SUBJECT: AWARD OF CONTRACT FOR CONSULTANT SERVICES -
MAIN STREET RESERVOIR SITE PLAN
RECOMMENDATION:
That the Tustin City Council, at their regular meeting of June 17, 1991, authorize the Mayor to execute a
professional services agreement with the firm of Willdan Associates of 888 S. West Street, Suite 300, Anaheim,
CA 92802, to perform a site investigation and prepare a site plan and environmental documentation for a 2.2
million gallon reservoir, booster station, and appurtenances at the Main Street Plant for the fee of $55,933. It
is further recommended that additional funding for this phase of the project be authorized in the Water Service
Budget in the amount of $16,000.
BACKGROUND:
Request for proposals were solicited on April 3, 1991 from seven consulting engineering firms, as authorized by
City Council on January 7,, 1991, to perform the work as noted above. Proposals were received on April 19,
1991 from the four firms as follows:

Robert Bein, William Frost and Associates
Willdan Associates
AKM Consulting Engineers
DISCUSSION:
The proposals have been evaluated by four staff members on the basis of demonstrated competence, professional
qualifications necessary for the satisfactory performance of the .required work, and familiarity and prior
experience with providing the requested services.
The selection committee is recommending Willdan Associates to perform a geological study with report, prepare
alternate site plan layouts with elevations, and provide California Environmental Quality Act documentation and
support for the Main Street Plant for the fee of $55,933. A copy of the committee's Proposal Evaluation Form
Summary is attached.
Funding for this phase of the project was authorized by City Council on January 7, 1991 in the amount of
$40,000. This amount did not include funding for environmental documentation and completion of the Initial
Environmental Study. It is recommended that an additional $16,000 be appropriated from the Water Capital Fund
at this time for completion of this phase of the project.
