SUBJECT: WATER CONSERVATION UPDATE — DECEMBER 2015
S U M MARY
As a result of the drought, the City of Tustin is required to provide the State Water Resources
Control Board with data that will be used to determine if the City is meeting the required 28%
conservation target and the various methods being utilized to ensure compliance with the
State's mandates. This report summarizes the information provided to the State for the month
of December 2015 and provides the City Council and the public with general information on
previous and upcoming actions taken by the City.

CORRELATION TO THE STRATEGIC PLAN
This item contributes to the fulfillment of the City's Strategic Plan Goal D: Strong Community
and Regional Relationships. Specifically, by implementing Strategy 2, which is to work
collaboratively with agencies within and outside of Tustin on issues of mutual interest and
concern.
D�SCUS&ON AND BACKGROUND
Staff has provided the Water Board with production data for December 2015 and calculated a
23% savings in water production when compared to December 2013. The Water Board is
seeking a cumulative 28% reduction between June 2015 and February 2016. The City's current
cumulative savings is 28%.
On January 18, staff received information from MWDOC that the Water Board will be
considering updated Emergency Regulations at their February 2, 2016 meeting. Water Board
staff is proposing a Sustainable Supply credit in acknowledgement of previous efforts to provide
and make use of recycled water. The City of Tustin, as a partner in the Orange County Water
Replenishment System, will be eligible for this credit. If approved, the City's new conservation
target will be reduced to 21 %.
Below is the City of Tustin's required report for the month of December 2015, which was
submitted to the State on January 14, 2016.

1. The City and Tustin Unified School District both continued to reduce water usage for
their respective facilities. The City reduced water usage by 40% while Tustin Unified
reduced water usage by 13%.
2. Code enforcement statistics for the month of December 2015 have been provided as an
attachment to this report.
3. The City's website has a page dedicated to water conservation and information on the
drought. The page provides the public with a brief statement regarding the upcoming
weather forecast, a summary of the City's monthly conservation results, and information
on the City's Water Management Plan. Staff reviews the content weekly and updates
the information as appropriate.

4. On January 22, 2016 the Chair of the State Water Resources Control Board was the
keynote speaker at a MWDOC presentation. She discussed the likely extension of the
current drought regulations to October 2016. The drought regulations are set to expire
in February 2016, and did not provide credit for the County's recycling of wastewater.
As mentioned above, the new regulations are expected to take such projects into
considerations.
5. northern California has been hit with a series of storms that are helping to refill the
state's reservoirs. On January 19, 2016, reports that Lake Oroville's water level
increased 17 feet in 10 days began to surface. One day later, there was a report that
the water level of Folsom Lake increased by 44 feet in just over a month. While these
reports are positive, it is important to remember that these reservoirs are intended to
hold water from winter storms to be used during the summer. After four years of

drought, many more storms will be needed through April to fill the reservoirs and
conservation efforts remain essential.
