SUBJECT: AMBULANCE PARKING ON "B" STREET SOUTHERLY OF FIRST STREET
RECOMMENDATION:
Pleasure of the City Council.
BACKGROUND:
At a previous City Council meeting, the Council raised a concern
regarding ambulance parking on the easterly side of "B" Street
southerly of First Street in the parking bays adjacent to
Peppertree Park and requested staff to review the situation.
Between May 28, 1991 and June 7, 1991, the area was field reviewed
approximately four times per day with reference to ambulance
parking. These field review times were approximately 9:00 a.m. and
11:00 a.m. and 2:00 p.m. and 4:00 p.m. Monday through Friday.
Two commercial/off ice establishments exist on the westerly side of
"B" Street immediately southerly of First Street as follows:
1. 100 South "B" Street - ambulance business
2. 120-130 South "B" Street - office building
Adjacent to the easterly side of "B" Street and extending southerly
of First Street is Peppertree Park. Southerly of the two
commercial/office establishments on the westerly side of "B" Street
is residential development.
The curbs on First Street and "B" Street adjacent to the ambulance
business are painted red and the curb adjacent to 120-130 "B"
Street between their driveway and the northerly property line is
also painted red. The curbs on the easterly side of "B" Street,
immediately. south of First Street and adjacent to the park are
painted red. Southerly of this red zone, there are twenty eight
(28) angled parking stalls and a loading zone located within a
parking bay adjacent to the park.
There are no other restricted parking areas along "B" Street
between First Street and Second Street except for fire hydrants and
driveways.
_ The development operating as an ambulance business at 100 So. "B"
Street has a total of nine on-site parking.spaces. Four of these
spaces were covered and five were uncovered spaces. Legal access
to this on-site parking lot can only be made from the most westerly
southbound leg of "B" Street. The covered parking spaces did not
appear to have adequate vertical clearance to park an ambulance
vehicle with its light bars and vehicle body heights.
DISCUSSION:
The twenty eight parking stalls adjacent to the park, for purposes
of this review were numbered (1) at the northerly end and (28) on
the southerly end of the parking bay. The loading zone area is
located between stalls number six and seven in the vicinity of the
park restrooms.
Ambulance vehicles were parked along the easterly side of "B"
Street as follows:
On a few occasions ambulance vehicles were observed parking in the
red zones adjacent to 100 So. "B" Street.
Throughout the field observation period no ambulances were observed
parking within the parking lot of 100 So. "B" Street.
In addition to "B" Street being utilized for ambulance parking, it
is assumed that a certain amount of parking on the easterly side of
"B" Street also consists of employee parking for both the ambulance
service as well as the office building at 120-130 So. "B" Street.
Staff has not received any other concerns and/or complaints
regarding the parking situation along the easterly side of"B"
Street adjacent to the park.
There appears to be four alternatives to the reduction of the
ambulance parking on "B" Street as follows:
1. Post easterly side of "B" Street with time restricted
zones.
2. Determine whether the ambulance company is operating in
compliance with City zoning requirements.

voluntarily restrict their ambulance units from utilizing
the on -street parking spaces on "B" Street adjacent to
the park.
4. No action.
Staff would recommend against any time zone parking along "B"
Street due to any impacts to the residents on the westerly side of
"B" Street, the park users and the additional enforcement impacts
to the Police Department.
