SUBJECT: PROFESSIONAL SERVICES AGREEMENT FOR DEVELOPMENT AND
IMPLEMENTATION OF HAZARD COMMUNICATIONS PROGRAM
RECOMMENDATION:
That the City Council, at their regular meeting of June 3, 1991 authorize staff to enter into a
professional service agreement with Cardinal Environmental Consultants, Tustin, CA to develop
and implement a CAL/OSHA mandated Hazard Communications Program in an amount not to exceed
$15,400.00 and authorize execution of the agreement by the Mayor and City Clerk.
BACKGROUND:
On April 15, 1991 City Council authorized staff to soliciate proposals for the development and
implementation of a Hazard Communications Program. Proposals were solicited from five
environmental consulting firms. Of the five firms, three submitted proposals. They are as follows:
Cardinal Environmental Consultants, Tustin CA
Keenan & Associates, Torrance, CA
McClelland Management Services, Glendale, CA
DISCUSSION:
The three proposals have been evaluated by two staff members based on demonstrated competence,
professional qualifications necessary for the satisfactory performance of the required services
and familiarity and prior experience with providing this type of service.
The firm of Cardinal Environmental Consultants has been recommended by the selection
committee to do the consulting services necessary for the development and implementation of a
Hazard Communications Program for the City.
The current year Operations budget, Fiscal Year 1990/91, provides $20,000.00 for hazardous waste
management. Staff recommends that this project be funded from this account.
