SUBJECT: AUTHORIZATION TO ADVERTISE FOR BIDS I - EL MODENA - IRVINE FLOOD
CONTROL CHANNEL IMPROVEMENTS. (File No. 1208.5)
RECOMMENDATION:
That the Tustin City Council pass and adopt Resolution No. 91-89
approving the plans and specifications for the improvements of the
El Modena -Irvine Channel between the Santa Ana (I-5) Freeway and
Michelle Drive and authorizing advertisement of bids.
BACKGROUND:
The subject project consist of improvements to the E1 Modena -Irvine
Flood Control Channel between the Santa Ana (I-5) Freeway and
Michelle Drive a distance of approximately 800 lineal feet. These
improvements will consist of the construction of a vertical wall
concrete lined channel and the appropriate transitional area
southerly of Michelle Drive to return the storm flows to the
existing earthen channel. The project will provide 100 -year storm
protection to the area northerly of the I-5 Freeway and provide two
additional automobile dealership parcels.
The City Council approved County -City Cooperative agreement No.
D90-097 at their last meeting which provides for the project to
proceed with construction once the County Board of Supervisors
approves it on the County's behalf.
DISCUSSION:
The plans and specifications for the project have been completed
and are now ready for bid advertisement subject to receipt of the
following items which are currently in progress:
1. Final approval of Agreement D90-097 by County Board of
Supervisors.
2. Receipt of encroachment permit from Caltrans for channel
construction within the Caltran's I-5 right-of-way.
3. Receipt of right-of-way dedication from the Irvine
Company for that additional portion of land required for
the improvements between the freeway and Michelle Drive.
The Company has previously agreed to this dedication per
previous agreement.
In order to accelerate the project as quickly as possible to
complete all work prior to the winter of 1991 rainy season, staff
is requesting authorization to advertise bids for the El Modena -
Irvine Channel improvements at this time. An exact time schedule
is not available at this time, but it is anticipated that the bid
advertisement would commence about July 1st when the above
mentioned items have been completed.
The attached Resolution provides for the City Council approval of
plans and specifications for the construction of improvements to
the El Modena - Irvine Channel between the Santa Ana I-5 Freeway
and Michelle Drive and authorizes the advertisement of bids. Staff
request that the City Council pass and adopt this resolution at
their meeting of June 17, 1991.
This project has been previously budgeted within the 1990-91
Capital Improvement Program and currently has 1.18 million dollars
available for the project construction.

RESOLUTION No. 91-89
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
IMPROVEMENT OF THE EL MODENA-IRVINE CHANNEL, BETWEEN THE
SANTA ANA (I-5) FREEWAY AND MICHELLE DRIVE, AND
AUTHORIZING THE ADVERTISEMENT OF BIDS.
WHEREAS, it is the intention of the City Council of the
City of Tustin, California, to contract for construction of
improvement of the E1 Modena - Irvine Channel, between the
Santa Ana (I-5) Freeway and Michelle Drive.
WHEREAS, the City Engineer has presented plans and
specifications for the construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and
specif ications presented by the City Engineer be and are
hereby approved as the plans and specifications for:
Improvement of the El Modena - Irvine Channel,
between the Santa (I-5) Freeway and Michelle Drive.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to advertise as required by law for
the receipt of sealed bids or proposals for the doing of the
work specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that this project has been granted
a Negative Declaration per the requirements of the California
Environmental Quality Act;
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California on the 17th day of
June, 1991.
