AUTHORIZATION TO ADVERTISE FOR BIDS FOR COLUMBUS TUSTIN PARR, PHASE 2A IMPROVEMENTS RECOMMENDATION: To approve plans and specifications and to authorize advertisements for bids for construction of Columbus Tustin Phase 2A Improvements as recommended by the Community Services staff. Columbus Tustin has been planned in two phases. Phase 2A includes the parking lot expansion, the storm drain, perimeter landscaping, and a picnic/play area. Phase 2B is the gymnasium building itself. FISCAL IMPACT: The preliminary cost estimate for construction of Phase 2A is $870,477. This phase of the Columbus Tustin Project is included in the current budget, and is ready to go to bid for construction. Phase 2A includes all park improvements but the gymnasium which is Phase 2B. With the building industry slow, now may be a good time to advertise bids. The bids could come in significantly lower than the Engineer's estimate. Council recently awarded the contract for Frontier Park Improvements. Twenty-one companies bid the project. The amount was 16 percent below the Engineer's estimate of $99,000. One Hundred seventy-five thousand dollars in grants has been awarded for this project. The remaining funding comes from a variety of sources - the Redevelopment Agency, the Park Development Fund and the General Fund. The project must be complete by June, 1992 or $175,000 in grant money will be lost. BACKGROUND: Plans for improving Columbus Tustin Phase 2A have completed the plan check process. The scope of work includes parking lot expansion, storm drain, perimeter landscaping, and a picnic/play area. Basically the improvements include everything but the gym. The estimated cost of construction is $870,477. The project has been through an extensive public review, including the Redevelopment Agency, the Planning Commission, the Parks and Recreation Commission, City Council, and the Columbus Tustin Task Force. Even the neighbors surrounding the park have had input regarding landscaping. The project has been identified for funding the Town Center Redevelopment Agency, Park Development Fund, and State Grant Money. The project -has received all approvals and easements necessary for the project to be completed. All necessary utility access for the gym is on Beneta. The project designer suggests waiting on doing the stub outs and doing that as part of the gym design. This phase does not require any tearing up of the street and what would be designed now may be inadequate later. According to Engineering, the project need not be coordinated with Orange County Flood Control, as this is connecting to a.City Storm Drain. White4, Director of Community and Administrative Services SECTION A CITY OF TUSTIN, CALIFORNIA NOTICE INVITING BIDS SEALED PROPOSALS will be received at the office of the City Clerk, Tustin City Hall, 15222 Del Amo, Tustin, California 92680 until 10:00 A.M. on July 23, 1991 at which time they will be publicly opened' and read, for performing work as follows: Columbus Tustin Phase 2A Improvements DESCRIPTION OF WORK TO BE DONE Construction of parking lot, storm drain system, concrete walks and slabs cast in place planter walls, a concrete monument sign, a trash enclosure, a children's play area , security and parking lot lighting, installation of site furnishings and play equipment, landscaping, irrigation and traffic signage and such other items or details not mentioned above that are required by the contract drawings in accordance with specifications. Specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, -Tustin City Hall, 15222 Del Amo, Tustin, California 92680 for $40.00 or will ,e mailed out at $45.00, which both amounts are not refundable. In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and accompanied by bidder's security in the.form of cash, cashier's check, certified check or bid bond executed by an accredited surety. The security shall be for an amount not less than 10% of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Faithful Performance Bond in the amount of 100% and a labor and materials Bond in the amount of 100% in the form attached to the contract documents shall be provided. Said bonds shall be issued by a surety company rated grade A or better and Class IV or better by the latest edition of Best's Key Rating Guide. _The City of Tustin hereby affirmatively ensures that minority business nterprises will be afforded full opportunity to submit bids in response to .his notice and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, or religion in any consideration leading to the award of contract. The City of Tustin reserves the right to reject any or all bids, and/or to waive any informality on a bid. No bidder may withdraw his bid for a period of thirty ( 3 0 ) days after the date set for the opening thereof. Prior to bid opening, bidder may withdraw his bid. Bids received after the bid opening time and date herein will be returned to bidder unopened. Pursuant to the California Public Contract Code, the contractor will be entitled to post approved securities with the City or an approved financial institution in order to have the City release funds retained by the City to insure performance of the contract. Prior to contract award, the successful bidder shall possess a valid State of California contractor's license in the classification of A. For all projects not subject to Section 10164 of the Public contracts Code of the State of California (federally funded state projects), bidders must comply with Section 7028.15 of the Business and Professions Code of the State of California which provides that all bidders subject to the section must state on their bid the number of their contractor's license, the date of expiration of their contractor's license, and a statement that the representations made in their bid are made under penalty of perjury. he City Council of the City of Tustin has obtained from the Director of .ndustrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Engineer. Not less than said prevailing rates shall be paid to workers employed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
