STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE DETENTION BASIN LANDSCAPING AND WATER QUALITY INSTALLATION (CIP NO. 50038) AND TUSTIN LEGACY LINEAR PARK IMPROVEMENTS (CIP NO. 20077) CONSTRUCTION PROJECT SUMMARY The plans and specifications for the Detention Basin Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Construction Project have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 16-07 approving the plans and specifications for the Detention Basin Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Construction Project; and 2. Authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in this Fiscal Year 2015-2017 Capital Improvement Program for the project in the Detention Basin Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Construction Project. The engineer's estimate with contingency for the project is $8,900,000. The project is funded through MCAS Land Proceeds and Backbone Infrastructure Fees and OCTA Measure M-2 Environmental Cleanup Program Grant. CORRELATION TO THE STRATEGIC PLAN The Detention Basin Landscaping and Water Quality Installation and Tustin Legacy Linear Park Improvements contribute to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION AND BACKGROUND The detention basin project at the corner of Red Hill Avenue and Barranca Parkway consists of landscaping, irrigation and water quality installation. This portion of detention basin project is partially funded by OCTA Measure M-2 Environmental Cleanup Program grant. The linear park from the detention basin to Armstrong Avenue improvements has been designed as a pedestrian corridor with passive recreation areas. The project involves general clearing and Plans and Specifications Approval for Basin Landscaping and Linear Park Improvements February 16, 2016 Page 2 grubbing, grading, construction of trails and amphitheater, landscape improvements and monument sign installation at the corner of Barranca Parkway and Red Hill Avenue. Public Works/City Engineer Attachment 1: Resolution No. 16-07 Attachment 2: Location Map MC.11-016Co.,M11.V-16AlbWvwa Brea PN Roi.W77)ex ATTACHMENT 1 Resolution No. 16-07 RESOLUTION NO. 16-07 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE DETENTION BASIN LANDSCAPING AND WATER QUALITY INSTALLATION (CIP NO. 50038) AND TUSTIN LEGACY LINEAR PARK IMPROVEMENTS (CIP NO. 20077) CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Detention Basin Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Construction Project, and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, that on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/Environmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On December 6, 2004, the City Council adopted Resolution No. 04-76 approving a Supplement to the FEIS/EIR for the extension of Tustin ranch Road between Walnut Avenue and future alignment of Valencia North Loop Road. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. The FEIS/EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act (CEQA). The FEIS/EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and WHEREAS, an environmental checklist was prepared for the proposed project that concluded no additional environmental impacts would occur from approval of the project. The Environmental Analysis Checklist concludes that it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment because all potentially significant effects 1) have been analyzed adequately in an earlier EIR pursuant to applicable standards, and 2) have been avoided or mitigated pursuant to that earlier EIR, including revisions or mitigation measures that are imposed upon the proposed project; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Detention Basin Landscaping and Water Quality Installation (CIP No. 50038) and Tustin Legacy Linear Park Improvements (CIP No. 20077) Construction Project BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 16th day of February 2016.
