HUSTON, CITY MANAGER FROM: ADMINISTRATIVE SERVICES DEPARTMENT SUBJECT: PARKING AT LAUREL GLEN PARR ( TRACT 12 7 6 3 ) RECOMMENDATION Pleasure of the City Council. BACKGROUND As Council will recall, the City Council reviewed the design of Laurel Glen Park in Tract 12763 in October 1990. In a status report which is attached, the Council was informed that all appropriate bodies had approved the site plan and that the community had expressed a need for limited on -street parking. The Citizens Task Force had come to consensus that there would be three on -street parking spaces on Heritage Way. One of those spaces would be a handicapped space, and the parking would be limited in time from 6:00 a.m. to dusk with a two hour limit. Given the Council's desire for a parking -bay scheme at Camino Real Park , staff is concerned that the Council may wish to revisit the design scheme for Laurel Glen Park. The on -street parking scheme was designed with the consensus of the Neighborhood Task Force; should the Council wish to reconsider that before Laurel Glen Park goes to bid, it may be wise to reconvene the Task Force. On the other hand, if Council is satisfied with the current on -street pEeen cheme, no further action is necessary. R. HUSTON, CITY MANAGER COMMUNITY SERVICES DEPARTMENT REPORTS NO. 2 10-15-90 Inter - Com SUBJECT: DESIGN UPDATE -NEIGHBORHOOD PARK IN TRACT 12763 RECOMMENDATION Receive and file. BACKGROUND The Preliminary Site Plan for the Neighborhood Park in Tract 12763 has been developed as a result of an intensive design process. On September 24, 1990, the Planning Commission approved the site plan concluding a series of design steps which included site plan approval by the Parks and Recreation Commission and input from the Neighborhood Park Task Force, Design Review Board, and Field Services Department Staff. Design coordination and technical work for the site plan was provided by the design consultant and Community Services Department Staff. The approved site plan is attached for the Council's review. The elements of the site plan were included considering a prioritized list of park features and amenities developed at three Task Force meetings. These elements include a play area/tot lot; landscaping emphasizing extensive use of trees; a softscaped picnic area; a fitness trail with a concrete path and a rest room. The Task Force has also met with staff and the design consultant to review park design details such as plant materials, color boards, and playground equipment. The 3.0 acre park site is located on the southwest corner of Heritage Way and Myford Road. The proposed park is bordered by a future elementary school site to the south, and a town home project to the west. Located across the street on the north is a condominium project with an apartment complex on the east. Throughout the design process for this park, the community has expressed a need for limited on -street parking. In anticipation of future on -street bike trails and with the direction of the City Council, the Engineering Division has imposed parking restrictions on all arterial roads and collector streets in East Tustin. According to the City Engineer, no on -street bike trial is planned along Heritage Way along the east side of the park. On -street parking could be implemented at the park on Heritage Way. Since the City Council provided the initial direction to staff which resulted in the parking restriction, the City Engineer feels the City Council should approve the restoration of parking on Heritage Way. This action will be proposed when plans and specifications are approved for advertisement of bids for the park by the City Council in February. Proposed plans for on -street parking at the park will be developed with input from the Police Department and Engineering Division as well as the Community Services Department and the project design consultant. It is expected that the on -street parking scheme will provide space for no more than three cars on Heritage Way. Parking would be limited -to 6:00 a.m. to dusk with a two-hour time limit. Parking issues at Camino Real Park have also been of concern to the City Council. After researching concerns for parking at Camino Real Park and the new park, it was determined that Camino Real Park has unique site constraints. A report dealing with parking issues for this park will be agendized for a future City Council meeting. The design meets City park standards and is consistent with the City's Recreation Element and .the East Tustin Specific Plan. The most up-to-date park amenities and recreation features have been planned. This site plan will guide the construction of a park which will serve the recreational needs for the residents of Tustin for many years. Susan M.
