PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION r R %1': AWARD OF CONTRACT FOR STREET REHABILITATION ON RED HILL AVENUE SUBJECT: BETWEEN BARRANCA PARKWAY AND WARNER AVENUE, AND TRAFFIC SIGNAL MODIFICATIONS AND INTERCONNECT AT THE INTERSECTION OF RED HILL -AVENUE-. AND _-WARNER__AVENUE .- _._ RECOMMENDATION It is recommended that the City Council at their meeting of June 17, 1991 take the following actions: 1. Award a contract to Sully -Miller Contracting Company, Orange in the amount of $425,599.70 for the subject project. 2. Adopt a resolution requesting the Orange County Transportation Commission (OCTC) to allocate OCUTT funds in the amount of $210,671.85. for the subject project. BACKGROUND This project provides for the improvement of Red Hill Avenue from Barranca Parkway to Warner Avenue. The scope of the project is to reconstruct and/or rejuvenate and resurface the highway pavement. Related work on the project will include traffic striping and pavement markers, detection loops, sidewalk and curb and gutter repair, traffic signal modifications and interconnect, placement of pavement reinforcing fabric, and adjustment of manholes and water valves to grade. This project is a joint effort between the City of Santa Ana and City of Tustin that will allow the entire street to be improved in lieu of just three quarters of the street. The current 1990-91 FY budget allocated $242,100.00 for City of Tustin's share of the total cost in Gas Tax money. The 1991-92 FY budget allocated $130,000.00 for City of Santa Ana's share of the cost, subject to reimbursement at the time of completion of the project. OCUTT will provide matching funds in the amount of $359,390.00 for eligible items of construction engineering and construction contract. Bids for the work were received on June 11, 1991 and are summarized as follows: Sully -Miller Contracting Company, Orange $425,599.70 R.J. Noble Company, Orange $430,392.20 Excalibur Contracting Inc., Santa Ana $4361214.88 Excel Paving Company, Long Beach $454,728.00 Page 2 June 11, 1991 Red Hill Street Rehabilitatiton The low bid is $425,599.70 or 16.1% below the engineer's estimate of $507,103.80. OCTC will fund $212,799.85 of the contract bid through the OCUTT program. The city can request at this time 90% of this amount plus 90% of the estimated inspection and testing costs. The attached resolution requesting allocation of $210,671.85 in OCUTT funds, from OCTC, is required in accordance with OCUTT procedures manual. Zh Bob Ledendecker Wisam Altowaiji Director of Public Works/City Engineer Associate Civil Engineer BL:klb:CONAWARD 1 2 3 4 5i 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 91-91 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, REQUESTING THE ORANGE COUNTY TRANSPORTATION COMMISSION TO ALLOCATE ORANGE COUNTY UNIFIED TRANSPORTATION TRUST (OCUTT) FUNDS FOR RED HILL AVENUE BETWEEN BARRANCA PARKWAY AND WARNER AVENUE. WHEREAS, Chapter 1512, Statues of 1985 allows the Orange County Transportation Commission to allocate funds from the rapid transit reserve to local agencies for the improvement, construction, or repair of local streets and roads; and WHEREAS, the Orange County Transportation Commission approved an OCUTT Streets and Roads Program for fiscal year 1990-91; and WHEREAS, the program includes $359,390.00 in fiscal year 1990-91 for a street rehabilitation project on Red Hill Avenue between Barranca Parkway and Warner Avenue; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby requests the Orange County Transportation Commission allocate $19,151.99 for construction engineering and $191,519.87 for construction for a total of $210,671.85 in OCUTT funds to the city. This request is in conformance with the OCUTT allocation process and does not exceed ninety (90) percent of the programmed amount for construction engineering or ninety (90) percent of the OCUTT share of the construction contract. BE IT FURTHER RESOLVED, that the City of Tustin, agrees to fund its share of improvement costs during the above indicated fiscal year and any additional costs over the identified programmed OCUTT dollars. BE IT FURTHER RESOLVED, that the City of Tustin, has awarded the contract for the project on June 17, 1991 for $425,599.70. BE IT FURTHER RESOLVED, that the City of Tustin has 1) designed the project improvements in accordance with the city's standards, 2) acquired right-of-way for the project in conformance with the city's policies and procedures and 3) completed and certified all required environmental documentation for the project. BE IT FURTHER RESOLVED, that the remaining ten (10) percent in OCUTT funds will be transferred to the City of Tustin when construction is completed and a final report on the project is accepted by the Orange County Transportation Commission.
