.m. as recommended by the City Manager.
X. NEW BUSINESS
1. PARKING AT LAUREL GLEN PARR (TRACT 12763)
Council had previously expressed a desire for a parking -bay scheme
at Camino Real Park and staff is concerned that the Council may
wish to revisit the design scheme for Laurel Glen Park.
Recommendation: Pleasure of the City Council.
2. COLUMBUS TUSTIN PHASE 2B IMPROVEMENTS - GYMNASIUM
Pursuant to the Council's request, staff has prepared an
accelerated schedule for the gymnasium project from the proposed
1993 start of working drawings, as planned in the parks financing
report, to 1991.
Recommendation: Authorize staff to prepare a Request for Proposal
for an architect to complete working drawings for the Columbus
Tustin gymnasium as recommended by the Community Services
Department.
3. COMMISSION APPOINTMENTS AND VACANCIES
Effective July 15, 1991, there will be two vacancies on the
Planning Commission and four vacancies on the Parks and Recreation
Commission.
Recommendation:

XI. REPORTS
1. EL CAMINO REAL/RED HILL AVENUE LEFT TURN MOVEMENTS
At the May 20, 1991 City Council meeting, a concern was raised
regarding the issuance of a traffic ticket for failure to obey the
left turn signal for westbound E1 Camino Real to southbound Red
Hill Avenue and staff was requested to investigate the matter.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
2. ON -STREET AMBULANCE PARKING - "BII STREET STATUS REPORT
The City Council, at their meeting of May 20, 1991, requested
staff review and evaluate the use of .on -street parking by
ambulances on "B" Street southerly of First Street.
Recommendation: Receive and file subject report as recommended by
the Public Works Department/Engineering Division.
3. INVESTMENT SCHEDULE AS OF APRIL 30, 1991
Investment schedule with maturities, 12 months or less.
Recommendation: Receive and file subject report as recommended by
the Finance Department.
4. WATER CONSERVATION UPDATE
Status report regarding the water conservation program.
Recommendation: Receive and file subject report as recommended by
the Finance Department.
