HUSTON, CITY MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS FOR ANNUAL GRAFFITI ABATEMENT SERVICES RECOMMENDATION It is recommended that the City Council adopt Resolution 91-39 approving performance specifications and authorizing advertisement for bids for annual graffiti abatement services. BACKGROUND On July 16, 1990, the Community Development Department submitted to the City Council recommended actions on a comprehensive approach to the stabilization of Tustin's Southwest Neighborhood. One component of the Southwest Neighborhood Stabilization Program was a graffiti abatement element developed to facilitate the removal of graffiti from private property. This information was updated on October 15, 1990, when the Community Development Department submitted a proposed study outline for the graffiti component of the Southwest Neighborhood Stabilization Program. Funding for the graffiti removal program was provided through a transfer of unexpended Housing and Community Development (HCD) Block Grant funds from the previously approved Commercial Rehabilitation Program from calendar year 1988/89. The City Council approved this $20,000 transfer through a contract between the City of Tustin and HCD on November 19, 1990. In preparing a bid package for graffiti removal services, staff contacted local cities that use private contract services for graffiti abatement and requested copies of their graffiti abatement bid packages to gather information on the different procedures used by the cities. As a result, the attached package is a customized bid package for graffiti abatement services in the City of Tustin that addresses the specific characteristics of the community. The proposed bid package has been reviewed and approved by the State Office of Housing and Community Development. The bid package developed by staff includes a detailed procedure to be followed by the contractor in the documentation and removal of - graffiti on private property in the City of Tustin. For example, the proposed contract will require the selected contractor to - City Council Report Graffiti Abatement Services & Bids June 17, 1991 Page 2 obtain an order to proceed from the Community Development Department and then to photograph the graffiti and begin removal within three (3) working days of notification by the Community Development Department. Following removal of the graffiti the contractor will photograph the treated surface and then submit documentation of completion to the Community Development Department. Within 30 days following this submittal, the contractor will be compensated for the graffiti abatement services performed. Shinglet Assistant City Manage SR:CAS:kd/grafserv.ccr Attachment: Resolution No. 91-39 �nn �121) Scott Reekstin Assistant Planner 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16'. 17 18 19 20 21 22 23 24 i 25 26 27 28 RESOLUTION NO. 91-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING SPECIFICATIONS FOR ANNUAL PERFORMANCE OF GRAFFITI ABATEMENT SERVICES AND AUTHORIZING ADVERTISEMENT FOR BIDS The City Council of the City of Tustin, California, does hereby resolve as follows: WHEREAS, the removal of graffiti maintains an aesthetically pleasing environment for local citizens; and WHEREAS, promptly removed graffiti discourages repeat offenses and suppresses gang activity; and WHEREAS, it is the intention of the City Council of the City of Tustin, California, to contract for the Annual Performance of Graffiti Abatement'Services; and WHEREAS, the Community Development Department has presented specifications for the performance of said services; NOW THEREFORE, BE IT RESOLVED that the specifications presented by the Community Development Director be and are hereby approved as the specifications for: Annual Performance of Graffiti Abatement Services BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid specifications; BE IT FURTHER RESOLVED that this project is categorically exempt from the requirements of the California Environmental Quality Act; Class I: Existing Facilities.
