HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION SUBJECT: STREET SWEEPING PARKING PROHIBITORS RECOMMENDATION: That the Tustin City Council approve the change to the hours of parking restriction from 9:00 a.m. to 1:00 p.m. to 8:00 a.m to 12:00 p.m. and a change of designated days of sweeping for certain streets as outlined in this report to accommodate the schedule as prepared by Arroyo Seco Associates, Inc., and for all future citizen requests for parking prohibitions to conform to street sweeping schedules. BACKGROUND: The consulting firm of Arroyo Seco Associates, Inc. was recently employed to perform a management/ organizational study of the Tustin _ Public Works Department. An element of this study included a review of the street sweeping operation to improve and economize this operation. This element of the review is now ready for 1000 implementation. The operation has been redesigned to sweep the entire City street system, as it exists this date, with two sweepers and two operators. In the past, it has been City policy to sweep the streets on the day following the solid waste refuse pickup. This revised schedule accommodates that previous policy in most areas, but does not fit the day after in approximately 100 of the City. Past City Council policy also provided for certain streets or portions of streets to be posted for "No Parking" during street sweeping hours. About one and one-half years ago, the City Council, at the request of residents, changed the hours of restricted parking during street sweeping hours from 6:00 a.m. to 12:00 noon to 9:00 a.m. to 1:00 p.m. As a result of the Arroyo Seco Associates study to economize the street sweeping operation, it will be necessary to revise parking restrictions on certain streets as well as some of the days the individual streets are swept. These changes will be outlined in the discussion section of this report. - DISCUSSION: There are fourteen streets which require a change of parking prohibition hours from 9:00 a.m. to 1:00 p.m. to 8:00 a.m. to twelve noon. Staff requests that the Tustin City Council approve the abovementioned time changes from 9:00 a.m. to 1:00 p.m. to 8:00 a.m. to 12:00 p.m. and the designated day of sweeping on each of the abovementioned streets. Additionally, it is requested that staff be authorized to post signing, as requests are received, for parking prohibition during hours that conform to the street sweeping schedule.
