SUBJECT: WATER CONSERVATION PROGRAM STATUS REPORT

DISCUSSION:
The City adopted Ordinance 1063 on April 1, 1991, which mandated a
15 percent reduction in water usage. In the ensuing months, the
City has experienced a significant decrease in total demand to our
water system. Attachment (II) details both the level of reduction
to the entire water system and summarizes the City's actual monthly
purchases. Attachment (I) graphically depicts the summary
information. It appears that our water users have made a conscious
effort to conserve water and should be encouraged to continue to do
so throughout the summer months. Regular updates and demand
percentages will be forwarded to you.
Ordinance 1063 provides for a variance process. To date, the Water
Billing Division has received over 2,000 requests for variance
forms. Staff has reviewed and responded to approximately 1,100
requests. To date staff has been able to accommodate or adjust
all of the requests; there have been no appeals made to the water
appeals board.
The Water Billing Division continues to receive over 50 calls a day
regarding the Water Conservation Program or requests for variance
forms. The first water bills (approximately 2,000 bills) that
would reflect the impact of the City's Conservation Program have
been delayed due to a software problem. Once the software program
is corrected, staff will be able to produce a detailed summary
regarding the number of users which exceeded the allowable water
usage and any penalties imposed. Staff hopes to have this
information available for distribution at the July 1, 1991, Council
meeting.
On July 1, 1991 the City will begin to offer household retrofit
kits. Each kit contains three simple conservation devices for use

in the bathroom: a low flow showerhead, a toilet tank water
displacement bag, and dye tablets to detect wasteful toilet tank
leaks. Each kit will be sold for $1.00 dollar. This will help
defray our cost of the kit ($2.50). In addition MWD has requested
that we collect all old shower heads which they will analyze. To
implement this program we have purchased 500 retrofit kits and will
order more on an as needed basis.
